About this file
This is an attestation form for the Accelerated Award Option available under the Defense Sciences Office (DSO) Office-wide Broad Agency Announcement (HR001126S0015). The form allows proposers to elect expedited contract or Other Transaction award execution in exchange for accepting prescribed terms and conditions, with DARPA committing to award within 30 days of selection notification. The accelerated option applies only to efforts not exceeding $2,000,000 and requires proposers to confirm compliance with specific stipulations including unclassified effort, unlimited or government purpose rights for all deliverables, inclusion of DARPA cost proposal spreadsheet, substantiating documentation for cost elements, DCAA-reviewed accounting systems (for procurement contracts), agreement to model contract terms, and fee calculation not exceeding 8 percent.
Additional requirements vary by award type: procurement contract awardees must agree to anticipated FAR/DFARS clauses in specified model contracts and submit small business subcontracting plans if applicable; Other Transaction for Prototypes awardees must agree to terms in the Model OT Agreement with passages highlighted in blue completed; and Other Transaction for Research awardees must agree to terms in the Model OT Agreement with passages highlighted in orange completed. All proposed subcontractors must also abide by the asterisk-marked stipulations. Failure to honor any stipulation by the proposer or subcontractor results in DARPA revocation of its accelerated award commitment.

Attachment I Accelerated Award Option Election and Attestation Form
DARPA has recognized a benefit in getting awards under the Defense Sciences Office (DSO) Office-wide BAA executed as rapidly as possible, as these efforts often serve as valuable foundational “seedlings” for future DSO programs. Because earlier awards almost certainly would benefit proposers as well, proposers may select an Accelerated Award Option as part of their full proposal submissions for efforts that do not exceed $2,000,000. This would allow proposers to agree in advance to prescribed terms and conditions in exchange for DARPA’s commitment to award the contract, Other Transaction (OT) for Research agreement, Other Transaction (OT) for Prototypes agreement no later than 30 days after the proposer’s receipt of selection notification.
Any proposer that is interested in this accelerated award option must provide the attestation below, to be completed and signed by an individual authorized to bind the organization. Should any of the stipulations below not be honored by a proposer or subcontractor, DARPA will revoke its commitment to an accelerated award.
