Asbestos Inspection Report Assistant Ranger Dwelling

Safety & Environmental Investigations, (SEI) Inc. was retained by the US Forest Service, Ouachita National Forest, SO of Hot Springs, Arkansas to perform the pre-renovation asbestos inspection of the structure located at 1322 Highway 270 East in Mount Ida, referred to as the Assistant Ranger Dwelling. On June 16th, 2023, Mr. Robert Roberson (Certification #011542) and Mr. Josh Roberson (Certification #015183) of SEI, Inc.

(License #000260) performed the on-site inspection and sampling of the structure for the presence of suspect asbestos-containing materials. The inspection was performed following EPA AHERA guidelines (40 CFR 763) and NESHAP (40 CFR 61, Subpart M) and the Arkansas Department of Entergy and Environment, DEQ, Regulation 21. The inspection included all accessible portions of the structure.

Background

The Assistant Ranger Dwelling consists of a single-story, vacant residential dwelling of approximately 1,596 square feet. The structure is constructed of wood framing with a pitched, shingled roofing system set on a pier and beam foundation. The structure has been utilized as a residential dwelling, although it was vacant at the time of the inspection. The structure and finishes were in relatively good condition with the exception of a few exterior wall panels with water damage and suspect mold on the walls and ceilings in some areas.

The interior finishes of the structures included 1’X2’ ceiling tiles, sheetrock and paneled walls, with wood, carpet and vinyl flooring.

The date of construction of the dwelling was listed as 1941, with various renovations since construction. The structure is scheduled for renovations to repair water damage and restore the building to a rentable residential structure. A previous inspection was available for the structure, completed by EEG, Inc. in September 2, 1993. After a review, the only material confirmed was the white tile beneath carpet, which was assumed by the inspectors during the investigation.

A detached storage building was located on the property, and was not part of the scope of this project.

Purpose of Study

The purpose of this study was to identify and collect samples of suspect asbestos-containing materials from the specified units for laboratory analysis. At the client’s request, an inspection for the presence of suspect asbestos-containing materials was performed of the units specified in this report. Identified asbestos-containing materials have been quantified.

Assistant Ranger Dwelling SEI Job # 23093 Page 4 1322 Hwy 270 E Mount Ida, Arkansas

Sampling was performed in accordance with guidelines published in the Asbestos Hazard Emergency Response Act (AHERA), 40 CFR Part 763. Suspect asbestos-containing materials were divided into three different categories: surfacing, thermal system insulation, and miscellaneous materials. Each category of materials was divided into homogeneous areas, which are defined as materials similar in appearance, color, texture, and installation date. Samples were collected from each homogeneous area according to the following scale:

Surfacing Materials: <1000 sq. ft. 3 Samples

1,000 – 5,000 sq. ft. 5 Samples >5,000 sq. ft. 7 Samples Thermal System Insulation any amount 3 Samples Minimum Miscellaneous Materials any amount 2 Samples Minimum

The Environmental Protection Agency defines an asbestos-containing material as any material which contains greater than one percent (1%) asbestos by weight. The entire homogeneous area is classified as asbestos-containing if any one (1) of the samples collected from that area is found to contain more than 1% asbestos. All samples collected from a homogeneous material must reveal a result of one (1) percent asbestos or less for a material to be considered non-asbestos containing.

The condition of suspect homogeneous areas was assessed to determine if the materials were friable (RACM) or non-friable. Friable materials (RACM) are materials that when dry can be crumbled, pulverized, or reduced to powder by hand pressure. Non-Friable materials are materials that cannot be crumbled, pulverized, or reduced to powder by hand pressure when dry. Non-Friable materials are divided into two categories, Category I Non-Friable materials, (asbestos-containing packing, gaskets, resilient floor coverings, and asphalt roofing products that contain >1% asbestos), and Category II Non-Friable materials (any material, excluding category I non-friable ACM, containing >1% asbestos that cannot be crumbled, pulverized, or reduced to powder by hand pressure).

Asbestos samples were analyzed via Polarized Light Microscopy utilizing EPA Method 600/R-93/116 by Crisp Analytical, LLC in Carrollton, Texas. CA Labs is accredited by the National Institute for Standards and Testing, National Voluntary Laboratory Accreditation Program for Bulk Asbestos Analysis (NVLAP Air and Bulk #200349-0). It should be noted EPA NESHAPS recommends point-counting of positive asbestos results revealing less than 10% asbestos content by visual estimation.

Discussion

SEI, Inc. has received the analytical results from the samples collected during this investigation. The results revealed the following materials were identified as Asbestos- Containing Materials (>1% Asbestos Content):

Homogeneous Area FT01: This ACM white floor tile was located in the Living Room and East Bedroom of the structure beneath carpeting. This material was identified during a survey in 1993, and was assumed ACM during the inspection process. The floor tile is considered a Category I, Non-Friable Asbestos-containing Material in good condition. The removal of the material would be considered a Class II Asbestos Removal Operations under OSHA, and may be an EPA - Regulated Asbestos-containing Material when removed if the material is not removed substantially intact. The inspectors identified approximately 494 square feet of this material in these areas of the structure.

Homogeneous Area L01: This ACM linoleum flooring was located in the Kitchen, which has two layers of flooring. This ACM layer was identified as the bottom layer of linoleum, and is considered a Category I, Non-Friable Asbestos-containing Material in good condition. The removal of the material would be considered a Class II Asbestos Removal Operations under OSHA, and may be an EPA - Regulated Asbestos-containing Material when removed if the material is not removed substantially intact. The inspectors identified approximately 160 square feet of this material in the kitchen of the structure.

