1 Introduction
1.1 Background
Since the late 1930's the National Weather Service (NWS) has measured vertical atmospheric profiles of pressure, temperature, relative humidity, and wind velocity. The NWS has primarily used balloon-borne sensors for ‘upper air’ atmospheric observations. Atmospheric observations are a key source of data for weather forecasters and computer models.
The NWS currently operates 92 Upper Air Observations Stations throughout the United States and various territories. These stations perform daily Upper Air Soundings by launching balloons. that carry a small instrument package, called a radiosonde, that measures temperature, humidity, wind speed, and wind direction and transmits all this information back to the ground A typical NWS Upper Air Station uses a radiosonde system with manually launched balloons. The system consists of an Inflation Building where the balloons are prepared and a large tracking dish antenna inside a protective dome (called a ‘radome’) to receive the radiosonde data. Typically, the antenna and radome are located on the roof of the Inflation Building but at a few sites the radome is located on top of another building or at ground level.
Figure 1-1 Typical Radiosonde Radomes and Inflation Buildings
The NWS has completed a major project to modernize all its radiosonde systems. The new radiosonde systems no longer require large tracking dish antennas, and all the old tracking equipment is being retired. The radomes that protect the tracking antennas are expensive to maintain. Consequently, NWS wants to remove selected radomes because of annual maintenance expenses.
A number of Upper Air sites inside the continental USA have been identified as candidates for antennas and radome removal (see Appendix A). The NWS is seeking capable contract services to:
· Create plans and cost estimates to safely remove the radomes
· Direct all radome removal, remediation, disposal and cleanup activities
· Ensure roof integrity after radome removal
· Provide design and regulatory documentation
1.2 Objectives
The main objectives of this contract will be combined in two main task elements for each site:
1.2.1 Task Area 1 - Assessment; For each site:
1. Deliver plans to remove the radome and any required refurbishment of the upper-air inflation buildings (UAIB) roof as a result.
2. Deliver plans to dispose of the radome and related materials construction materials
3. Provide a detailed cost estimate to execute radome removal, disposal
1.2.2 Task Area 2 - Execute Radome Removal Process; For each site:
1. Remove the radome and associated materials.
2. Repair/refurbish the roof on UAIB and cover it with a long lasting, durable waterproof membrane.
3. Dispose of all the old radome and related materials in an environmentally responsible manner.
4. Deliver all required follow-on engineering and regulatory documentation (see Appendix B).
The NWS intends to remove as many radomes as possible given the limitations of building conditions, schedule and project funding. Radomes scheduled for removal have been selected under the assumption that the UAIBs are structurally sound, and will not require any significant structural changes or repairs to make the building safe for use after the radome is removed. Major structural changes, repairs, or modifications to any UAIB are considered beyond the scope of this contract task order.
Note: a ‘major structural change’ is defined as the addition or replacement of any support columns, roof beams, roof frames, purlin beams, large sections of roof deck, large sections of building sheathing, foundation sections, floor slabs, and/or masonry repair.
2 Statement of Objectives
2.1 Scope of Work
This Performance Work Statement (PWS) describes the project planning and radome removal work to be performed by the Contractor.
