Double Bit Timber Sale (#41333) – Red Pine/Aspen VMP 4/30/2020

SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT

C.1 Scope of Contract This contract is for Payment Units (1-7) in the Double Bit Timber Sale. It involves timber marking and volume estimation of approximately 266 acres in Aspen and Red Pine forest types, broken down by the following descriptions:

(1) PINE AND SPRUCE THINNING (even-age) (Marking & Cruising)

Payment Units 3-5: approximately 52 acres

These stands are second and third entries, and generally are heavier to sawtimber-sized trees.

The objectives are to remove high risk trees and thin the remainder of the stand to the desired residual basal area and spacing specifications. Skid trails are generally in place from previous harvest. When applicable and at the discretion of the COR, marking objectives include establishing skid trails prior to thinning to the desired residual basal area and spacing guidelines between trails.

(2) PINE AND SPRUCE THINNING (even-age, 1st Thinning) (Marking & Cruising)

Payment Units 1 & 2: approximately 100 acres

First thinning’s in pine and spruce stands. These stands consist of a higher basal area of pole-sized trees, and are predominately uniform plantations. Some stands may contain damage from disease or insects. Stands that have not been on “regular entry cycle for thinning” could also include a sawtimber-sized component. Marking objectives include establishing skid trails prior to thinning to the desired residual basal area and spacing guidelines between trails.

(3) CLEARCUT/REMOVAL CUT (Marking & Cruising - where all trees are counted)

Payment Units 6 & 7: approximately 114 acres

Generally in a clearcut or removal cut, where all LIVE and/or DEAD trees that meet minimum specifications for size or species are designated for removal EXCEPT for trees marked as RESERVE TREES, LEAVE TREES or trees within PROTECTED

AREAS.

In Payment Units where designated Species are too variable for Area Estimate Cruising methods, trees designated for removal will be marked with a paint spot at eye level to verify the tree was counted – a stump mark is not generally required.

Attachment I - Double Bit Marking Contract

Double Bit Timber Sale (#41333) – Red Pine/Aspen VMP 4/30/2020

(4) SAMPLE TREE CRUISING METHOD

Payment Units 1-7: approximately 266 acres

The Sample Tree cruising method (STR) involves measuring a specified proportion (Sample Interval) of trees in the defined sub-population. The remaining trees included for removal are tallied as count trees. With this cruising method, every tree included for removal must be visited and marked.

NOTE: USFS has not marked the Road ROW unit (8) yet for this sale. This will be done by USFS at a later date. For units that have a road running through them, contractor should still mark/cruise trees up to the edge of the existing road clearing.

NOTE: Government furnished tree marking paint (TMP) will be issued, or returned, by appointment only at the KENTON RANGER DISTRICT OFFICE. The primary point of contact for all TMP transactions will be the paint custodian. This person will be identified at the pre-work meeting. GREEN paint has been designated for this sale.

NOTE: USFS will mark any and all Leave Trees.

NOTE: Refer to Marking Guides and Marking Instructions for payment unit specific information.

C.2 LOCATION AND DESCRIPTION

The Double Bit Marking/Cruising Contract is located on the Kenton Ranger District and consists of 52 acres of 2nd and 3rd entry red pine thinning, 100 acres of 1st entry red pine thinning, and 114 acres of aspen clearcuts.

STAND DESCRIPTION

These stands are both mixes of red pine and jack pine. PU1 is a red pine plantation interspersed with jack pine established around 1973. PU2 appears to be of more natural-origin, but may contain some planted areas. The composition of these stands is approximately 60% red pine to 40% jack pine, with scattered understory balsam fir, spruce, and red maple. Occasional paper birch and eastern white pine occur in the stands. Mature eastern white pine are more common in PU2. These stand may have received a thinning treatment in the past. However, rows are not clearly established within the pines, and the stands persist in overstocked conditions. There are scattered openings throughout the stands. PU1 contains an ~2 acre patch of mature aspen, declining white spruce, paper birch, and scattered eastern white pine in the northwest of the unit. Stand density ranges between 180 – 220 ft2/ acre of basal area. In PU1, pine diameters range between 6” – 12”, with an average DBH of 9”. In PU2, pine diameters range between 8” – 16”, with an average DBH of 12”.

Soils are generally sandy and well-drained across both units, but PU2 has a few poorly drained pockets.

DESIRED CONDITION

The desired condition for these stands are to be healthy, developing red pine stands with some species diversity.

These stands should be left in an operable condition following the timber harvest with rows established.

