B. TANK INSPECTION COMMENTS
1. TANK CONSTRUCTION
Tank 5932 is a welded, steel, vertical, aboveground Jet-A storage tank. The tank was constructed in 1957 to the design standard API 12C and repaired by CAPE to API 650 12th Edition in 2014. The tank is 67’-0” in diameter and 46’-4” high. According to strapping charts provided by AmSpec in March 2015, Tank
5932 has a nominal capacity of approximately 29,000 BBL (1,218,000 gallons).
2. TANK FOUNDATION
Tank 5932 rests on a concrete ringwall foundation. Tank foundation exhibits cracking and sealant damage with voids and disbondment at concrete expansion joints. Grounding cable conduits located adjacent to the spiral staircase are not sealed. Cracking, sealant voids, and unsealed grounding conduits in the tank foundation may allow for fluid to escape the containment in the event of a spill. A settlement evaluation was performed during the inspection.
No signs of settlement noted. See Appendix A for settlement results.
3. CATHODIC PROTECTION
The tank is equipped with an ICCP system for protecting the tank bottom from corrosion.
4. TANK SHELL
The tank shell is equipped with seven (7) butt-welded steel courses. Shell plates were examined using
UTT and VT methods. Nine (9) UTT measurements were taken on each plate of the 1st shell course. Nine
(9) UTT measurements were taken on the remaining shell course plates using the spiral staircase for access. UTT measurements indicated no significant signs of metal loss on shell plates.
The tank is equipped with thirteen (13) nozzle penetrations: Two (2) 36-inch manways, one (1) 4-inch tank drain, one (1) 8-inch main suction, two (2) 1-inch penetrations for the low level alarm (LLA) and low-low level alarm (LLLA), one (1) 8-inch receipt, one (1) 12-inch Type III main suction, one (1) 2-inch water draw-off, two (2) 1-inch penetrations for the high level alarms (HLA)/ high-high level alarm
(HHLA), and two (2) 1-inch penetrations for the high level control valve (HLCV) float pilot.
One (1) distortion was observed above Manway 1. According to facility personnel, the dent was acquired during the CAPE repairs completed in April 2015 and was tested via NDT. Testing and evaluations performed by CAPE in 2015 indicated no significant signs of stress or shell weakening.
5. TANK APPURTENANCES
a. GEODESIC DOME ROOF
The tank is equipped with a geodesic dome roof. The geodesic dome roof was examined using
VT methods. Evidence of water accumulation was observed on the internal floating roof (IFR), indicating that the geodesic dome roof is not properly sealed. This repair is listed in the current Barksdale AFB Draft Repairs scope of work (SOW).
The geodesic dome roof is provided with five (5) nozzle penetrations: One (1) 8-inch Enraf
ATG, one (1) 36-inch x 36-inch sampling hatch, one (1) 6-inch Vito temperature/water combination probe, one (1) 8-inch manual gauging hatch, and one (1) center vent.
b. GAUGING
The tank is provided with an 8-inch gauging hatch for manual gauging and an 8-inch Enraf
ATG system for automatic tank gauging. A mechanical tape level gauge for monitoring product level from the ground is not provided for Tank 5932. Both the manual gauging hatch and ATG are provided with a fully slotted stilling well.
c. LEVEL ALARMS
The tank is provided with independent, shell mounted alarms at the low, low-low, high, and high-high positions. According to facility personnel, all level alarms are functioning properly.
Threaded connections are provided for the LLA, LLLA, HLA, HHLA, and HLCV float pilot.
Threaded connections are no longer used as they are potential leak paths. No weeping or leakage was observed during inspection. Minor signs of crevice corrosion and corrosion staining were observed at threaded connections.
d. STAIRS AND PLATFORMS
The tank is provided with a spiral staircase with two (2) work platforms for level alarm access and maintenance, and one (1) upper platform for fixed roof access. One (1) access staircase support exhibits insufficient weld spacing at the tank chime. Stair tread widths were measured and are approximately 20-inches wide. The Occupational Health and Safety
Administration (OSHA) mandates that staircases have a minimum stair tread width of 22-inches.
e. GROUNDING AND BONDING
The tank shell is equipped with nine (9) grounding lugs and cables that are in good overall condition with no signs of fraying or disbondment. The spiral staircase is not provided a grounding system integrated into the existing tank grounding system.
6. TANK AND PIPING COATING
The tank is assumed to be provided with an epoxy/polyurethane coating system. External tank shell coating exhibits chalking, indicating the polyurethane topcoat is reaching the end of its life cycle.
