GENERAL REQUIREMENTS

1.1 SAFETY REQUIREMENTS

Refer to Section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. PROJECT Upgrade Buildings 1, 19 & 21 Entrances for Accessibility

A) Bldg. 1 - West Tenth Street Entrance

Enhance accessibility by replacing existing entrance doors with new accessible sliding doors. Redesign present interior ramp handrail/entrance for easier access when exiting building. Provide equipment for locking capabilities to interface with building security.

B) Bldg. 1 – South Entrance near MRI – the current interior swing doors will be replaced with a slider door with a heated air curtain and then a storefront entrance with biparting doors will be added at the exterior and the end of the overhang to make a vestibule which will help on cold air rushing into the building.

C) Buildings 19 and 21 Vestibules

Bldgs. 19 & 21 single story outbuildings do not meet ADA accessibility.

There is 1 vestibule at back of Bldg. 19 (Fiscal Service) and one vestibule at the entrance to Bldg. 21 (Police Service). The outer door opens in and the inner door opens out, so there is not enough room if you are handicapped to clear the one door before you have to open the next door. Vestibules are there to trap the cold air during the winter so the staff just inside the doors in cubicles/offices aren’t blasted with cold winter air when someone enters the building. Both buildings need the vestibules redesigned for auto doors/ADA accessibility with appropriate security locks.

B. Visits to the site by Bidders may be made only by appointment with the

Medical Center Engineering Officer.

C. All employees of General Contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and be restricted from unauthorized access.

D. Prior to commencing work, General Contractor shall provide proof that a

OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the General or subcontractors are present.

E. Training:

1. All employees of General Contractor or subcontractors shall have the

10-hour or 30-hour OSHA Construction Safety course and other relevant competency training, as determined by COR acting as the

Construction Safety Officer, with input from the facility

Construction Safety Committee.

2. Submit training records of all such employees for approval before the start of work.

1.3 STATEMENT OF BID ITEM(S)

A. BID ITEMS

1. ITEM I. Bid Item I, General Construction: Bldg. 1 – West Tenth

Street entrance & South entrance near MRI. WTS– Remove revolving door, slider door and swing doors at exterior and interior - add new auto slider doors at interior and exterior. South entrance near MRI – replace existing interior swing doors with slider door and heated air curtain and add storefront structure with auto slider doors. BLDGS. 19

& 21 VESTIBULES – Demo existing Bldg. 19 vestibule and add new vestibule. Then put interior swing doors for both buildings on auto feature and add exterior auto slider doors at both buildings.

Drawings required for all areas being remodeled or new and ancillary areas required by such utility runs. Ancillary area drawings to include equal space on each side of main runs from main source to final location. These drawings, including plans, elevations, and sections as appropriate shall clearly show the manner in which the utilities fit into the available space and how they relate to each other and to existing

The objectives of such drawings are to promote carefully planned work sequence and proper trade coordination, in order to assure the expeditious solutions of problems and the installation of lines and equipment as contemplated by the contract documents while avoiding or minimizing additional costs to the Contractor and to the Government. In the event the Contractor, in coordinating the various installations and in planning the method of installation, finds a conflict in location or elevation of any of the utilities with themselves, with structural items or with other construction items, the Contractor shall bring this conflict to the attention of the Contracting Officer immediately. In doing so, the

Contractor shall explain the proposed method of solving the problem or shall request instructions as to how to proceed if adjustments beyond those of usual trades coordination are necessary. Contractor to include initial and two revisions as part of original contract. Utilities installation work will not proceed in any area prior to the submission and completion of the Government review of the coordinated drawings for that area, nor in any area in which conflicts are disclosed by the coordination drawings until the conflicts have been corrected to the satisfaction of the Contracting Officer. It is the responsibility of the

Contractor to submit the required drawings in a timely manner consistent with the requirements to complete the work covered by this contract within the prescribed contract time.

1.7 ALTERATIONS

A. Survey: Before any work is started, the Contractor shall make a thorough survey with the COR of Building 1 in which alterations occur and areas which are anticipated routes of access, and furnish a report, signed by both, to the Contracting Officer. This report shall list, by rooms and spaces:

1. Existing condition and types of resilient flooring, doors, windows, walls and other surfaces not required to be altered throughout affected areas of building.

2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, venetian blinds, 01 00 00-11 7-26-19 shades, etc., required by drawings to be either reused or relocated, or both.

Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR

52.243-4 and VAAR 852.236-88).

C. Re-Survey: Thirty days before expected partial or final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report:

1. Re-survey report shall also list any damage caused by Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of

3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.

1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES,

AND IMPROVEMENTS

A. Refer to Section 01 57 19, TEMPORARY ENVIRONMENTAL CONTROLS, for additional requirements on protecting vegetation, soils and the environment. Refer to Articles "Alterations", "Restoration", and

"Operations and Storage Areas" for additional instructions concerning repair of damage to structures and site improvements.