SHORT AND LONG TERM OBJECTIVES

The short term objective is to thin the stands by establishing rows and removing high-risk and poor form trees.

These stands should be opened up to allow the remaining trees more growing space, light, and nutrients. This will improve the stand’s growth and vigor over time.

The long term objective is to maintain a healthy red pine stand with some diversity in species and structure into the future.

REMARKS

PU1 needs to have rows established to allow for equipment operability.

Acres are estimated for payment units at this time.

MARKING GUIDE:

Name of Treatment - Commercial Thinning

Residual BA/Ac: 90-100 ft2

Acres - see table above

Thin the red pine down by about 40% to a basal area no lower than 90-100 sq.ft. per acre. Remove less than half of the current basal area. This means that some high density areas may be left higher than the prescribed residual basal area. Thin from below by removing trees from suppressed, intermediate, and some co-dominant crown classes as needed to improve the quality of the stand and achieve BA target. Remove all high-risk jack pine. Some jack pine can be left if it is healthy, in good condition, and is the superior tree in that location. All high risk aspen, maple, fir, pine, and spruce should be selected for removal.

Establish rows in areas of the pine stands where they don’t currently exist and are needed to allow for harvest operability.

Mature aspen inclusions within these units should be clearcut to regenerate the aspen clone. Mark all high risk aspen, spruce, maple, jack pine and fir for removal in these areas. Retain healthy white pine, red pine, and paper birch within the aspen clearcut patches to provide a seed source and add structural diversity. PU1 has a ~2 acre aspen inclusion to be clearcut in the northwest, and several others are scattered through both units.

DESIGN CRITERIA AND MITIGATION MEASURES

Highlighted Design Criteria, see NEPA for all of the criteria Cull trees should be left for wildlife, do not remove trees with little or no value unless they pose an insect or disease threat to the stand (14). If cull trees need to be marked the silviculturist should be notified to look at the risk.

If any stick nests are found (20) the wildlife biologist should be consulted.

If any archaeological sites are located during layout or implementation the Archaeologist should be consulted (66).

Winter or Dry Summer for most of the units.

Treat aspen inclusions in other forest type to favor aspen (5).

Remove all merchantable ironwood (8) Remove all white spruce 10 inches and greater (9)

STAND DESCRIPTION

These stands are mature red pine plantations with scattered eastern white pine and jack pine. These stands, especially PU5, contain inclusions of mature aspen, declining spruce, red maple, eastern white pine, and paper birch. Both stands contain considerable amounts of sawtimber-size eastern white pine amongst the red pine. Stand densities range between 100 – 200 ft2/acre BA. Many areas of the denser red pine are closer to 170 ft2/acre BA.

Pine diameters range between 6” and 20”, with an average DBH of 14”. Balsam fir, white spruce, and red maple regeneration commonly occurs in the understory of these stands.

In PU5, an approximately 4-acre inclusion of mature aspen, dead spruce, high-risk jack pine, and poor-quality hardwoods occurs. There are also scattered paper birch and overstory eastern white pine in this area.

DESIRED CONDITION

The desired condition for these stands are to be healthy, mature red pine plantations with a significant component of eastern white pine. The eastern white pine should be managed in conjunction with the red pine in these stands, both receiving the same thinning treatment. All high-risk trees should be removed. Aspen inclusions within these stands should be regenerated to vigorously-growing patches of aspen, paper birch, white pine, and jack pine seedlings with scattered mature white pine in the overstory.

SHORT AND LONG TERM OBJECTIVES

The short term objectives are to thin the red pine and white pine to redistribute growing space, light, and nutrients to the residual stand. Other objectives are to harvest all high-risk material in the stand and regenerate the aspen inclusions.

The long-term objective is to maintain healthy stands of mature red pine and white pine with some diversity in species and structure into the future.

REMARKS

PU4 is on the west side of Gardner Rd. PU5 is on the east side of Gardner Rd.

Acres are estimated for payment units at this time.

Name of Treatment - Commercial Thinning

Residual BA/Ac: 90-100 ft2

Thin the red pine/white pine down by about 40% to a basal area no lower than 90-100 sq.ft. per acre. Where the residual DBH will be closer to 12”, leave a slightly lower BA of around 90 sq.ft. Where the residual DBH is closer to 16”, leave the BA a little higher. Thin from below by removing trees from suppressed, intermediate, and some co-dominant crown classes as needed to improve the quality of the stand and achieve BA target. Some white pine will need to be marked for removal to achieve BA target. Remove all high-risk jack pine. Mark enough trees for removal to allow for harvest operability. In more open areas where the current BA is already less than 90-100 sq.ft., leave a majority of trees and only mark poor formed, high risk individuals for removal. All high risk aspen, maple, fir, pine, and spruce should be selected for removal throughout all three units.

