Performance Work Statement Maritime Information Resource

1. Scope: United States Fleet Forces Command (USFFC) N3 Maritime Domain Awareness, provides as required support to the Fleet Command Center Battle Watch, Navy Fleet assets, United States Northern Command, and interagency partners.

Our focus is behavioral and predictive analysis of information and data pertaining to vessels, people, cargo, infrastructure and events in the maritime domain. This support shall include, at a minimum, comprehensive geo-visual based user interface to access maritime industry data; support user-defined analysis of vessel activities and associated maritime businesses; and provide predictive risk analysis based on observed activities. The user display and products will contribute directly to the Commander’s decision-making cycle for providing situational awareness of the maritime domain.

USFFC Maritime Domain Awareness (MDA) requires a multi-source maritime fusion and predictive analytic resource that is web-based, non-classified, non-PKI commercial maritime information to provide near-real time, relevant and reliable data and information pertaining to the commercial maritime industry and provided by the commercial industry.

Required data and information should include, but is not limited to Section 2 below.

2. Requirements:

2.2.3. Dynamic vessel navigation (Course, speed, latitude, longitude, time and date of last reporting)

2.2.4. Behavioral risk prediction (AI/ML driven)

2.2.5. Static vessel data (Flag, IMO, call-sign, MMSI, type of vessel, cargo, status)

2.2.6. Identification discrepancies (false IMO number, multiple flag registrations and invalid MMSI)

2.2.7. Destination information (port, date, ETA)

2.2.8. Vessel look-up searches and advanced queries

2.2.9. Ability to matching records and save results

2.2.10. Exporting Results to csv, excel, or kml

2.2.11. Exportable vessel profile and activity report

2.2.12. Cargo insights: container tracking and wet bulk data

2.2.13. Ship search capabilities by static and dynamic information

2.2.14. Ship historical record (detentions, safety violations, construction data)

2.2.15. Multiple pictures of vessel

2.2.16. Company record, hyper-links and contact details (owner, charterer, insurer, operator)

2.2.17. Generate reports

2.2.18. Advanced searches and queries

2.2.19. Analysis of selected ships against each other

2.2.20. Historical vessel information (past ownership, flag change, name change)

2.8. Because this is a web-based service, software shall not be required. Only access to a computer, user-name and password to access the information shall be required. User access and account control shall be under the MDA Manager at USFFC, Mr. Toney Brooks. One license shall be utilized for the period or performance on one year.

Additionally, licenses may be requested for additional years.
