Scope of Work Overview

● Improve and maintain access roads

● Site demolition existing handrails, upstream face ladder, vibrating wire piezometers, outlet works retaining wall, and top 2.9 feet of the center auxiliary spillway crest.

● Protect existing features water level sensor service spillway inlet structure and outlet works slide gate and operator; and left auxiliary spillway section.

● Perform dewatering and water control

● Excavate to bedrock

● Complete cleaning and preparation of the D/S dam face and foundation.

● Slip line and extend the low-level outlet works

● Construct a new downstream RCC buttress from the foundation to the crest of Comanche Dam.

● Reconstruct the center auxiliary spillway crest.

● Install new galvanized handrails and access ladders on the non-overflow crest of Comanche Dam.

Section 01 41 00 Regulatory Requirements:

● The Government is obtaining the following permits for this Project:

A Nationwide 404 Permit from the U.S. Army Corps of Engineers.

A National Environmental Policy Act (NEPA) Categorical Exclusion U.S. Fish and Wildlife Endangered Species Section 7 Clearance State Historical Preservation Office (SHPO) Clearance

● The Contractor is responsible for all federal, local and state permits other than the above. At a minimum will have to provide:

A General Construction Permit (OKR10) for Stormwater Discharge from the

Oklahoma Department of Environmental Quality.

Any Temporary Construction Permits as required by Comanche County.

● No construction permits are required from the Wichita Mountains Wildlife Refuge.

Section 01 45 00 Quality Control:

● Government Testing :

Perform additional laboratory tests on cast-in-place concrete, RCC, and earthwork materials.

Cast in place: Temperature, Slump, Air content, Admixtures, Time of Sample, location, cylinders, truck number, batch ticket RCC Test Section: Perform two field density tests per RCC lift by the nuclear method in accordance with ASTM D2922; set of five 6-inch-diameter RCC cylinders for each RCC lift; Vebe test of the RCC mix prior to each shift;

Concrete Reinforced: Perform inspection of foundation, formwork, and reinforcement placement

● Contractor Testing:

Aggregate Testing: Two (2) tests on proposed source sampled at the stockpile;

Every 500 cubic yards produced.

RCC Test Section: Provide batch tickets for each batch of RCC, or proportions for each 15-minute interval for continuous mix type plants.

Batch Plant: at the beginning of each construction season and at least once per week

Section 01 55 00 Vehicular Access and Parking:

● No clearing, grubbing, or grading in the staging and stockpile areas

● The existing gate entrance to the access road from Highway 49 shall be closed and locked at all times. The contractor shall provide a separate lock to implement a double lock system for access.

● The existing access road travel surface shall be a single lane no wider than fourteen feet.

● Full control of day-to-day operations of outlet works at Grama Lake and Comanche Lake.

Section 03 20 00 Concrete Reinforcing:

● Perform Tension Tests on at least 10% of the installed dowels in the presence of the Government Inspector, in accordance with ASTM E 488.

● Provide up-to-date calibration records to the Government Inspector prior to each proof test.

● Dowels shall be loaded to 80% of the tensile capacity of the bar.

● Dowels will be considered to have failed if outward movement of anchorage in excess of the calculated elastic elongation of the bar at the test load level occurs and the displacement continues to occur at sustained loading below the tension specified.

Section 03 37 23 Roller-Compacted Concrete:

● RCC Mix Design is currently being tested in the lab, but will be similar this:

● Vebe time between 8-12 seconds

● The RCC mix will be Immersion Vibratory RCC (IVRCC). Contractor shall be aware of the properties of a low Vebe time mix that is retarded from initial set for 18 hours. Formwork and compaction equipment should be selected based on this type of RCC mix.

● Capacity: The mixing, placing, compaction, and cleanup systems shall have a capacity of at least 75 cubic yards per hour average production rate.

● Location: The plant and aggregate stockpiles shall be in areas jointly established by the Contractor, Contracting Officer’s Representative, and Government Inspector in the field.

● A continuous mix plant shall be set up on-site or near the site and be capable of producing a uniform continuous

● Internal immersion-type vibrators shall be used to consolidate the RCC against surfaces and to mix the grout with the uncompacted RCC where grout enriched is called out.

● 90 compressive strength of RCC < 3,000 psi

● Engineer will perform nuclear density tests, Vebe time tests, and will prepare RCC test cylinders for comparison with the RCC Mix Design Report.

● RCC temperatures between 40 degrees and 70 degrees.

● Structural concrete: 4,500 psi at 28 days

● Mass concrete: 2, 000 psi at 28 days
