About this file
This document is a Base Access Instruction for Naval Support Facility (NSF) Beaufort detailing comprehensive access control procedures and requirements for personnel seeking entry to the installation. The instruction establishes stringent identity verification, background checking, and vetting processes for all individuals requesting access, including military personnel, civilians, contractors, housing residents, and visitors. Key requirements include mandatory completion of a SECNAV 5512/1 form, background checks using databases like NCIC and Terrorist Screening Database, and specific disqualifying factors that can prevent installation access, such as felony convictions within ten years, sex offender status, outstanding warrants, and membership in certain organizations.
The instruction provides detailed protocols for different access types (unescorted and escorted), defines acceptable identification documents, outlines sponsorship guidelines for contractors and guests, and establishes a process for appealing access denials. Special provisions are included for specific groups like Department of Veterans Affairs employees and patients, contracted transportation services, and emergency responders. The Commanding Officer retains ultimate discretion in granting or denying access, with the primary objective of ensuring the safety and security of personnel and assets at NSF Beaufort. The instruction is valid for 10 years and applies to all individuals assigned to, employed at, or visiting the naval support facility.

2 Enclosure (2)
Procedures for Granting Access to NSF Beaufort
1. General. Personnel entering Naval Support Facility (NSF) Beaufort are screened to ensure access is granted to only authorized persons. Civilians shall be subject to military control while onboard this installation and may be prosecuted in a federal court for offenses committed while on federal property. Civilian visitors, while onboard NSF Beaufort, will be required to observe proper standards of personal conduct at all times. Improper conduct may result in the visitor’s removal from the installation and may result in extended or permanent debarment. Military personnel and their family members are responsible for any guest they sponsor while onboard the installation, and must assure that they are escorted, visit only unrestricted areas and buildings, and conduct themselves in an orderly and lawful manner.
2. Identification Review Procedures Prior to Granting Access. Entry Control Point (ECP) sentries are required to review the identification of individuals seeking access to NSF Beaufort in accordance with existing guidelines. The following minimum procedures shall be implemented at all ECPs:
a. As NSF Beaufort does not have a Defense Biometric Identification System (DBIDS), sentries are required to physically handle the identification card. Government-issued contractor identification cards are authorization for access for that individual only.
b. Physical handling of identification cards is required under all Force Protection Conditions.
Additionally, contact sentries shall examine in greater detail the identifying credentials of any person who appears to be acting in a suspicious manner or who is not in compliance with current regulations or directives.
c. The above procedures are applicable to all military and civilian personnel regardless of affiliation.
3. Types of Access. There are three types of access to military installations: escorted, trusted traveler and unescorted. Due to the lack of a DBIDS at NSF Beaufort, NSF Beaufort only allows unescorted and escorted access. Each type of access has a specific set of requirements that will be implemented consistently, uniformly and predictably to facilitate entry by authorized personnel.
4. Unescorted Access. Unescorted access requires individuals to establish their identity, be determined fit for access, and establish an acceptable purpose for presence on the installation.
Unescorted access may also be granted per applicable laws and Navy policies. Exceptions to these requirements include:
a. Special events, circumstances and activities.
b. A minor under the age of 18 who does not have an acceptable credential and is accompanied by another individual over the age of 18.
Enclosure (3)
5. Establishing Identity for Unescorted Access. Identity is established either by presenting one “acceptable credential” or by presenting an acceptable combination of “source identity documents.” Acceptable credentials and source identity documents listed below must be original and current, they will not contain the markings “Not Valid for Federal Purposes,” Not For Use as Federal Identification,” “Federal Limits May Apply,” or any other similar phrase.
a. DoD CAC. The CAC simultaneously establishes identity, historic fitness and purpose.
b. DoD USID. The USID establishes identity and generally establishes purpose. However, NSF Beaufort may require additional information or documentation to establish an acceptable purpose for access to installations that do not serve benefit populations (such as, but not limited to, retirees and dependents); no deviation is required for such policies.
c. Non-CAC I~RC issued by the local installation or region. These credentials simultaneously establish identity, historic fitness, and purpose.
d. REAL ID-compliant driver’s license or non-driver’s identification card issued by a state, territory, possession or the District of Columbia. These credentials establish only identity:
(1) Enhanced driver’s license issued by a state, territory, possession, or the District of Columbia. These credentials establish only identity.
(2) U.S. passport or passport card. These credentials establish only identity.
(3) Foreign passport bearing an unexpired immigrant or non-immigrant visa or entry stamp. These credentials establish only identity.
6. Establishing Fitness for Unescorted Access. Fitness for access has two elements: historic fitness and current fitness.
a. Historic fitness is established, at a specific point in time, only by means of a review of the individual’s prior criminal history through a check ofNCIC, the Interstate Identification Index, and relevant government databases and service criminal justice information systems. The requirement to establish historic fitness for unescorted access may be met by either:
(1) Establishing historic fitness at the time of access through an on-the-spot review and adjudication conducted by government personnel at an installation or at a centralized processing location.
(2) Minimum fitness determination standard through an inquiry ofNCIC “Persons Files” and Interstate Identification Index (III), NCIC National Sex Offender Registry (NSOR), Terrorist Screening Database (TSDB), DOJ National Sex Offender Public Website (NSOPW), and CLEOC, or successor system database review for debarments. When performing inquiries to NCIC and III, adhere to the following:
2 Enclosure (3)
NAVSUPPFACBFTINST 553 0.2A
(a) Government personnel performing vetting will at a minimum query these systems using NCIC Message Key Code: “QWI.” The “QWI” query will perform two vetting transactions, the “QWA” and “QH,” which will identify if the individual is located in the NCIC “Persons Files” (includes NSOR and TSDB queries) or if they are indexed in the III system.
(b) The NCIC “QWI” query will include the individual’s name, date of birth, and at a minimum one additional numeric identifier, e.g., social security number, driver’s license number, passport number, etc.
b. Current fitness is established, on a recurring and continuing basis, only through a review of an individual’s current derogatory information through a check of authoritative government sources (real-time or most recent file from such source). The review includes:
(1) Terrorism lists, such as the NCIC Known and Appropriately Suspected Terrorist File and the Terrorism Screening Database.
(2) Felony wants and warrants, such as those listed in the NCIC Wanted Persons File.

