Hobo PR Timber Sale (#51123) – Pori Junction VMP 3/26/2020
SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT
C.1 Scope of Contract This contract is for Payment Units (1-12) in the Hobo PR Timber Sale. It involves timber marking and volume estimation of approximately 521 acres in Northern Hardwoods and Jack Pine forest types, broken down by the following descriptions:
(1) HARDWOOD SELECTION, IMPROVEMENT, THINNING (Marking & Cruising)
Payment Units 1-3, 5-12: approximately 491 acres
Uneven aged stands or even-aged stands with uneven-aged or even-aged objectives consisting of a mixture of Northern Hardwood types of various size classes. These stands contain both pulpwood and sawtimber Species/Product/Unit mixes. Marking objectives are to remove trees considered high risk, defective, poor form, or mature and to maintain or develop size class structure with optimum growing stock, per the specific marking instructions.
(2) CLEARCUT/REMOVAL CUT (Marking & Cruising - where all trees are counted)
Payment Units 4: approximately 30 acres
Generally in a clearcut or removal cut, where all LIVE and/or DEAD trees that meet minimum specifications for size or species are designated for removal EXCEPT for trees marked as RESERVE TREES, LEAVE TREES or trees within PROTECTED
AREAS.
In Payment Units where designated Species are too variable for Area Estimate Cruising methods, trees designated for removal will be marked with a paint spot at eye level to verify the tree was counted – a stump mark is not generally required.
(3) SAMPLE TREE CRUISING METHOD
Payment Units 1-12: approximately 521 acres
The Sample Tree cruising method (STR) involves measuring a specified proportion (Sample Interval) of trees in the defined sub-population. The remaining trees included for removal are tallied as count trees. With this cruising method, every tree included for removal must be visited and marked.
NOTE: USFS has not marked the Road ROW unit (13) yet for this sale. This will be done by USFS at a later date. For units that have a road running through them, contractor should still mark/cruise trees up to the edge of the existing road clearing.
Attachment C - Hobo Marking Contract
NOTE: Government furnished tree marking paint (TMP) will be issued, or returned, by appointment only at the KENTON RANGER DISTRICT OFFICE. The primary point of contact for all TMP transactions will be the paint custodian. This person will be identified at the pre-work meeting. BLUE paint has been designated for this sale.
NOTE: USFS will mark any and all Leave Trees.
NOTE: Refer to Marking Guides and Marking Instructions for payment unit specific information.

STAND DESCRIPTION
These stands are primarily mature eastern hemlock with a substantial amount of northern red oak, and other mixed hardwoods scattered throughout. More sugar maple occurs in PU2 than PU1. The hardwoods tend to occur in clusters amongst the hemlock, but individuals are also well-distributed throughout the more hemlock-heavy areas. A small amount of mature eastern white pine also occurs in these stands. A unique feature to these stands is the noticeable amount of advanced hemlock regeneration, ranging from 2 to 12 feet in height. There are also patches of hardwood regeneration, primarily maple, amongst these stands. Densities in this stand range from 120 to 250 ft2/acre BA. The more hemlock heavy areas average about 200 ft2/acre BA. For hemlock, diameters at breast height range between 6” and 20”, with an average of 15”. Northern red oak in these stands in generally large, averaging around 16”. Overall these stands have a fair amount of species and structural diversity. These are upland stands and their soils are mostly sandy and well-drained.
DESIRED CONDITION
The desired conditions for these stands are to be uneven-aged, structurally diverse mixes of eastern hemlock and northern red oak with the current species diversity maintained or enhanced. All size classes on eastern hemlock should be represented.
Scattered pockets of northern red oak and other mixed hardwoods should occur amongst the hemlock.
SHORT AND LONG TERM OBJECTIVES
The short term objective of this treatment is to thin the eastern hemlock and northern red oak throughout all diameter classes to allow more sunlight and growing space to the residual stand and to release the developing cohort of eastern hemlock regeneration from overstory competition. In areas more heavy to northern hardwoods, a new age class should be established.
The long term objective is to maintain the overall hemlock-oak dominated structure in the stands by enhancing the health and vigor of the mature hemlock and oak components in the stand, while also improving the growth and development of the established eastern hemlock regeneration, allowing it to progress into larger size classes. Mixed hardwood inclusions are to be maintained to further contribute to within-stand diversity.
