About this file
This document is Attachment III containing DLA Energy Supplemental Quality Assurance Provisions (SQAPs), which are quality control and inspection requirements applicable to DLA Energy contracts.
The document establishes multiple quality assurance procedures for energy-related products and services. ENERGY QAP E1.01 requires contractors to provide facilities and assistance for Government inspectors conducting on-site inspections at no additional charge. ENERGY QAP E1.11 mandates contractors prepare a Quality Control Plan (QCP) in triplicate covering receiving, blending, sampling, testing, storage, loading, calibration programs, quantity measurement, records, and corrective action procedures, with semiannual employee training and revision requirements. ENERGY QAP E18 specifies inspection and cleaning protocols for bulk petroleum storage tanks, including maintaining historical tank data and establishing cleaning intervals (every 4-8 years for aviation fuel storage tanks, with frequency based on tank type and inlet-filter configuration); contractors must provide alternate tankage during cleaning at their expense. ENERGY QAP E22 identifies Government inspection offices assigned to geographic areas, with office codes 110 (Americas East—Houston, Texas), 120 (Americas West—Seal Beach, California), 130 (Americas North—Joint Base Elmendorf-Richardson, Alaska), 200 (Europe and Africa), 300 (Indo-Pacific—Guam), and 400 (Middle East—Bahrain). ENERGY QAP E28 details contractor inspection responsibilities including sampling procedures with specific retention periods (60-90 days for most shipments), testing requirements for water content, density, temperature, appearance, flash point, and fuel electrical conductivity, with all costs included in monthly service charges except for sample shipping. ENERGY QAP E34 provides a procedure for testing sulfides in water using lead acetate paper and dilute acid. ENERGY QAP E35 addresses nonconforming supplies, defining deviations and waivers, requiring written requests to the Contracting Officer with detailed information, and establishing consideration minimums of $500 for administrative costs. ENERGY QAP E36 requires contractors to notify the Contracting Officer when tanks and facilities are ready for inspection with no payment issued prior to inspection completion.
