Notice AMD-SS20-27 Attachment II – Instructions to Offerors Addendum to FAR 52.212-1, Quotation Preparation Instructions

OVERALL ARRANGEMENT OF QUOTATIONS

I. If the quotation does not contain all the required documents, the quotation may be determined unacceptable and ineligible for further consideration for award. The list of required documents is as follows:

i. Quotation Checklist (i.e. confirms the submission of all required elements of this RFQ and provides other key information included in the checklist)

ii. Volume I – Non-Price A. Technical Capability for Subset Minimum Specifications for Participation in Artifact Testing B. Complete Technical Capability C. Past Performance

iii. Volume II – Business Volume

All quotations shall conform to solicitation provisions/clauses and be prepared in accordance with this section. The quotation shall be clearly and concisely written as well as be neat, indexed (cross-indexed as appropriate) and logically assembled. Note: The term “indexed” refers to a table of contents that lists sections and page numbers. In the event that the offeror is unable to create an indexed quotation, an alternative approach such as a Table of Contents shall suffice. All pages of the quotation shall be appropriately numbered.

In preparing the quotation, each volume shall stand on its own. For each given evaluation factor or subfactor the Government will only evaluate the information provided in the corresponding section of the quotation.

There shall be no pricing information or labor rates included in the Non-Price/Technical Volume. Volume I shall include the responses to Technical Capability and Past Performance. The Offeror’s quotation shall be clearly divided into the following distinct sections. The below table shows the page limits to which offerors’ submissions must adhere.

Business Quotation

Volume I – Non-Price Volume

Volume I of an offeror’s quotation shall consist of the following three subsections:

A. Technical Capability for Subset Minimum Specifications for Participation in Artifact Testing: The offeror shall provide clear documentation which completely and thoroughly describes the offeror’s ability to meet the minimum requirement for each of the seven (7) specifications which will be evaluated in this phase (i.e. specifications 1, 6, 8, 14, 15, 19, and 37). To clearly demonstrate technical capability to meet this sub-set of specifications the Contractor shall provide a separate document titled Volume I Subsection A Response per attachment VI. In this document, it is recommended that the offeror’s documentation include, but not be limited to the following: 1.) System drawings or sketches to demonstrate its technical capability for specifications 1, 6, and 19; 2.) Component specification sheets to demonstrate the technical capability for specifications 8, 14, and 15; and 3.) A detailed written statement to demonstrate the capability to meet the minimum specification 37.

B. Complete Technical Capability: The offeror must submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make/model, and clearly demonstrates its proposed equipment meet or exceed each minimum requirement described in the specifications document. This shall be provided in a separate document titled Volume I Subsection B Response. In this document, offerors shall specifically provide a citation to the relevant section of its technical description or product literature and, if applicable, evidence that the offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation.

C. Past Performance: The offeror shall submit at least three examples (i.e. references) of past performance conducted within the last three (3) years of contracts of relevant work of a similar type and scope as the requirement herein with Federal, State, or Local Governments and/or commercial customers for the metrology field. This shall be provided in a separate document titled Volume I Subsection C Response. The term “offeror,” as used here refers to the prime contractor and any of its proposed subcontractors. If the offeror performed as a subcontractor under a given previous effort, the Offeror should also clearly indicate the approximate percentage of work that the Offeror performed under each task/category of effort throughout the course of the contract.

If the offeror has no relevant past performance, it shall include a statement to that effect in its quotation. The Government reserves the right to consider past performance data obtained from sources other than those provided by the offeror in its quotation.

For each of the contracts, the offeror shall provide the following information:

· Contract number;

· Client’s name and address;

· Dollar value;

· Period of Performance;

· Narrative describing the requirement and its relevance to the requirement herein;

· Name of the Contracting Officer or Point of Contact – telephone number and e-mail address; and

· Additional information (i.e. if performance was documented as less than satisfactory, the offeror shall provide a summary of the identified issues, steps taken to resolve the problem and processes in place to improve future performance).

Volume II - Business Quotation:

The offeror shall submit the following as part of Volume II –

· Firm-fixed price F.O.B. Destination quotation for each CLIN. Price quotations shall remain valid for a period of 90-days from the date quotations are due. Contractor shall state express warranty coverage.

· Addendum to FAR 52.212-1(b)(11) – Acceptance of Terms and Conditions: The Government intends to award a firm-fixed price purchase order as a result of this solicitation that will include the clauses set forth herein. The quotation shall include one of the following statements:

“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:

Offeror shall list exception(s) and rationale for the exception(s)

Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant purchase order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

· Terms and Conditions (Addendum to FAR 52.212-1(b)(11): Offerors shall submit a completed copy of all provisions listed below:

· FAR 52.209-11 Representation By Corporations Regarding An Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law

· FAR 52.212-3 Offeror Representations and Certifications-Commercial Items

· FAR 52.225-6 Trade Agreements Certificate

· FAR 52.225-18 Place of Manufacture

· FAR 52.225-25 Prohibition on Contracting With Entities Engaging in Certain Activities or Transactions Relating to Iran-Representation and Certification
