About this file

This document provides instructions for completing a cost/price evaluation matrix for the USAID Monitoring, Evaluation, Learning & Strategic Information Activity solicitation. Key details include:

The cost/price evaluation matrix requires offerors to input unburdened ceiling daily rates for senior and mid-level labor categories for years 1 through 5. Offerors must also include overhead rates and proposed fixed fee percentages. Labor costs are to be calculated by multiplying proposed daily rates by plug figures for person-days provided by USAID for each category. Offerors must also account for paid absence costs. Additional requirements include inputting plug figures provided by USAID for local labor, fringe benefits, other direct costs, and subcontract costs. Upon completion, the matrix will calculate total direct costs, applicable indirect costs, fixed fee amounts, and total estimated cost-plus-fixed-fee. The solicitation number is 72061723R00015 and is issued by USAID Uganda for the Monitoring, Evaluation, Learning & Strategic Information Activity.

COST/PRICE MATRIX INSTRUCTIONS

The offeror will complete the cost/price matrix by including the proposed unburdened ceiling daily rates reflected in the above table for Senior and Mid-level categories. The prime offeror will also include its overhead and proposed fixed fee percentage ceiling(s). Further instructions are provided below. The country to be used as a basis for the cost/matrix is Uganda.

The overall price resulting from the attached matrix from the Offeror’s proposal will be used for evaluation purposes.

[Note 1: The figures that are in quotes below are USAID plug figures and must be used by all Offerors for evaluation purposes. These plug figures are considered realistic for evaluation purposes. Each Offeror's proposed/calculated cost/price will be incorporated into the budget below where indicated.]

[Note 2: For evaluation purposes, Offeror's provisional indirect cost allocated to these line items must be used.]

[Note 3: For the positions set forth below the price for these positions will be determined by using the CDR and the prime Offeror’s methodology for recovery of paid absences (leave and holidays). The Offeror must enter the appropriate labor cost and paid absences in the Sample Budget below. The budget narrative must clearly and accurately demonstrate the price and method of recovery for workdays and paid absences for all labor categories where applicable.]

[Note 4: The cost/price matrix below indicates the plug figures for Local hired Personnel labor, fringe benefits, Other Direct costs and subcontract cost for year 1. Please refer to Attachment J.1.1 for the plug figures for year 2, year 3, year 4 and year 5.]

A. Labor:

The offeror will multiply the proposed CDR (use the rate proposed in the last year of the contract) with the USAID provided level of effort in person-days.

For example, in Category 1, 260 days would be multiplied with the offeror’s proposed $597 for a senior level person in this category to yield $155,220 for the total amount for labor. The offeror would also provide the amount associated for paid absences.

Category 1 (Senior):

"260 person-days or a full year of labor by your accounting standards"{Long-Term

(Home Office) US-based} * $597 (proposed CDR):$ 155,220
Paid Absence not in fringe benefits:$ 5,000

Category 1 (Mid):

"100 person-days or a full year of labor by your accounting standards"{Long-Term

(Home Office) US-based} * $478 (proposed CDR):$ 47,800
Paid Absence not in fringe benefits:$ 1,500

“All” below refers to all categories of contractor and subcontractor personnel: short term, long term, US based, expatriate, and consultants. Local labor is accounted for in the local labor plug figure.
