About this file
This is a Statement of Work (SOW) and accompanying Solicitation for Commercial Items (SF Form 1449) for the purchase of portable automatic vehicle wash stations by the U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS).
The government seeks to procure up to 10 Commercial Off-The-Shelf (COTS) portable vehicle wash stations under a Firm-Fixed Price (FFP) contract. The wash stations will be used by the National Veterinary Stockpile (NVS) to clean and disinfect exterior surfaces of potentially contaminated vehicles during animal disease outbreak response. The systems must clean vehicle tops, undercarriages, tires, wheel wells, and sides of vehicles ranging from passenger cars to 53-foot semitrucks, processing each vehicle in 30 minutes or less. Equipment must be fully portable, transportable by a 1-ton truck or less, capable of operating in temperatures from -20°F to +120°F without enclosed space, and equipped with self-contained high-pressure wand systems. Systems must incorporate chemical additives (detergent, disinfectant, antifreeze) and be able to withstand various disinfectants including Virkon S, sodium hypochlorite, and citric acid. Wastewater collection capability is required to minimize site contamination. The contractor must provide one-year replacement warranty, conduct First Article Testing at the manufacturer's location using vehicles ranging from passenger cars to livestock trailers, deliver all units within 180 days of award (with delivery beginning within 60 days), provide one-day on-site operator training, deliver technical manuals and training videos, and supply repair parts and special tools. Delivery must include off-loading and setup at a continental U.S. location to be specified later. Invoicing must be submitted through the USDA Invoice Processing Platform (IPP). The Contracting Officer is Linda W. Washington (USDA APHIS, Riverdale, MD), with Robert A. Miknis serving as the Contracting Officer's Representative and Technical Point of Contact.

Commercial Off The Shelf (COTS) Portable Vehicle Wash Stations
TITLE OF CONTRACT
Portable Automatic Vehicle Wash Station System (VWS), Purchase, Delivery and Training
BACKGROUND
The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation’s concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would deplete State and local response inventories, generate surge requirements that would overwhelm commercial sources, and prevent unaffected States from providing significant help for fear of the threat crossing their borders
The NVS’ ability to deploy within 24 hours large amounts of critical veterinary resources ensure States have what they need to respond to catastrophes and other outbreaks.
The NVS deploys products like animal vaccine, antivirals, equipment, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industry (as part of the incident command system), and NVS commercial partners will use the products and related equipment to respond to large-scale outbreaks.
The NVS utilizes its commercial partners to store its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks.
TYPE OF CONTRACT
A Firm-Fixed Price (FFP) contract will be used for the purchase of up to 10 COTS portable vehicle wash stations.
CONTRACT OBJECTIVES
The NVS seeks to purchase commercially off the shelf portable automatic vehicle stations. The wash stations will be used for cleaning and disinfection of the exterior surfaces of potentially contaminated vehicles leaving infected premises and must be designed to clean (with detergent and water) tops of vehicles, the undercarriage, tires, wheel wells and sides of various sized vehicles ranging from passenger cars up to 53-foot semitruck and trailer followed by a disinfection step.
GENERAL EQUIPMENT SPECIFICATIONS
General description

System is transportable by a 1-ton truck or less.
System shall be capable of operating on less-than-ideal situations and surfaces ranging from on farms to rural unimproved areas.
Wash stations shall be used for cleaning and disinfection of the “exterior surfaces” of potentially contaminated vehicles leaving infected premises and must be designed to clean (with water and detergent) tops of vehicles, the undercarriage, tires, wheel wells and sides of various sized vehicles ranging from passenger cars to 53-foot semitruck and trailer followed by a disinfection step.
System shall be capable of operating in all weather conditions, freezing cold, rain, high winds, snow, and extreme heat without enclosed space or heat.
Capable to handle odd sized and dimensional equipment, such as skid steers, wheel loaders, dump trailers, mixer wagons, and other types of farm equipment.
Designed for continuous operation and operational within 2-4 hours of delivery on-site, set up by 1-3 personnel without material handling equipment.
Ability to add cleaning and disinfectant material as prescribed by SDS in appropriate Designed to minimize water usage while achieving exterior vehicle cleaning so that vehicles are visibly free of loose organic matter and soil.
System shall have capability to hold water that supports continuous operation with minimal downtime.
Operational requirements Capable of operating in environments between -20F to +120F with humidity of 5% to 95%. However, does not require enclosed application space with doors and heat.
System shall include a self-contained manually operated high pressure wand system to be used to remove heavy soil from vehicles.
On board power source for continuous operation and capable of running on alternate power source supplied by local power if needed.
If necessary, includes auxiliary port for additional fuel supply.
Capable of cleaning after use with conventional equipment and detergent.
System should be designed to minimize water usage while achieving exterior vehicle cleaning so that vehicles are visibly free of loose organic matter and soil. Must be able to process each vehicle in 30 minutes or less. Must be able to withstand repeated truck traffic. A driver shall move the vehicle through the system.
System components must be able to withstand various disinfectants such as Virkon S, dilute solutions of sodium hypochlorite (bleach) or citric acid or similar products.
System shall be designed to provide the desired gallons per minute and pressure for removal of organic material and desired flow rate for the application of disinfection solution.
Must be capable of incorporating chemical additives such as detergent, disinfectant, and/or antifreeze. The system shall specify desired chemical additive mixture/level prior to operation.
Water shall be available on site for make-up or resetting as water is consumed. System shall be capable of conserving water to minimize freshwater use (for example, recycling wash water if appropriate.
Due to concerns for contamination of the job site via overspray or run-off, system shall be capable of collecting wastewater to minimize waste discharge.
Water shall be available on site for make-up or resetting as water is consumed. However, system must be capable of collecting wastewater to minimize waste discharge.
Must be easy to operate such that operator can be fully trained within 8 hours or less.
Must be able to withstand repeated truck traffic in a continuous manner.