REMARKS
Portions of these stands were previously cut during the Oak Ridge timber sale approximately 20 years ago.
Due to the developing cohort of advanced hemlock regeneration in the understory, I recommend that these units be harvested during the winter months, when the snow pack can provide protection to the regeneration.
The stand may contain scattered, small, poorly drained pockets, seeps, steep slopes, perched water tables, or shallow bedrock areas; do not designate any trees for removal in these areas. Any questions please contact the Kenton RD Silviculturist. This prescription was written to allow as much latitude on the ground to best implement the variety found in the area.
NEPA DECISION DOCUMENT: Pori Junction EA TIMBER SALE: Hobo PU: 1 & 2
MARKING GUIDE:
Name of Treatment - Selection Harvest (4151) Residual BA/Ac: 130-140 ft2 Acres - see above Thin the hemlock down by no more than 30% of current basal area to a variable basal area target of 130-140 ft2/acre. In areas that are heavier to hemlock, leave the residual basal area higher. Younger, healthy hemlocks in the understory should be partially released from competition by removing overtopping trees on one to two sides of the hemlock’s crown. Healthy hemlocks with full crowns across all size classes should be retained. Try to maintain diversity across size classes. Prioritize hemlocks for removal based on poor form and poor health to achieve the residual basal area target. Some hemlocks over 20 inches should be removed, but not all. In areas of the stand that have a heavier oak component and less hemlock, the residual basal area should be left lower (70-90 ft2/acre). Try to release any developing oak in the understory from overstory competition. Most hardwood trees over 24 inches should be removed unless its cull or has wildlife value. Any unique species in the stand, such as yellow birch, black cherry, white pine, and basswood should be retained if healthy.
Portions of PU2 have higher concentrations of sugar-maple dominated northern hardwoods. In these areas, aim for a residual basal area target of 80 ft2/acre to try to regenerate a new age class of hardwoods. Select against sugar maple and try to promote species diversity and development across all size classes.
DESIGN CRITERIA AND MITIGATION MEASURES
Highlighted Design Criteria, see NEPA for all of the criteria
Cull trees should be left for wildlife, do not remove trees with little or no value unless they pose an insect or disease threat to the stand (14). If cull trees need to be marked the silviculturist should be notified to look at the risk.
If any stick nests are found (20) the wildlife biologist should be consulted.
If any archaeological sites are located during layout or implementation the Archaeologist should be consulted (66).
Winter or Dry Summer for most of the units.
Treat aspen inclusions in other forest type to favor aspen (5).
Remove all merchantable ironwood (8) Remove all white spruce 10 inches and greater (9) Harvest time is preferably winter to protect eastern hemlock regeneration.

These stands are composed of a variable mix of northern hardwoods. A substantial component of large northern red oak occurs throughout many of these stands, particularly in PU12 and PU7. Species compositions include primarily sugar maple, northern red oak, and eastern hemlock with occasional red maple, yellow birch, white spruce, white pine, and jack pine. Stand densities are variable and range between 130 to 190 ft2/acre BA. All size classes are fairly well-represented. Diameters at breast height generally range between 6” and 22” and average ~14” for sugar maple. Several eastern hemlock inclusions occur across the area. These stands occur on upland sites and the soils are generally sandy.
NEPA DECISION DOCUMENT: Pori Junction EA TIMBER SALE: Hobo PU: 3, 5-12
The desired condition is an uneven-aged northern hardwood stand with the current diversity maintained or enhanced. Species other than sugar maple should be featured, including northern red oak. All age-classes and size classes should be well-represented and developing properly. Hemlock inclusions are generally kept intact.
The short term objective is to create canopy gaps by removing large trees or groups of trees to create favorable conditions for regeneration of northern hardwoods. In order to maintain or increase species diversity, species other than sugar maple should be retained. Favor eastern hemlock, oak, yellow birch, white pine, ash, cedar, and other unique tree species. A new age class should be created to perpetuate the uneven-aged structure.
The long-term objective is to maintain a healthy, diverse uneven-aged northern hardwood stand.
The stand may contain scattered, small, poorly drained pockets, seeps, steep slopes, perched water tables, or shallow bedrock areas; do not designate any trees for removal in these areas. PU8, PU11, and PU 12 (and potentially other PUs) include some areas with steeper topography that may be difficult for harvest operability.
Trees within these areas should generally not be marked for removal.
Portions of these stands were previously cut during the Oak Ridge timber sale approximately 20 years ago.