The inclusion of mature aspen, jack pine, and spruce in the north of PU5 should be treated as a clearcut to regenerate the aspen. Mark all trees for removal in this area except healthy paper birch, eastern white pine, and red pine. Treat other aspen inclusions within these stands in a similar manner.

Cull trees should be left for wildlife, do not remove trees with little or no value unless they pose an insect or disease threat to the stand (14). If cull trees need to be marked the silviculturist should be notified to look at the risk.

If any stick nests are found (20) the wildlife biologist should be consulted.

If any archaeological sites are located during layout or implementation the Archaeologist should be consulted (66).

STAND DESCRIPTION

These stands are mixes of mature aspen and mixed hardwoods with varying amounts of red pine and white pine.

There are scattered eastern hemlock. Hardwoods are primarily poor-quality red maple and sugar maple. There is balsam fir regeneration scattered throughout the understories of these stands. A considerable amount of tag alder occurs in these stands, especially in some of the more open areas. Stand densities average around 120 ft2/acre BA. Aspen ranges in DBH from 8” to 18”, with an average of 12”.

Soils are moderately well-drained and are mostly sandy with some fine-clayey loams.

DESIRED CONDITION

The desired condition for these stands are dense, young stands of aspen seedlings at an average density of > 3200 trees per acre, with some areas having heavy aspen stocking to other areas having little to no seedlings.

Healthy overstory white pine, red pine, hemlock, white cedar, and paper birch should be retained in the future stand to provide species and structural diversity.

SHORT AND LONG TERM OBJECTIVES

The short term objective is to remove most of the material from the site and regenerate the aspen component. All high-risk and unhealthy trees should be removed from the site. Healthy overstory white pine, red pine, hemlock, white cedar, and paper birch should be retained in the future stand to provide species and structural diversity.

The long-term objective is to develop a mature healthy aspen stand with some diversity in species and structure.

REMARKS

These stands are located to the south of Jack Pine Lake.

Acres are estimated for payment units at this time.

NEPA DECISION DOCUMENT: Aspen Management EA TIMBER SALE: Double Bit PU: 6 & 7

Name of Treatment - Clearcut

Residual BA/Ac: < 10 ft2

The objective is to remove most of the trees from the site and regenerate a new age class of aspen. Mark all high-risk, mature aspen for clearcut, while leaving healthy groups of hardwoods and pine. Leave healthy white pine, red pine, hemlock, paper birch, elm, oak, and cedar. Focus on leaving healthy overstory white pine when possible. The target residual BA for these stands is < 10 ft2/acre.

Healthy oak and elm need to have trees left adjacent to them if they are in a clearcut to protect the microsite around the trees, so some high risk mature aspen should be retained in this situation. Leave tree groups should not exceed 10% of the stand.

Denser areas of overstory white pine and red pine should be thinned through to a residual BA no lower than 80- 100 ft2 BA.

1/ In Timber Sale Contracts, all hardwood sawlogs will use 50% minimum net scale in gross %, due to limitations in TIM. Cruising will use 95% minimum net scale for small diameter logs (9.6 – 11.5 DIB).

2/ Seventy percent applies to rot, voids, and char. Mechanical type defects such as sweep, crook, spider heart, and ring shake will not be considered.

Reasonably straight - When the true line of a minimum length piece does not deviate more than ½ the inside diameter of the small and plus two inches from a straight line drawn between the centers of the ends of a piece.

The maximum deflection allowed is what will fit in a 20-inch cylinder.

A minimum tree must include at least one piece that meets minimum specifications.

** Product heights are now measured to the nearest foot. All heights are measured in feet from the ground on the high side of the stump.

1. Conifers – measure total height (to the tip) in feet and the cruise program will calculate the 4” cut-off.

2. Hardwoods (includes Aspen) – measure the height in feet to the 4” top.

3. Sawtimber – cut-off point or “stoppers” will follow our regular practices. Measure sawtimber height in feet. Secondary product height will be measured as described in item 1 or 2 depending on the species.

4. Default dib’s are already built into the equations;

Pulpwood = 4.0” Sawtimber = 9.6” (hardwood) = 7.6” (mixed conifers, pine)

5. On trees with a broken, dead, or deformed top, record the height to the point where the 4” top or the tip would have been if the tree were still growing normally, then record defect to account for the missing volume.
