About this file
This document is Amendment 0001 to a federal solicitation issued by the USDA Animal and Plant Health Inspection Service (APHIS), Agricultural Systems Development (ASD), Supply Chain Branch (SCB) on September 21, 2026. The amendment extends the offeror response deadline from September 14, 2026 to September 23, 2026 at 3:00 p.m. EST and provides responses to nine vendor questions with additional clarifications on requirements and operational specifications.
The solicitation pertains to a mobile vehicle wash station system with an anticipated award date of September 29, 2026 and a one-year period of performance from award. The correct NAICS code is 336320 with no specified size standard referenced in this amendment. The Government seeks 10 units of a commercially-off-the-shelf product that must be fully automated, transportable by a single 1-ton truck when dry, deployable on uneven/unimproved terrain, and capable of washing all exterior surfaces of vehicles within a 2–4-hour operational window. The system must include integrated spray equipment, disinfection capability, water capture and recapture for reuse, chemical additive compatibility, and 220V shore power operation. Delivery requirements stipulate 60 days post-award for the first unit with remaining units completed within 180 days. Offerors are instructed to email all submissions and questions to Linda W. Washington at linda.w.washington@usda.gov, with questions due 5 days prior to the bid deadline. The amendment indicates pricing should be structured separately for various optional elements including pre-award demonstration, first-article testing, onsite training, technical manuals, spare parts, special tools, delivery, and setup, with the quantity of units purchased dependent on the dollar amount of a single product unit.

1. Question: The SF1449 lists NAICS 336322 with a 750-employee size standard, while Attachment I describes a $10 million size standard and some public solicitation data identifies NAICS 336320. Please confirm the controlling NAICS code and size standard.
1. Response: The correct NAICS is 336320
2. Question: Block 8 of the SF1449 shows quotations due September 14, 2026, at 1:00 p.m. ET. Attachment I also lists questions as due at that same date and time. Please confirm the question deadline and quotation deadline.
2. Response: Questions due date is 5 days prior to bid due date. However, we will try to respond to any questions received by September 14, 2026.
Correction:
Questions
Questions shall be submitted via email to Linda.w.washington@usda.gov and are due 5 days prior to bid due date. This will ensure enough time to respond before the solicitation period ends. Please include the solicitation name and number as the subject line of the email.
3. Question: The SF1449 states “Delivery: 60 Days After Award,” while the SOW states that delivery must begin within 60 days and be completed within 180 days after award. Please confirm the required milestones for the first article and all ten production units.
3. Response: After article testing, have 60 days to produce first unit and remainder within 180 days. The product is expected to be commercially off the shelf.
4. Question: The solicitation references an anticipated award date of August 31, 2026, and a period of performance beginning August 28, 2026, both before the September 14 quotation deadline. Please provide the corrected anticipated award date and period of performance.
4. Response: anticipated award date is September 29, 2026 and the period of performance will be 1 years from award date.
5. Question: Please confirm the required method and email address for quotation submission. Attachment I provides an email address for questions but does not appear to provide separate quotation-submission instructions.
5. Response: please email all submissions to Linda W. Washington, linda.w.washington@usda.gov. See page 17 of attachment I for additional instructions.
mailto:linda.w.washington@usda.gov
6. Question: Is the Government committing to purchase all ten units under CLIN 0001, or is the stated quantity an estimated maximum under the IDIQ language? Expected 10 units.
6. Response: Depends on the dollar amount of a single product.
7. Question: Should the offered price include the optional pre-award demonstration, post-award first-article testing, one-day onsite training, training video/media, manuals, spare parts, special tools, delivery, off-loading, and setup? If any should be priced separately, please identify the applicable CLIN.
7. Response: Recommended to price each separately.
8. Question: Please confirm whether technical manuals and training materials are required only in English or in both English and Spanish.
8. Response: Recommended to have in both but not required Spanish is not required but welcomed.
9. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past
9. Response: There is no incumbent new requirement.
1. Is the lack of material handling equipment central to the design of this equipment?
MHE should not be required to use this system.
2. Would the design for the system be such that there would never be a fork truck on hand?
Yes.
3. The system should be transportable by a 1-ton truck. Would only one truck be available to use at any time?
The wash stations need to be transported with no more than a 1-ton truck.
4. Would it be possible to split the system into separate pieces to be towed by multiple smaller trucks?
No. The requirement is one tow vehicle to limit the number of vehicles and drivers.
5. Does the system have to be a trailer mounted system?
No.
6. If the system is trailered, would it have to be towable by a 1-ton truck empty/ dry?
System should be dry.
7. Do the terms “less-than-ideal situations” and “surfaces ranging from farms to rural unimproved areas” refer to dirt roads?
Yes.
8. Is the expectation that this equipment would be deployable on uneven, muddy, rocky, etc. terrain?
Yes.
9. If we were to use deployable inflatable berms or rubberized wash pads, would these items be considered consumable due to damage from vehicles driving over them on uneven or unimproved roads?
No.
10. Would “exterior surfaces” be every exposed surface of a vehicle?
Yes.
11. Would there need to be spraying systems above the trucks/ vehicles?
Yes.
12. Could you provide more details about the “disinfection step” that this document refers to?
a. Would this fall under our scope?
Yes.
b. Would this be a separate wash cycle from the spray equipment?
No.
Would the water from the disinfection step need to be recycled?
Water needs to be recaptured.
13. With the expectation that this system will operate in extreme conditions, would the end users be aware that ice would be a significant operational hazard?
Yes.
14. Does the 2–4-hour operational window include filling the equipment with water?
No.
15. Would the equipment be pre-filled with water for rapid deployment?
No.
16. What is meant by an “alternate power source supplied by local power?”
a. Will local power supply be 220V 1 phase power?
Shore power. If the equipment requires 220v, that is what is needed.
17. Does the water used in this system need to be captured?
Yes.
a. If the design of this system is to be compliant with the regulatory compliance standards outlined in the SOW water would have to be captured, contained, and treated. The general description and operational requirements specify that the system should minimize water usage, hold water to support continuous operation, be capable of incorporating chemical additives and cleaning solutions, and be capable of conserving water to minimize freshwater use. However, recycling water is only referred to “[as] appropriate.”
b. Are the detergents and chemicals expected to be used in this system safe for discharge?
No.
18. Is there a minimum length requirement for water capture system?
Need clarification.
19. Does the water capture aspect of the system require overspray walls and a canopy?
No.
20. Does the system need to be fully automated?
Yes.
21. Would a fully manual wash procedure be acceptable?
No.
22. Will the water that is supplied be treated/ filtered or will it be whatever water that is available? Well and city water are acceptable, but this system would not be able to take in raw water from an open source for example.
Raw water from an open source is not acceptable.
23. When under operations would the system have access to a fully closed road or area, or would the fully built system need to be approximately one lane wide?
Need clarification.