Conducting a coating condition survey will determine if the entire coating system should be replaced, or if only a topcoat application is required. External coatings at the main suction and low suction double block and bleed (DB&B) flange connections exhibit failure with surface corrosion and base metal exposure.
7. TANK PIPING SYSTEM
One (1) thermal relief valve (TRV) provided for the 12-inch Type III main suction piping is rated for vapor service. Vapor service TRVs should be replaced with TRVs rated for liquid service as the valves may not relieve pressure at the rated set pressure in the event of over-pressurization. The 8-inch main suction piping is not provided with a TRV system for relieving over-pressurization of piping that may become isolated.
The 8-inch receipt is provided with a HLCV with one (1) DB&B valve installed downstream of the HLCV.
DB&B valves should be provided both upstream and downstream of the HLCV to allow for isolation of the HLCV for maintenance and repair activities. The main suction line is provided with a ball valve located adjacent to the tank. DB&B valves are recommended at this location to allow for positive shutoff that can be verified by opening the cavity between the two blocks. Receipt piping is equipped with a 4-inch Weld-o-Let. It is recommended to replace the fitting with a fully welded tee fitting. Threaded connections are provided for the product recovery tank (PRT) and water draw-off piping. Threaded connections are no longer used as they are potential leak paths. No weeping or leakage was observed during inspection.
8. FIRE PROTECTION SYSTEM
For internal fire protection, Tank 5932 is provided with a pontoon, lap welded, carbon steel IFR. The current IFR double wiper seal and penetration seals are deteriorating and no longer adequately sealing.
Repair of the IFR double wiper seal and penetration seals are listed in the current Barksdale AFB Draft
Repairs SOW.
9. SECONDARY CONTAINMENT
Tank 5932 is equipped with an earthen dike and a flexible membrane liner (FML) covered with gravel.
Vegetation growth was observed throughout the secondary containment. The secondary containment is equipped with one (1) drain with a valve in the normally closed position. The drain is gravity fed to an oil water separator when the valve is open to drain the secondary containment. According to facility personnel, the secondary containment drainage system is fully functional.

NEXT INSPECTION
The interval between tank inspections (both internal and external) should be determined by the tank service history.
Inspection intervals can be adjusted based on known corrosion rates. Corrosion rates can only be determined when a comparison is made between UTT measurements taken over an interval of time. In this case, corrosion rates were determined using thicknesses provided by the external inspection report dated November 2006 and UTT measurements taken during this inspection. Listed below are recommended inspection intervals:
1. Routine In-service Inspection
Facility personnel shall perform a visual inspection of the tank exterior surfaces and associated piping. Gross defects, leaks, shell distortions, signs of settlement, and corrosion should all be monitored along with the foundation condition (including tank chime-to-foundation joint), coating, and appurtenances.
a. Interval: Monthly
2. External Visual Inspection
Formal visual external inspection shall be performed by an API certified inspector every five (5) years or RCA/4N years (where RCA is the difference between the measured shell thickness and the minimum required thickness and
N is the shell corrosion rate), whichever is less. Based on the review of shell thickness measurements, the 5-year interval will govern the next external visual inspection. This inspection includes inspection requirements listed in a routine in-service inspection as well as a visual inspection of the tank grounding system.
b. Interval: Five (5) years; November 2024
3. External Visual Inspection with Ultrasonic Thickness Testing
An API certified inspector with the assistance of an NDT examiner shall perform this inspection. UTT measurements shall be taken to verify thickness of the tank shell and associated components. Obtained UTT measurements are used to determine corrosion rates and remaining life of the tank shell. UTT measurements of shell plates can be performed with the tank in service and scheduled at a maximum interval of fifteen (15) years or RCA/2N, whichever is less.
Based on shell thickness measurements and corrosion rates, the recommended interval for this inspection is fifteen
(15) years.
c. Interval: Fifteen (15) years; November 2034
4. Internal Inspection
An API certified inspector with the assistance of an NDT examiner shall perform this inspection. This inspection consists of verifying that the tank bottom is not severely corroded and/or leaking, identifying and evaluation tank bottom settlement, and inspection requirements listed in both external visual inspections. Based on the internal
(out-of-service) API 653 inspection report dated March 2014, the next internal inspection should be performed within ten (10) years of new bottom installation completion date of April 2015 with cathodic protection.
d. Interval: Ten (10) years; April 2025 (UFC)
Ten (10) years; April 2025 (API)
