Performance Work Statement Naval Special Warfare Command
Basic Plumbing Course of Instruction
1. BACKGROUND
1.1 Due to the various and remote locations that Naval Special Warfare Group 2 supports while deployed there is a high demand for NSW support to have a general knowledge of and be proficient in many areas other than their designated Navy rating i.e., Builders, Steelworkers, Electricians, Equipment Operators, and Mechanics.
2. OBJECTIVES
2.1 The objective of this requirement is to train NSWG2 personnel on theory and develop their field knowledge of basic pipefitting, basic utilities installation, plumbing tool use and common plumbing practices. This training will be for experienced and inexperienced personnel.
3. SCOPE
3.1 The Contractor shall provide the personnel, management, materials, equipment, and facilities (not otherwise provided by the government) necessary to provide and perform Basic Plumbing Course of Instruction (COI) in accordance with the requirements in this Performance Work Statement.
4. REQUIREMENTS
4.1 The Contractor shall provide a five (5) day course of instruction for five (5) personnel in a classroom environment. This course will consist of 8 hours of instruction per day – Monday through Friday (0800-1630). Dates are subject to change at the Government’s discretion with prior notice to the Contractor within a reasonable time no less than 15 calendar days.
4.1.1 The Contractor shall draft course schedule, detailed curriculum outline, and biographies of intended faculty/instructors.
4.1.2 The Contractor shall provide all materials, manuals, and outlines needed to accomplish the course for up to five students. The Government will provide to the Institution the exact number of students, names, and their contact information at least 30 days prior to the inception of the class, as available.
4.1.3 The A training Plan/Schedule shall be provided to the Government point of contact no later than five (5) days prior to the start of course.

4.1.5 Tools and their uses
4.1.5.1 Soldering: Instructors will provide copper fittings, couplings and soldering materials and will instruct the proper techniques of proper soldering.
4.1.5.2 Pipe Threader: Instruct each student the proper technique for loading the pipe into the machine, set the dye to the proper diameter and the proper technique to thread.
4.1.5.3 Plumbers Snake: Instruct each student in the proper technique how to / when to and where to use a plumber’s snake.
4.1.6 Blueprint Reading
4.1.6.1 Common mechanical nomenclature: Using standard mechanical blueprints and a print legend, instruct each student as to what each symbol on a mechanical print identifies.
4.1.7 Rough Plumbing installation
4.1.7.1 Sink: Instruct each student the proper technique for installing a hot / cold water line to (1) sink.
4.1.7.2 Water Heater: Instruct each student the proper technique for installing a water heater equipped with cold water in & hot water out. Also minor electrical installation will be needed to power the unit.
4.1.7.3 Shower: Instructor will provide each student with the hands-on knowledge of installing a shower, equipped with a hot / cold water line, drain and mixing valve.
4.1.7.4 Toilet: Instructor will provide each student with the hands-on knowledge of installing a toilet, cold water supply, drain and wax ring.
4.1.7.5 Drain: Instructor will provide each student with the hands-on knowledge of installing a waste line for all applicable fixtures.
4.1.8 Final Exam
4.1.8.1 Problem Solving: Using a pre-equipped bathroom, instructor will create deficiencies within each utility fixture from which each student will be graded upon successful completion of evolution.
4.2 Participate in a Post-Award Conference
4.2.1 This meeting shall provide an introduction between the Contractor personnel and
Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The Contractor shall provide a written summary of the Post-Award Conference.
4.3 Contractor Facilities:
4.3.1 A dedicated facility that can support all personnel during classroom and practical application events is required.
4.3.2 The course infrastructure should be such that each participant is fully immersed in the program and is able to focus completely on the learning objectives of the course.
4.4 Professional Standards:
4.4.1 The Contractor shall conduct informal surveys at the end of each class and forward to NSW COR within 5 days after course ends.
4.4.2 The Contractor will provide certificates of completion for each trainee upon successful completion of the course.
4.4.3 The Contractor shall exhibit professional conduct and comply with all applicable Federal, DoD, Navy and United Special Operation Command regulations, instructions, directives, and policies in performance of this contract.
4.5 Training
4.5.1 The contractor shall provide required training for employees to meet the performance requirements of the contract.

6. CONTRACTOR MANPOWER REPORTING
6.1 The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NSWG 2 via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://sam.gov. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk on the sam.gov website.
7. CONTRACTOR TRAVEL
7.1 The government does not anticipate any travel in connection with the performance of this PWS.
8. SECURITY
8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
9. SAFETY
9.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes, and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)
10.1 N/A
11. QUALITY CONTROL
11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting, and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
12. QUALITY ASSURANCE (Attachment V)
12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. The Government will assign a Contracting Officer’s Representative (COR) who will be responsible for monitoring performance in accordance with the requirements of the PWS and the Quality Assurance Surveillance Plan (QASP). The COR will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
13. PLACE OF PERFORMANCE
13.1 Training shall be conducted at the contractor’s facility. Contractors’ training facility shall be within 50-mile radius of Virginia Beach, VA.
14. PERIOD OF PERFORMANCE
14.1 Period of performance will be determined on each task order. Dates are subject to change at Government’s discretion with prior notice to the Contractor within a reasonable time no less than 15 calendar days.
16. COVID-19 Considerations: Contractor shall follow all CDC and DOD guidelines for COVID prevention, to include but not limited to vaccination and/or reoccurring testing as required by Government. Contractor is responsible to provide all required Personal Protection Equipment (PPE). PPE includes: N95 masks, disposable nitrile gloves, and hand sanitizer for their employees. Contractor personnel may be subject to quarantine periods and shall comply with any federal, state, or local quarantine requirements. Contractor personnel may be subject to medical screening. Any personnel with a fever (temperature of 100F/37.8C or greater), cough, shortness of breath, or loss of smell will not be permitted on site. Contractor shall inquire and not utilize contractor personnel that have been exposed to any persons known to have been exposed to COVID-19.
