WINDOW SHADE REPLACEMENT

STATEMENT OF WORK

June 5, 2023

INTRODUCTION

The following specifications and advisements constitute the working portion of the contract between the Contractor and the Federal Aviation Administration (FAA), an Agency of the Federal Government.

Contracting Officer (CO) – The CO must be the only individual with authority to speak for and contractually bind the FAA. All communications, authorizations, approvals, changes, modifications, etc., involving this contract, must be with and through the CO. Any action not approved by the CO must not bind the FAA.

Contracting Officers Representative (COR) - The CO may assign a COR to oversee the work on the project and act as a technical point of contact. A letter detailing the COR's responsibilities and authority will be issued when a COR is assigned.

1.0 SCOPE

This document sets forth the requirements for materials, fabrication, and installation of transparent plastic window shades for use in Airport Traffic Control Tower (ATCT) cabs as required by the FAA at the locations shown below. These shades are required to reduce the sun’s direct and reflective glare and to contribute to temperature control of tower cabs. Shades must be installed on all exposures of the cab. The Contractor must provide all plant, labor, equipment, supplies, materials, and transportation necessary for the proper completion of the work as required by, and in strict accordance with, these contract documents. The Contractor must do or supervise work of all trades included in the work of this contract. All work must be performed to the complete satisfaction of the CO and the COR.

Individual requirements for cab shade replacements will be competed via Request For Proposal (RFP) utilizing the example Ordering Table 1 below and issued on Task Orders. The Contractor must replace the existing plastic window shades and all associated mounting hardware, cord locks, & cord direction change pulleys.

2.0 REQUIREMENTS

2.1 Site Visits/Coordination: The Contractor may perform a field inspection at each site prior to proposal submission to ascertain the correct types/amounts of work to be performed. If there are any existing conditions/obstructions that would prevent the installation of the shades to meet requirements in Specification 12 24 12, the Contractor must inform FAA immediately. The Contractor is responsible for taking all field measurements required to fabricate the shades prior to production. Coordination is required with each facility previous to any site visits or the start of work (see Paragraph 2.2). All site visits must be held during normal working hours. See Table 1.0 for facility contact information.

2.2 Working Hours: ATCT(s) are operational facilities critical to the operation of Air Traffic, and are sensitive to noise and distraction, the Contractor may be required to work at certain locations during other than normal working hours. See Table 1.0 for information about allowed working hours at facility.

2.3 Work Area: The Contractor must maintain a clean work area and protect existing equipment from dust, dirt, and other possible damage. Caution should be used if work disturbs dust around smoke detectors.

Protective smoke detector covers, if provided by FAA, must be utilized by the contractor during installation.

Noise and other disruptions caused by this work must be held to a minimum. There may be times when Air Traffic personnel require work to be halted. Every effort will be made by the FAA, however, to minimize the number and duration of these down times.

2.4 Protection of Property: The installer must protect the cab glass, architectural finishes, and FAA equipment from damage. Personnel installing or replacing shades, must not place equipment (i.e. ladders) against the glass panels that can potentially damage the glass. Acceptable options to prevent glass damage include, floor based or reinforced plate scaffolds, or using a brace above the glass or between the mullions for the ladder or scaffold to rest. Solutions must include adherence to OSHA fall protection standards.

2.5 Clean Up: The Contractor must be responsible for removing and disposing of the old shades and any debris/trash generated by the work. Once the work is complete, the Contractor must clean the entire work area to the satisfaction of the COR.

2.6 Installation Schedule and Sequencing: The Contractor must develop and submit for approval an installation schedule that supports sequential completion of all sites. The schedule must be coordinated through the CO, COR and the Site Representatives prior to submission.

2.7 Bi-Weekly Updates: The Contractor must provide bi-weekly updates to the CO on the production and installation schedules on existing towers awarded to the Contractor via task orders.

