SECTION C - STATEMENT OF WORK (SOW) - MEL Task Order (TO) Background
The USAID/Uganda Mission seeks to advance locally led programming through strengthening its monitoring, evaluation, learning, and adaptation approaches in compliance with the Mission Performance Management Plan (PMP) guidance.
Objective
The objective of this MEL Task Order is to provide technical support to USAID/Uganda Mission and its Implementing Partners to advance the CDCS objectives highlighted in Section C of the IDIQ solicitation through strengthening evidence-based programming.
Below are the specific expected results and proposed illustrative tasks (the contractor may propose other tasks relevant for the completion of this Task Order):
Result I. Performance Monitoring systems strengthened to improve performance management.
Required Tasks:
Develop and continuously review the Performance Indicator Reference Sheets (PIRS) for approximately 200 performance indicators that are reported against by approximately 70 USAID/Uganda activities.
Collect primary data on selected CDCS outcome indicators that the implementing partners may not have the capacity to collect data on.
Identify and compile relevant contextual data to facilitate the Mission’s understanding of its contribution to wider national and agency development priorities.
Validate and analyze in a timely manner, periodic performance data of approximately 200 Mission performance indicators reported on by USAID/Uganda implementing partners in response to various Agency data calls, including the annual Performance Plan and Report (PPR). This task will focus primarily on newly onboarded local partners, who still have only nascent knowledge of USAID/Uganda MEL systems and processes.
Develop relevant, high quality, inclusive, and cost-effective monitoring, evaluation and learning (MEL) tools and processes for USAID/Uganda and its implementing partners.
Provide technical support to implement data quality assessments for selected implementing partners, primarily those supporting USAID/Uganda’s Health and Feed the Future (FtF) programs.
Develop the capacity of newly onboarded implementing partners to utilize the agency-wide performance reporting system called the Development Information Solutions (DIS).
Develop the capacity of agreement and contracting officers representatives (A/CORs) to effectively perform their designated MEL functions, as stipulated in their designation letters.
Develop various data visualizations to facilitate learning by Mission and implementing partners, including the production of maps of USAID program areas using geographic information systems (GIS).
Result 2: Improved evaluations, analytic studies and assessments for better program performance management.
Required Tasks:
Conduct approximately 30 evaluations of activities meeting specific criteria stipulated in ADS 201 to facilitate programmatic adaptations by the Mission and implementing partners.
Conduct approximately six (6) sectoral and thematic evaluations associated with the intermediate results of the CDCS to facilitate strategic learning and adaptation.
Conduct approximately 15 assessments, surveys, case studies, political economy analyses and other studies of moderate complexity to facilitate USAID programming
Conduct approximately three (3) meta analyses of various internal and external study reports to synthesize lessons into accessible learning products to facilitate decision support for programmatic adaptations, including during activity design and work planning.
Result 3: Deliberate contextual and programmatic learning taking place and informing adaptive management
Required Tasks:
Synthesize into succinct plans of action, the findings, conclusions and recommendations from various internal learning activities to facilitate program adaptations, including modifying, scaling up and/or terminating programs.
Translate findings in various learning products into graphs, charts, infographics, and maps for various audiences including the Mission and other stakeholders to convey the achievements, challenges, and opportunities across the portfolio.
Develop and/or suggest improvements to Mission tools and practices designed for deliberate learning e.g. learning reviews, pause and reflect moments; and other stocktaking tools and learning practices.
Provide learning spaces for reflection and to facilitate learning opportunities for Mission and IP staff. The physical space should have a capacity of approximately 100 persons and be within close proximity of the US Embassy, and regularly available and accessible.
Provide high quality facilitation for periodic mission learning events and discussions, including support to structure these events towards desired learning outcomes.
