About this file

This is a Scored Proposal Components Form for RFP #S-DASOBO-00015289 issued by a state agency for GPS satellite tracking collars and associated equipment for various species. The document outlines the evaluation criteria and scoring structure that proposers must address in their submissions. The RFP requires proposers to submit comprehensive proposals that include collar specifications for multiple species, performance data, and equipment details as specified in Section 2.4.1 of the RFP and its associated attachments.

The evaluation process allocates 110 total points across four scored components: Price Proposal (25 points), References (30 points), Proposed Collar Specifications and Data Collection Specification Proposal (20 points), and Product Reliability/Proposer Collar Performance History (35 points). For the Product Reliability component, proposers must provide specific performance metrics on a 0-10 scale addressing GPS transmission failures, false mortality alerts, satellite link transmission rates for both Iridium and Globalstar systems, remote drop-off mechanism failures, VHF beacon failures, and early transmission failures within 30 and 60 days of deployment. Proposers must also include comprehensive product warranty documentation detailing coverage for non-retrievable collars, replacement procedures, prepaid data fee reimbursement policies, deployment cost reimbursement, and warranty period terms. All proposal components must be completed and submitted by a duly authorized representative; incomplete submissions will not be accepted for evaluation.

Proposer shall provide answers to questions regarding the performance history of the equipment which Proposer is proposing.

Agency will rate each Proposer response to the following questions on a scale of 0 (poor) – 10 (excellent).

Response should address the following and be specific (attached additional sheets if necessary).

Please note that Proposal must contain a full description of product warranty, including whether warranty is covered for collars that are not able to be retrieved and returned to the manufacturer, and including the replacement of failed units, reimbursement of prepaid data fees on failed units, reimbursement of deployment cost of replacements, warranty period, as specified in RFP section 2.4.9.

1. What percent (%) of collars stopped transmitting GPS location for any reason prior to the minimum estimated battery life of the collars?

2. What percent (%) of the collars sent a mortality alert for an individual that was still alive?

3. What percent (%) of GPS location acquired and stored on the collar were transmitted via the Iridium satellite link?

4. What percent (%) of GPS location acquired and stored on the collar were transmitted via the Globalstar satellite link?

4. What percent (%) of remote drop-off mechanisms failed to deploy at programmed drop-off dates or through a forced command to the collar?

5. What percent (%) of collars had VHF beacons that failed before the minimum estimated battery life of the collars?

6. What percent (%) of collars stopped transmitting GPS locations within thirty (30) days of deployment and sixty (60) days of deployment?
