About this file

This is a proposal sample document and Request for Proposals issued by the County of San Mateo, California, for on-call graphic recording services to support the County Executive team and future projects and initiatives. The county seeks qualified firms or consultants to provide visual documentation, synthesis, and graphic translation services that convert complex policy frameworks into accessible visual content for public outreach. Deliverables include production of at least one video under two minutes in duration, up to five graphics or illustrations, and visual digital maps representing the executive team's strategic objectives. Services also encompass creating animations explaining complex statutory frameworks, designing graphics for outreach efforts, and developing digital and print materials for community events and programs. The RFP was released on March 6, 2026, with a deadline for questions and contract exceptions on March 10, 2026, at 12:00 p.m. Proposals are due electronically via the OpenGov eProcurement portal on March 13, 2026, at 12:00 a.m., with an anticipated contract award date of March 16, 2026. The initial contract term is one year, with an optional extension period not to exceed two years at the County's sole discretion, exercisable with at least thirty days' written notice before the agreement's term end.

Pricing will be evaluated as one of four scoring criteria (27 points), with no specific budget range or award value listed in the RFP materials. The contract structure is based on fee-for-service payment with no upfront payment or deposit required; contractors must itemize invoices for services rendered. No incumbent vendors or current contractors are identified. The County of San Mateo has adopted a Procurement Preference for Local Businesses Ordinance, which provides preference to local businesses, local non-profits, and local small and micro businesses and non-profits in the evaluation process. Funding will be provided through Measure K, a voter-approved half-cent sales tax in San Mateo County that took effect in 2012 to support county services and community needs, with distributions guided by priorities approved by the San Mateo County Board of Supervisors. Proposals will be evaluated on four criteria: approach and methodology (26 points), firm experience with three to five completed projects from the past five years (26 points), qualifications and experience of key staff (28 points), and professional fees (27 points). All inquiries should be directed to Zulma Singer at zsinger@smcgov.org or (650) 421-3991.

Discover how Measure K creates opportunities in our community

San Mateo County Measure K is a voter-approved half-cent sales tax in San Mateo County that took effect in 2012 to fund local services and community needs. The tax is collected the same way as other sales taxes—added to purchases made in the county—and the revenue is first received by the State of California, which processes sales tax collections. The state then returns the Measure K portion to the county government. Funds are distributed through the county budget and guided by priorities approved by the San Mateo County Board of Supervisors, supporting programs such as affordable housing, homelessness services, food security, healthcare, childcare, and support for older adults and people with disabilities.
