A Junior labor category has up to 5 years of experience and a BA/BS degree. A Junior labor category is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions.
JOURNEYMAN:
A Journeyman labor category has 3 to 10 years of experience and a MA/MS degree or 5 to 10 years of experience and a BA/BS degree. A Journeyman labor category typically performs all functional duties independently.
SENIOR:
A Senior labor category has over 10 years of experience and a MA/MS degree. A Senior labor category typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
SUBJECT MATTER EXPERT:
A Subject Matter Expert labor category has over 15 years of experience and a MA/MS degree, or over 10 years of experience with a PhD. Subject Matter Experts typically perform the following kinds of functions: Initiates, supervises, and/or develops requirements from a project’s inception to conclusion for complex to extremely complex programs; Provides strategic advice, technical guidance and expertise to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues. Contractors may deviate from the definitions above when responding to task order solicitations so long as the deviations are clearly identified in their task order proposal. For example, a Contractor might label an employee as “Senior”, but the employee does not have a MA/MS degree. Likewise, a Contractor might label an employee as “Junior” even though the employee has more than 5 years of experience. Deviations shall be clearly identified in proposals submitted in response to task order solicitations.

They have experience in the acquisition process and with strategic document management. They manage the client interface at the COTR level. They assist the Program Manager as required in managing contract performance.
Management Analyst Management analysts will typically have a degree in science, technology, engineering, mathematic, or another related technical field. They will propose ways to improve the organizations efficiency and advise and assist functional area experts on contractual matters in the acquisition planning stages. They gather and organize information about the problem to be solved or the procedure to be improved. They interview personnel and conduct onsite observations to determine the methods, equipment, and personnel that will be needed. They develop solutions and alternative practices. They recommend new systems, procedures, or organization changes to improve operations, achieve savings, and encourage long-range planning to assure the program/project produce results in a cost-effective manner. They support documentation development for acquisition planning and project management from mission analysis and requirements generation through design, development, production, and deployment. The plan, prepares, tracks and maintains acquisition lifecycle documentation. They support development of acquisition milestone documentation. They have experience in strategic document management. They will produce written deliverables to include reports and presentations explaining their findings and recommendations for managers, executives and other officials.
Systems Engineer Systems Engineers will typically have a degree in systems engineering or another related technical field. The systems engineer usually plays the key role in leading the development of the concept of operations (ConOps) and resulting system architecture, defining boundaries, defining and allocating requirements, evaluating design tradeoffs, balancing technical risk between systems, defining and assessing interfaces, and providing oversight of verification and validation activities, as well as many other tasks. The systems engineer typically leads the technical planning effort and has the prime responsibility in documenting many of the technical plans, requirements and specification documents, verification and validation documents, certification packages, and other technical documentation.