Assistant Ranger Dwelling SEI Job # 23093 Page 7 1322 Hwy 270 E

Homogeneous Area L02: This ACM flooring was located beneath exposed linoleum flooring in the washroom of the structure. The Chrysotile Asbestos was identified in the floor tile and black mastic beneath the linoleum overlay. This ACM tile is considered a Category I, Non-Friable Asbestos-containing Material, while the Mastic would be considered Category II, Non-Friable Asbestos-containing Material, both in good condition. The removal of the materials would be considered a Class II Asbestos Removal Operations under OSHA, and may be an EPA - Regulated Asbestos-containing Material when removed if the material is not removed substantially intact. The inspectors identified approximately 80 square feet of this material in the washroom.

Homogeneous Area SR01: This ACM mud material is associated with the sheetrock wallboard located in the North Bedroom as identified in the drawing.

This mud material is utilized to float the wall panels into one seamless material, and is commonly found to contain asbestos. This material was considered a Category II, Non-Friable Asbestos-containing Material in good condition during the inspection. The removal of the material would be considered a Class II Asbestos Removal Operations under OSHA, and may be an EPA - Regulated Asbestos-containing Material when removed if the material is not removed substantially intact. DEQ/EPA does allow for compositing of the layers of the wallboard and mud for compliance with the NESHAP standard. OSHA, however, does not allow layers to be composited, and therefore is not appropriate for this application. The inspectors identified approximately 1,423 square feet of this material in the North Bedroom.

Homogeneous Area T01: This Transite Flue Piping was identified in the closet of the Living Room, assumed to service an old floor furnace beneath the structure. It appears to have been removed above the ceiling, and does not penetrate through the roof. This ACM material is considered a Category II Non-friable ACM in good condition. The removal of this material would be considered a Class II Asbestos Removal Operation. The inspectors identified approximately 10 linear feet of this material from the basemen through the roof to vent outside the structure.

The Arkansas Department of Entergy and Environment (ADEE), Division of Environmental Quality (DEQ) Regulation 21 requires all ACM (Asbestos-Containing Material) which are, or may become friable (RACM) be removed prior to renovation/demolition which will disturb these materials. Demolition, renovations, or response actions, involving RACM, and which are not Small-Scale-Short-Duration (SSSD) (3-square / 3-linear feet) or a minor fiber release episode shall be performed by an Arkansas-Licensed Asbestos Abatement Contractor.

A 10-Day Notice of Intent (NOI) is also required to be filed with the Arkansas Department of Environmental Quality (ADEQ) for any demolition or the removal of RACM exceeding 160 square or 260 linear feet. Exemptions in the standard do apply to

Assistant Ranger Dwelling SEI Job # 23093 Page 8 1322 Hwy 270 E Mount Ida, Arkansas residential dwellings. However, the ownership of this structure places the building in a category which is not exempt, and thus, would be considered a covered facility.

Materials not sampled, and identified as non-suspect for Asbestos during the investigation included fiberglass duct and pipe insulation, fiberglass batt insulation, and mineral wool ceiling insulation.

Limitations

This report relates to the structure referred to as the Assistant Ranger’s Dwelling located at 1322 Highway 270 East in Mount Ida, Arkansas. According to the client, the structure is scheduled for future renovations. The inspection included interior and exterior accessible building components.

Asbestos samples were collected from materials identified as Homogeneous Materials based upon visual inspection of the site. SEI, Inc. is not responsible for assumptions on homogeneity which prove to be incorrect. In addition, samples collected represent only that portion of the entire homogeneous material. Summary of polarized light microscopy (PLM / Stereomicroscopy bulk asbestos analysis) using the methods described in 40CFR Part 763

Appendix E to Subpart E (Interim and EPA 600 / R-93 / 116 (Improved). The sample is first viewed with the aid of a stereomicroscope. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed. Calibrated liquid refractive oils are used as liquid mouting medium. These oils are used for identification (dispersion staining). A calibrated visual estimation is reported, should any asbestiform mineral be present. Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos. All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated asbestos. Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured. As little as 0.001% asbestos can be detected in favorable samples, while detection in unfavorable samples may approach the detection limit of 0.50% (well above the laboratory definition of trace).

Vermiculite containing samples may contain trace amounts of actinolite/tremolite. When not detected by PLM, these samples should be analyzed using TEM methods and / or water separation techniques. Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report.

Fibrous talc containing samples may contain a regulated asbestos fiber known as anthophyllite. Under certain conditions the same fiber may actually contain both talc and anthophyllite (a phenomenon called intergrowth). Again, TEM detection methods are recommended. CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc, where further analysis is recommended.

Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols.

A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances.

Since allowable variation in quantification of samples close to 1% is high, <1% may be reported. Such results are ideal for point counting, and the technique is mandatory for friable samples (NESHAP, Nov. 1990 and clarification letter 8 May 1991) under 1% percent asbestos or "trace asbestos".

In order to make all initial PLM reports issued from CA Labs NESHAP compliant, all <1% asbestos results (except floor tiles) will be point counted at no additional charge.

CA Labs is accredited by the National Voluntary Accreditation Program (NVLAP) for selected test methods for airborne fiber analysis (TEM), and for bulk asbestos fiber analysis (PLM). CA Labs is also accredited by AIHA LAP, LLC. in the PLM asbestos field of testing for Industrial Hygiene. All analysts have completed college courses or hold a degree in a natural science (geology, biology, or environmental science). Recognition by a state professional board in one these disciplines is preferred, but not required. Extensive in-house training programs are used to augment the educational background of the analyst.
