Fire Protection System Annual Inspection

For the

U.S. Arid Land Agricultural Research Center Maricopa, Arizona

STATEMENT OF WORK

1.0 CONTRACT PROJECT:

a. Project Number: TBD

b. Project Title: “Annual Fire Protection System Inspection” at the U.S. Arid Land Agricultural Research Center, Maricopa, Arizona.

3.0 BACKGROUND:

ALARC is organized under the Agricultural Research Service (ARS) which is the principal research agency of the USDA and the Research, Education, and Economics (REE).

The U.S. Arid-Land Agricultural Research Center (ALARC) integrates the former Western Cotton Research Laboratory and the U.S. Water Conservation Laboratory on a 20-acre site at the University of Arizona, Maricopa Agricultural Center (MAC). The facility opened in February 2006.

The location needs a Qualified Contractor to provide labor, supervision, equipment, and supplies/materials, except those furnished by the Government, necessary to perform the Fire Protection System Inspections and all associated tests located for the ALARC laboratory in Maricopa, Arizona.

The Buildings listed below equal approximately 110,000 sq. ft. All listed buildings are fully alarmed and sprinkled.

Two office buildings:

1. Building 100 North – 8,611 sq. ft.

2. Building 100 South - 15,200 sq. ft.

One main Laboratory building:

1. Building 200 - 45,000 sq. ft.

Ancillary buildings:

1. Building 300 - 9,240 sq. ft.

2. Building 400 - 2,404 sq. ft.

3. Building 500 - 5,166 sq. ft.

4. Building 600 - 4,080 sq. ft.

5. Building 800 – HazMat containment

6. Building 900 – Pumphouse (Fire Pump)

The fire alarm system is a Janus system.

There is a total of 7 risers in the buildings, including one pre-action sprinkler system that services the server room.

There is one Patterson 750 GPM fire pump.

There are four fire hydrants located at the corners of the facility.

A dry chemical system is located in each of two self-contained HAZ Mat buildings. The HAZ MAT buildings are approximately 7’ x 23’ divided into 5 separate rooms each with its own discharge nozzle.

There are approximately 40, 10 lb, ABC dry chemical Amerex portable extinguishers located throughout the facility that will require their annual service.

4.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks:

Perform the Fire Protection System Inspections and all associated tests.

5.0 PROJECT REQUIREMENTS:

The Contractor shall provide a cost estimate for parts and labor, furnish a technical and cost proposal to complete each project for any requested work as detailed in section 5.1 below. All requested work will be performed at the U.S. Arid Land Agricultural Research Center, Maricopa, Arizona.

The Awarded Contractor will be required to present the location personnel with a list of needed repairs, a quote for needed repairs, and perform the repairs through a modification to the original contract.

Supply the Location with the results of the Inspection Include pricing for 6-year fire extinguisher service.

Please price each section separately.

5.1 Period of Performance:

Base Year: August 01, 2025- July 31, 2026 Option Year 1: August 01, 2026- July 31, 2027 Option Year 2: August 01, 2027-July 31, 2028 Option Year 3: August 01, 2028-July 31, 2029 Option Year 4: August 01, 2029- July 31, 2030

Provide qualified labor, supervision, equipment, and supplies/materials, except those furnished by the Government, necessary to perform the following Fire Protection System Inspections and all associated tests.

5.1.1 FIRE ALARM SYSTEM INSPECTION AND TEST:

(Applicable Standard NFPA 72)

ANNUAL service & inspection of the fire alarm system to include:

a. Function test of fire alarm control panel in normal & emergency battery back-up conditions.

b. Function test of fire alarm initiating devices.

c. Voltage tests, terminal inspection and preventative maintenance of fire control panels.

d. Function test of sprinkler water flow and tamper switches.

e. Function test of smoke detectors.

f. Function test of thermal heat detectors.

g. Function test of manual pull stations.

h. Function test of duct smoke detectors.

i. Function test of horn strobes, strobes & horns.

j. Function test of bells and/or chimes.

k. Function test of signals to auxiliary devices.

l. Function test of magnetic door closers/holders.

m. Verification of signals to monitoring company.

n. Service interval tag installed on panel.

o. A detailed system report shall be provided to the USDA Facility Manager.

5.1.2 WET-AUTOMATIC FIRE SPRINKLER SYSTEM INSPECTION AND TEST:

(Applicable Standard NFPA 25)

Annual service & inspection of fire sprinkler system to include (if applicable):

a. Visual inspection of system pressure gauges.

b. Testing of static and residual pressures to verify unobstructed & adequate water supply.

c. Operate inspectors test valve to activate flow switch, water motor gong/electric bell and verify functional flow of system.

d. Audible and physical test of water motor gong/electric bell & trim accessories.

e. Testing of flow and tamper switches.

f. Draining and refilling of system on an annual basis.

g. Exercise and lubricate valves as needed.

h. Visual inspection of spare sprinkler head box.

i. Visual inspection of accessible sprinkler heads for condition and coverage.

j. Service interval tag installed on system riser & inspectors test valve.

k. A detailed system report shall be provided to the USDA Facility Manager.