2.8 Delays: The Contractor must notify the CO immediately of any and all delays that affect the production and installation of cab shade replacements.

2.9 Acceptance: Prior to invoicing, the COR or a designated FAA Representative must inspect and accept all cab shades to ensure the shades are installed in accordance with the requirements of this document. The Contractor must provide the CO and COR with a copy internal company documentation (i.e.checklist) showing the installation is complete, along with a copy of the warranty.

3.0 APPLICABLE DOCUMENTS

3.1 Publications: The following publication, of the issue in effect on the date of the request for proposals, forms a part of this specification and is applicable to the extent specified herein.

3.1.1 Specifications: Section 12 24 12 – ATCT Transparent Plastic Window Shades (April 2019) (Appendix 1).

4.0 OTHER REQUIREMENTS

4.1 Smaller Rollers: The requirement for a 1 ¾” diameter roller must not apply for shades being installed in portable type airport traffic control towers or in installations where physical constraints restrict the proper operation of the shade; however, the roller diameter must be as large as possible to allow the shade material to negotiate the roller radius without damage.

4.2 Notification on Concurrence: The CO in the FAA office issuing the invitation for bids must be notified if the 1 ¾" diameter roller cannot be used. Concurrence from the CO must be required prior to contract award.

SECTION 12 24 12 – ATCT TRANSPARENT PLASTIC WINDOW SHADES PART 1 -

GENERAL

1.1 SUMMARY

A. This Section includes requirements for material, fabrication and installation of transparent plastic window shades for use in Airport Traffic Control Tower (ATCT) cab. Shades must be installed on all exposures of the cab. The use of single or dual shades is specified in the statement of work.

1.2 SUBMITTALS

A. Where the contractor elects to use the manufacturer and model number specified herein, no technical information or shop drawing need to submitted.

B. Where the desires to utilize the products of another manufacturer or where no make or model number is specified, a complete set of shop drawings and descriptive literature must be submitted.

The contractor must submit copies of descriptive literature, shop drawings and/or samples of to the Contracting Officer for approval for any item he wishes to submit as equal to the brand name(s) as specified.

C. The use of a brand name with or without an or equal statement following the purchase description in this specification or on the project drawings intended to promote completion by encouraging the offering of products that are equal in all materials respects to the brand name products cited in such descriptions.

D. Identification by brand names does not indicate a preference for the products mentioned but indicates the quality and characteristics that will meet the government needs. All characteristics of a specified brand name product, which essential to the government, are described in the specification or on the project drawings. The contractor must obtain product literature from the manufacturer of the specified brand name product to determine its general quality and functional characteristics and must use that information in making any desired substitutions.

1.3 PERFORMANCE REQUIREMENTS

A. Shade material must be manufactured from a polyester type polymer in accordance with Federal Specification L-F-377b for type weatherable DuPont Mylar clear sheet film or other manufacturer approved by the COR. Fire resistant rated “self-extinguishing to very slow burning” U.S. Testing Company, fire test 302; melting point 500 deg. F, combustion 977 deg. F. no toxic hazard.

B. Transparent Plastic Shade Film Construction: Shade product must consist of a 5 mil, 3-ply laminated polyester film. Two sheets of polyester vat dyed gray, hard coat S/R applied to one side.

The final film construction must be 5 gage thick, optically clear and totally transparent. Surface tinting or color adhesives will not be acceptable.

C. Visible Light Transmission:

1. Primary shade must transmit 4 percent ±1 percent of the visible solar energy (from 380 to

780 nanometers) when measured by Association of Industrial Metalizers, Coaters, and Laminators (AIMCAL) Standard Methods.

2. Secondary shade must transmit 8 percent ±1 percent of the visible solar energy (from 380 to 780 nanometers) when measured by Association of Industrial Metalizers, Coaters, and Laminators (AIMCAL) Standard Methods.