Any questions please contact the Kenton RD Silviculturist. This prescription was written to allow as much latitude on the ground to best implement the variety found in the area.
MARKING GUIDE:
Name of Treatment - Selection Harvest (4151) Residual BA/Ac: 70-80 ft2 Acres - see above Canopy gaps should be created by removing large trees or groups of smaller trees to create favorable conditions for the regeneration of northern hardwoods. Canopy gaps should be approximately 70’-100’ in diameter. There is a good mix of size classes in most stands, with a heavy concentration in the 14”-16” range. Try to maintain the diversity in size classes while focusing on removing high risk trees. Trees with poor form or poor health should be marked for removal. Most trees over 24” should be marked for removal unless it is cull or has wildlife value.
Focus on leaving good quality crop trees with good form and improving their growing conditions. Favor healthy yellow birch, eastern hemlock, oak, ash, and white pine for retention. Select against sugar maple to increase diversity in the stand. The target residual basal area for this stand is 70-80 ft2/acre. If any mature aspen clones are encountered in the stand, favor the regeneration of the aspen clone over the hardwoods by removing all the overstory (clearcut) in that area.
In portions of the stand that more heavily dominated by northern red oak, aim for a residual basal area target of 65-75 ft2/acre to create more favorable regeneration conditions for mid-tolerant species. These conditions are likely to be encountered in PU7 and PU12. Healthy overstory oak that is capable of producing a seed source should be retained, while other species, such as sugar maple, should be selected for removal.
DESIGN CRITERIA AND MITIGATION MEASURES
Highlighted Design Criteria, see NEPA for all of the criteria

This stand is primarily composed over mature, high risk jack pine with scattered mixed hardwoods, balsam fir, and a minor amount of white spruce. The understory has a mix of hardwood and balsam fir undergrowth. An occasional eastern hemlock occurs across the stand. Densities are generally variable, with some more open areas and some areas more dense. Basal area averages 120 ft2/acre. Jack pine diameters range between 8” and 18”, and average ~12”. Soils in the stand are sandy, and the topography is hilly.
A dense jack pine stand of seedlings varying in density from > 1200 trees per acre with other areas having little if any stocking. Average stocking levels in the area should be > 600-725 trees per acre.
The short term objective is to remove most of the material from the site, including all high-risk jack pine, in order to allow the jack pine to regenerate naturally.
The long term objective is to develop a mature, healthy stand of jack pine.
This payment unit occurs in two separate pieces on the ground, and lies along the northern border of the sale area.
NEPA DECISION DOCUMENT: Pori Junction EA TIMBER SALE: Hobo PU: 4
MARKING GUIDE:
Name of Treatment - Clearcut Residual BA/Ac: < 10 ft2 Acres - see above The objective is to remove most of the trees from the stand and leave enough scattered slash to regenerate a new jack pine stand. Complete clearcut conditions should be created, allowing full sunlight to reach the ground. All jack pine should be marked for removal. The majority of hardwoods should be marked for removal. Reserve groups can be left, but should not exceed 5% of the area. Reserve groups should consist of healthy northern red oak and eastern hemlock. Trees should be left adjacent to any oak tree remaining on the site to protect the microsite around the trees. No lone oak trees should be left in the open stand to limit the amount of dieback on the oak trees.

Reasonably straight - When the true line of a minimum length piece does not deviate more than ½ the inside diameter of the small and plus two inches from a straight line drawn between the centers of the ends of a piece.
The maximum deflection allowed is what will fit in a 20-inch cylinder.
A minimum tree must include at least one piece that meets minimum specifications.
** Product heights are now measured to the nearest foot. All heights are measured in feet from the ground on the high side of the stump.
1. Conifers – measure total height (to the tip) in feet and the cruise program will calculate the 4” cut-off.
2. Hardwoods (includes Aspen) – measure the height in feet to the 4” top.
3. Sawtimber – cut-off point or “stoppers” will follow our regular practices. Measure sawtimber height in feet. Secondary product height will be measured as described in item 1 or 2 depending on the species.
4. Default dib’s are already built into the equations;
Pulpwood = 4.0” Sawtimber = 9.6” (hardwood)
= 7.6” (mixed conifers, pine)
5. On trees with a broken, dead, or deformed top, record the height to the point where the 4” top or the tip would have been if the tree were still growing normally, then record defect to account for the missing volume.