5.1.3 FIRE PUMP TEST:

(Applicable Standard NFPA 20 & 25)

Annual fire pump performance test of Patterson 750 GPM fire pump to include:

a. Operation of the fire pump and test at 0% - 25% - 50% - 75% - 100% - 125% - 150% of fire pump rated capacity and compare to manufacturer’s performance curve (which will be provided with report)

b. Check operation of fire pump controller.

c. Check the proper operation of water flow switches.

d. Check the proper operation of alarm switches.

e. Check the intake and discharge valves for proper operation.

f. Check fire pump packing gland tightness.

g. Test jockey pumps & related equipment.

h. Lubricate all valves.

i. Check diesel engine fluid levels, battery load levels & battery charger output.

5.1.4 PRE-ACTION FIRE SPRINKLER SYSTEM:

Annual flow & confidence test of pre-action fire sprinkler system to include:

a. Testing of static & residual flow pressures as required.

b. Exercise and lubricate all valves

c. Audible & physical test of water motor gong & trim kit accessories

d. Test fire detection devices for proper operation.

e. Annual trip test of pre-action valve.

f. Testing of system flow & tamper switches.

g. Inspection and test of air pressure maintenance devices

h. Inspection and test of supervisory alarm devices

i. Inspection of spare sprinkler head box, FDC connection & signs.

j. Inspection of sprinkler heads for proper coverage.

k. Approved tagging at system riser.

l. A completed & detailed system report shall be provided to the USDA Facility

Manager.

5.1.5 HAND PORTABLE FIRE EXTINGUISHERS: (40 existing)

(Applicable Standard NFPA 10)

The Annual service & inspection of portable fire extinguishers shall include the following procedures according to NFPA10 standards and codes:

a. Visual inspection of pressure gauge for proper pressure.

b. Visual and physical inspection of cylinder for dents, corrosion, missing parts and date of manufacture.

c. Determine from manufacturer’s date if 6-year maintenance or 5/12 year hydrostatic test is required per

NFPA 10.

d. Remove and inspect hose or nozzle for wear and tear and verify it is clear of obstructions.

e. Check weight of extinguisher for proper weight according to manufacturer’s specifications on name plate.

f. Remove existing tamper seal, check pull pin operation and install new tamper seal.

g. Verify proper type and size of extinguisher for location mounted and type of hazard.

h. Inspect bracket, installation and proper signage.

i. Install new certification tag with month, year, type of service performed, type of extinguisher and who performed service.

5.1.6 FIRE HYDRANT FUNCTION TEST: (4 existing)

(Applicable Standards NFPA 25)

Annual flow test of private dry barrel fire hydrants to include inspection and testing of/for:

a. Water flow availability

b. Proper operation

c. Corrosion

d. Leaks in outlet or top of hydrant(s)

e. Proper drainage from barrel

f. Cracks in hydrant barrel

g. Proper outlet threads and caps

h. Snap rings and bolts

i. A detailed report for each hydrant shall be provided to the USDA Facility

Manager.

5.1.7 INDUSTRIAL FIRE SYSTEM (HAZ-MAT STORAGE):

(Applicable Standard NFPA 17A)

Semi-annual service & inspection of automatic industrial fire suppression systems.

a. Inspect cylinder(s) for proper pressure, extinguishing agent & six year and/or hydrostatic test dates.

b. Test firing of system(s) using manual pull station and automatic link line activation.

c. Replacement of fusible link(s).

d. Verify operation of electric appliance shut down and alarm micro switches.

e. Weigh and/or replacement of system(s) cartridge(s).

f. Visual inspection of discharge piping & nozzles, conduit & pulleys.

g. Service interval tag installed on system & pull station.

5.2.1 General:

a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.

b. All requested work shall comply with applicable federal, state (Arizona), and local code requirements as well as current industry standards, and health and safety codes, in effect at the time of contract award.

c. Contractor shall furnish all labor, materials, equipment, transportation, and field supervision for the completion of any requested project.

d. All removed hardware, debris and surplus materials resulting from all completed work shall be removed from the work area and disposed of properly after completion of the project.

e. Contractor shall provide and maintain all necessary guards, lights, barricades, etc., to protect persons, property, and materials in and around the site.

f. Contractor shall schedule his work so that his working hours and the working hours of the location coincide (M-F -7:00am – 3:30pm). Should it be necessary to work hours other than the normal, regular working hours, the contractor shall arrange for access to the area with the location personnel.

g. Sanitation facilities: The contractor may use the government sanitary facilities during the execution of this project. It is required that the contractor use these facilities in a responsible manner.

6.0 GENERAL REQUIREMENTS:

6.1 Existing Installations / Demolition:

a. Contractor shall modify existing installations as needed to accommodate the new installation.

b. Contractor shall coordinate demolition / modification of existing installations with location personnel.

c. Contractor shall legally dispose all equipment / materials removed that will not be retained.

6.2 Installation:

a. It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the location personnel for immediate resolution.

6.3 Quality Control:

a. The work performed under this contract shall be subject to continuous audit by the location personnel.

Quality control is the exclusive responsibility of the Contractor.

6.4 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

6.5 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the location personnel.

6.6 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

6.7 Cleanup:

a. The construction site shall always be kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the location personnel.

6.8 Warranty:

a. Submit data concerning the standard one-year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.

b. Extended Equipment/Product Warranties: Obtain and furnish, to the location personnel, all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.