D. Ultra-Violet Transmission: Shade must transmit no more than 2 percent of the ultra-violet solar energy (from 800 to 780 nanometers) when measured by AIMCAL Standard Methods.

E. Total Solar Energy Rejected: Shade will reject 60 to 66 percent of the total solar energy transmitted (from 360 to 2100 nanometers) when measured by AIMCAL Standard Methods.

1. Primary Shades:

a. Solar Absorptions: 62 to 64 percent.

b. Shading Coefficient: 0.39 to 0.42.

c. Solar Heat Gain Coefficient: 0.34 to 0.37.

2. Secondary Shades:

a. Solar Absorptions: 58 to 60 percent.

b. Shading Coefficient: 0.41 to 0.45.

c. Solar Heat Gain Coefficient: 0.36 to 0.40.

1.4 QUALITY ASSURANCE

A. Manufacturer Qualifications: Manufacturer who can comply with applicable standard methods of the Association of Industrial Metalizers, Coaters, and Laminators (AIMCAL) for manufacture and fabrication of transparent plastic window shades. Manufacturer must be recognized producer of transparent plastic window shades for the previous 10 years.

B. Fire-Test-Response Characteristics: Provide products passing flame-resistance testing according to NFPA 701 by a testing agency acceptable to authorities having jurisdiction.

C. Installer’s qualification: Shade installers must be certified by the manufacturer with documented experience of successfully installing ATCT shades (a minimum of three installations within the last five years).

1.5 WARRANTY

A. Special Warranty: Manufacturer's standard form in which the manufacturer agrees to repair or replace components of Plastic Window Shades that fail in materials or workmanship within specified warranty period.

1. Failures include, but are not limited to, the following:

a. Structural failures.

b. Faulty operation of hardware.

c. Deterioration of polyester film, cords, metals, metal finishes, and other materials beyond normal wear and tear.

2. Warranty Period: Two years from date of Substantial Completion.

3. Provide one hard copy of the warranty to the COR and/or SSC and provide and electronic copy of the warranty to the CO.

PART 2 - PRODUCTS

2.1 ROLLER SHADES

A. Available Manufacturers: Products designed for this project by the following manufacturers:

1. Plastic-View ATC.

2. Solar-Screen.

3. Other manufacturer acceptable to the COR.

2.2 ROLLER SHADE SYSTEM FABRICATION

A. Bottom Bar: Shades must have a flat 1-inch by 1/2 inch, dull black, full width metal hemline bar, minimum of 26 gage, at bottom onto which the pull cord and shade are attached. Black plastic caps must be provided on each end of hemline bar to cover any sharp exposed edges.

B. Shade Cords: Shade cords must be black and of sufficient length to route around equipment to cord lock positions whenever required. The cords must be 9/64 inch diameter rope made of 4.5 Duro Nylon and must be attached underneath the center of the bottom of the hemline bar.

C. Shade Rollers: Shades must be mounted on a 1-3/4 inch diameter corrosion resistant metal wrapped roller. The rollers must be spring loaded, single piece barrel, with a reusable safety cotter key type retainer installed through both end pins and washers to prevent roller from falling out of mounting brackets. Constant tensions in shades are required.

D. Mounting Brackets: Provide mounting brackets with a 2-1/4 inch resting ledge. Standard ceiling brackets are not acceptable. A label stating "This End Down" with an arrow pointing in the proper installation direction of the roller into the mounting brackets must be placed on the spring motor end of each shade roller. The shade film laminate material must be mounted on rollers to minimize ridgings. Roll-off direction of material from roller must be as directed by the shade manufacturer for use in the tower cab. Incase existing frame not supportable for new mounting brackets, a set of new plates must to be provided to cover all holes and provided as reinforcement prior to install new mounting brackets for shades and pulleys.

E. Each shade must have a label or whatever suitable means required to specify and identify the proper roll-off direction.

F. Each shade must have a manufacturer's label attached to the metal bar hemline giving cleaning instructions and the telephone number for emergency service.