a. Purpose is established by:
(1) The acceptable credential presented if listed as establishing purpose in paragraph 4.
(2) Documentation including, but not limited to, bills of lading or event tickets. The documentation may be hardcopy or electronic.
(3) Trusted DoD systems such as, but not limited to, the Carrier Appointment System.
(4) Lists including, but not limited to, guest lists, transportation officer delivery/pickup lists or appointment lists.
(5) Verbal discussion with the individual seeking access.

8. Sponsorship for Contractors and Guests
a. Contractors and venders requiring installation access will be vetted in Open Fox prior to granting access to NSF Beaufort. Requests for access should be submitted to the Security Department, with completed SECNAV 55 12/1 form, a minimum of five business days prior to requested initial entry date. b. Vetting Process. The Commanding Officer reserves the right to deny access to any person or conveyance when it is in the best interest of the government to do so. Denial for access may be based upon, but not limited to, criminal history, poor driving record, or a combination of both, which demonstrates a clear pattern of disregard for the law. Applicants may also be denied if they demonstrate an increased risk to the safety and security of the installation.
(1) A query will be conducted to vet the claimed identity, determine fitness to enter, and deny access if ineligible to enter NSF Beaufort. The below listed government database sources shall be used:

In accordance with reference (g), the installation Commanding Officer will coordinate with local first responder organizations, including law enforcement and fire and medical response organizations, to develop procedures for facilitating access during emergency response events. Through such procedures, the Commanding Officer may establish appropriate criteria to waive the requirements for first responders to emergency response events. NSF Beaufort has an Installation Operating Agreement with Beaufort County Sheriffs Office (BCSO), Federal Fire Department, and Provost Marshal Office from Marine Corps Air Station Beaufort outlining specific support and responses
8 Enclosure (3) in the event of an emergency. In the event of an emergency, BCSO has concurrent jurisdiction on the installation. The following procedures will be adhered to regarding emergency response personnel access:
a. The emergency response event itself constitutes the acceptable purpose required to gain access. Access control personnel granting access to first responders during an emergency should direct first responders to check in with the on-scene incident commander to coordinate their activities and prevent mistaken identities that could hinder a coordinated response to the emergency.
b. Unit security representatives will adhere to these procedures for guidance regarding first responder facility access during emergencies and authorized purposes. During an emergency response, if notified by civilian authorities in advance, the unit security representative can waive basic requirements (identity proofing, fitness, purpose) for first responders responding to the emergency.
c. Unit security representatives will coordinate a plan with installation responding organizations that includes procedures for notification of emergency access preferably before arriving at the facility, and incorporate procedures into civilian-military training for awareness (e.g. designated recall roster, duty phone, etc.).
d. When appropriate, take efforts to limit exposure to classified material. If a response requires first responders to be granted access to sensitive spaces with classified material (information, equipment, etc.), a command endorsed non-disclosure agreement will be issued, and all first responders debriefed.
15. Step-by-Step Process. The following are instructions for establishing unescorted and escorted access to the NSF Beaufort.
a. Establish Identity. See paragraph 4 of enclosure (3) for the process to establish identity.
b. Establish Fitness. See paragraphs 5, and 10 through 12 of enclosure (3) for the process to establish fitness.
