3.0 Tasks
The tasks to be performed under this SOW are described below in several categories:
1) Phase I: Security Clearance & Preconstruction
a) Contractor will provide a Site Access Form within 7 Calendar Days of Award. Site Access form will provide necessary information for all personnel anticipated to be onsite for a security clearance to be performed by DHS-CBP. This information will be provided for all workers, contractor or sub-contractor that will be on-site for any portion of construction activities. All information listed on the form in Appendix A must be completed and not abbreviated. Since the form contains Personal-Private Information the form must password protected. The password and form will be sent directly to DHS-CBP. Once the form is filled out the form must be sent directly to CBP POC which will be provided by the FAA. Security clearance will take approximately 3 weeks to complete and the schedule to start construction should accommodate this time frame until further notice. Only DHS-CBP may waive the right to an accelerated review period or special escorting arrangements through Border Patrol, FAA or others as identified by
DHS-CBP.
b) Contractor will provide a project schedule within 7 Calendar Days of Award. Schedule will identify major components of work and the schedule will be used as an inventory of items to be pictured in the completion report. Construction start date requires approval by DHS-CBP and FAA to allow site access and coordination. The current tower site is leased from other private and public entities. Obtaining site access approval may delay work start.
2) Phase II: Site Access
a) Access to and from site will be along the route identified in the existing site layout sheet. Site access will require an escort by FAA and/or DHS-CBP as defined by DHS-CBP. A portion of the access road is in a sandy agricultural field. This condition may require the use of a secondary delivery vehicle capable of traversing the road. If a secondary vehicle is required, the transfer location and other planning/execution efforts will be the responsibility of the contractor.
3) Phase III: Site Preparation
a) The limits of site preparation will be constrained to the minimal amount of space needed to allow construction access and staging for facilities, equipment, labor and materials to be stored onsite during the construction of the SOW. This is anticipated to be minor amounts of aggregate surfacing to facilitate delivery of proposed shelter and leveling to allow installation of shelter foundation. All mechanical and foundation material will be made of 3000-psi concrete. Reinforcement to be equivalent of #4 Bars on 12 inches center to center both direction placed three inches from bottom of concrete pad. All other activities will require approval prior to execution. All site conditions must be returned to a natural condition or in close conformance. Various stages of the project will require different amounts of space but at no time will material storage, crane operations, labor, equipment operations, temporary equipment relocation or other incidents impede site operations or other ongoing projects. Appendix B provides existing and proposed site layout to assist in staging operations. No other site activities by other site stakeholders are anticipated but cannot be ruled out.
b) Overhead obstructions such as tower guy wires are present all across the site and may not be removed.
c) Geotechnical data may be required for foundation installation in new location is the responsibility of the contractor to acquire. In lieu of site specific geotechnical information presumptive soil conditions from TIA- 222-H or IBC may be used to generate foundation design or perform verification of foundation design.
Foundation design must be signed and sealed by a licensed professional engineer in the state of Florida.
4) Phase III: New Shelter Installation
a) New shelter will be located in the same or adjacent area as the existing shelter. Proposed Site Layout attachment identifies the new shelter location.
b) New shelter installation will require foundations, exterior grounding system, and all power, data, signal and transmission connections.
c) Installation of ancillary site features must be recorded on proposed site layout as redlines to the construction drawing.
5) Phase IV: Equipment Relocation
a) All effort will be made to reduce system unavailability for equipment relocation.
b) Schedule of system downtime will be arranged and approved with DHS-CBP and FAA. Downtime will not occur without prior approval.
c) Equipment will be deactivated, removed, transported, installed, activated, tested and returned to service by the contractor. Contractor will identify any equipment maintenance/operational issues or anticipated failures with DHS-CBP and FAA prior to relocation so appropriate steps can be taken to reduce downtime due to equipment failure.
6) Phase V: Existing Shelter Removal/Disposal
a) Contractor will remove and dispose of existing shelter, foundation, and grounding.
b) Existing shelter site will be returned to natural condition of surrounding area.
7) Phase VI: Project Completion Report
a) Contractor will author a summary document of the effort provided during the completion of the work. The document will provide a list of items installed, list of materials used for each installation, pre installation pictures of major components, post installation pictures of major components, field observations made (if additional work was identified), disposal tickets and redlines of government furnished information to produce construction as-built documentation.