G. Lock Pulley. Lock pulleys must consist of a roller and a spring return side action cam cord grip.

H. Cord Direction Change Pulley: Provide cord direction change pulley which must be used to route shade cord around obstructions where they exist. Pulleys must be positioned in direct line with cord outlet on metal hemline.

I. Shade Size: Shade roller width must be within 1/2-inch of maximum possible width as determined by physical limitations. Shade material with shade fully drawn must be to within 1 inch of columns on bias cut sides and to within 1-3/4 inch of columns on vertical cut sides. Horizontal seam must be located a minimum of 70 inches from the bottom of the shade. Shades in ATCT cabs must be bias cut when required. To ensure a safe roll-up, a minimum of 15 inches of shade material must remain on the roller when the shade is fully extended.

J. Measuring for Shades: Measuring for shades and positioning must be strictly in accordance with the shade manufacturer's instructions. Marks showing the precise position of all brackets, pulleys, and metal hemline positions as related to the factory measuring instructions must be provided. All measurements must be taken per instructions from shade manufacturer.

2.3 MOTORIZATION

Primary and/or secondary shades may utilize motorized rollers.

A. Tubular Motors:

1. The tubular motor must be contained within 2-inch diameter roller. Motors must be asynchro-nous, protected by automatic thermal cutoff and 120 VAC/60HZ UL approved. Externally ad-justable limit switches must be provided to stop the shade at uppermost and lowermost shade position. Speed must be no less than 60 rpm.

2. Guide wires must be used to prevent shade material contact with either glass or other shade.

Two guide wires per shade must be used, positioned on both sides so as to allow for shade material simulation of glass angle slop and to prevent excessive shade material sag.

B. Pull-Down Motors (known acceptable sources):

1. Plastic View PV-128 SCS-400 Motorized Shade System

2. Solar Screen Rapid Rise #CD-64RS

C. Shades must be individually switched for each unit. Master control unit must be at center console with individual controls at each console for control of shade of shade parallel to the console. Pro-vide hand crank for operation in the event of power/motor failure.

PART 3 - EXECUTION

3.1 ROLLER SHADE INSTALLATION

A. Install roller shades level, plumb, and aligned with adjacent units according to manufacturer's written instructions. Allow clearances for window operation hardware.

B. Shades must be installed in shade recess pockets or on wood or metal plates. Shades must follow the slope of cab glass as closely as practical within physical limitations of air ducts and other equipment. No drilling must be done in vertical uprights of cab because some uprights may contain electrical cables.

C. Installer must inspect shades prior to installation. Shades must be cut to fit by manufacturer. Do not remove existing shades until new shades are ready to be installed. Shades that show evidence of damage or improper quality cuts will not be accepted by the FAA.

D. Spring tension in roller must be manually adjusted so that shades roll comfortably and do not bind.

E. In order to safely control and limit the shade travel, the installer must make two knots in the shade cord. One knot must be placed before the lock pulley to prevent the metal hemline bar from hitting the windowsill. The second know must be placed after the lock pulley to prevent the metal hemline bar from hitting and overrunning the shade roller. Adherence to THIS END UP label when installing shade will prevent improper roller installation which can result in a locked shade situation when the metal bar hemline is near the lock pulley and cannot be pulled down to release the spring motor cam lock.

F. Shade must be able to operate at a moment’s notice; to gain unimpeded rapid access for the use of emergency light guns. The inability for one controller to “snap-up” the shade in an emergency endangers lives, and system that does not meet the unimpeded rapid access will not be approved.

G. Adjust and balance roller shades to operate smoothly, easily, safely, and free from binding or malfunction throughout entire operational range.

H. Installed shades must hang flat without wrinkles or puckers. Adjust metal hemline bar to remove wrinkles and/or puckers as necessary.

I. Clean roller shade surfaces after installation, according to manufacturer's written instructions.
