ATTACHMENT H

ANTI-TERRORISM/FORCE PROTECTION (AT/FP)

H-1 General. The Contractor shall comply with all applicable provisions of COMSCINST 5530.3

(series).

H-1(a) Access Control. The Contractor must ensure only crewmembers, US government employees, TECHREPS and authorized visitors (as authorized by the charter) are allowed access to the vessel.

H-1(a)(1) Gangway Watch. A Watchstander must be established at all active access points. The

Gangway watch must be equipped with a handheld communications device that maintains clear and reliable communications with the Deck Watch Officer/Mate-On-Watch. Watchstanders must perform the following duties:

Maintain a gangway/visitor’s log that lists the date, visitor’s name, person/space visited, firm represented, time of arrival, time of departure, and ID badge number

Issue a color-coded ID badge to each visitor that indicates by color whether an escort is required

Arrange an escort for visitors when circulation controls are in effect

As directed, search visitors and their property upon their boarding and departure

Deny entry to visitors refusing full and complete personal identification or explanation of the intended purpose of their visit, or if visitor refuses to undergo a search

NOTE: Dependent upon the in port Security Plan and the Force Protection Conditions (FPCON), Force

Protection gear issued will be issued based upon the vessel location (Military or Civilian berths) and type of threat presents.

H-1(a)(2) Deck Watch Officer. When the vessel is at berth or anchor, the Deck Watch Officer/MOW must assist the Master/ATO in the performance of FP tasks:

Ensure “Restricted Area/Authorized Entry” signs with the appropriate language(s) are properly posted at all points of entry to the vessel and interior secure spaces as appropriate.

Check FP standards in effect to ensure proper access control and circulation control procedures are accomplished.

Maintain contact with Gangway Watch at all times utilizing a hand-held radio and be familiar with shipboard and shoreside communications procedures to address security concerns.

In conjunction with the Gangway Watch, verify all visitors are off the vessel in accordance with the visitor policy promulgated by the Master.

Monitor vessel's lighting including hull perimeter lighting to ensure it is operational. Ensure lighting coverage provides for best possible visibility for watchstanders to detect and to serve a deterrent to potential intruders.

H-1(a)(3) Top Side/Roving Patrol. When required by cognizant FLT CDR FPCON, ISP/DISP/FPP directed measures, or as deemed necessary by the Master, roving patrols must be posted. At a minimum, the Roving Patrol must:

Be thoroughly familiar with the vessel’s security plan, the FPCON in effect, special alerts, and other information to produce the necessary level of alertness.

Conduct random patrols of the weather decks, upper decks, cargo decks, and engineering spaces to detect unauthorized attempts to board or possible sabotage activities. Be especially alert for small craft or swimmers in the immediate vicinity of the vessel.

Check-in with the Gangway Watch in person, at intervals not to exceed 1 hour.

Report any irregularities immediately to the MOW.

Alert the Gangway Watch and MOW of any suspicious activities of persons on the vessel, pier, or waterside.

Vary the patrol routes and timing as much as possible to reduce predictability.

H-1(b) Anti-Terrorism Officer (ATO). The Master must assign a licensed officer as the Vessel’s

ATO. The ATO must attend MSC’s five (5) day Anti-Terrorism Officer (ATO) Level II training course through coordination with the MSC Training Center Hampton Roads, which will then enable the ATO to provide Level I, Basic Individual Awareness Training to the remainder of the vessel’s crew.

H-1(c) Force Protection Drills. The Master/ATO must conduct a Shipboard Force Protection Drill monthly IAW COMSCINST 5530.3 (series) Afloat Force Protection Manual. The monthly drill is based on one of your Pre-Planned Responses (PPRs). The ship must exercise each PPR at least once during the year. The drill will utilize those personnel assigned by the Physical Security Bill and length of drill is dependent upon the type of drill being executed.

H-1(d) Small Arms Assignments. The Contractor must ensure the vessel maintains the minimum of:

Pistol Minimum of 5 qualified personnel

COMSCINST 5530.3 (Series) Shotgun Minimum of 5 qualified personnel

Rifle Minimum of 3 qualified personnel

Small Arms qualification requirements are IAW OPNAVINST 3591.1 (Series). Small Arms will be carried in the appropriate weapon condition as listed in COMSCINST 5530.3 (Series).

H-1(e) Ship Reaction Force (SRF). The Contractor shall ensure the vessel maintains a minimum of five (5) mariners assigned to the SRF, each of which has successfully completed Shipboard Security

Training conducted by an MSC-certified instructor within the previous three (3) years in accordance with COMSCINST 5530.3 (series).

H-1(e) Ship Reaction Force (SRF). The Contractor must ensure the vessel maintains a minimum of five (5) mariners on the SRF. The ATO is responsible for organizing and maintaining the training of the

SRF. The SRF provides an immediate response capability to internal and external threats to the ship and is used to augment watch standing personnel posted on the ship when the need arises. A minimum of two personnel (dependent on the circumstances, SRF members should be qualified on all three weapons for ease in deployment of SRF) must be capable of responding within five minutes, on a continuous 24-hour basis for ships in Full Operating Status. Each member must successfully complete the Ship’s

Reaction Force (SRF) conducted by an MSC-certified instructor within the previous three (3) years in accordance with COMSCINST 5530.3 (series) Afloat Force Protection Manual.

H-1(e)(1) Embarked Force Protection Personnel. When directed by the appropriate military authority

(normally a Fleet Commander), an EST may be assigned to embark for enhanced protection of an MSC vessel. Under Article 0847 of U.S. Navy Regulations and COMSCINST 5530.5 (series) Afloat Force

Protection Manual, the Master is relieved of responsibility for actions taken by the EST.

The Master shall maintain the EST’s ammunition allowance issued by the Government to the vessel and is authorized to delegate custody of this ammunition to the Officer-In-Charge (OIC) of the EST.

In accordance with COMSCINST 5530.3 (series), current MSC Ordnance Bulletings and MESG process C-008 “EST support to MSC”, the EST OIC will be responsible for ammunition and weapons sub-custody and will submit to the Master a report of survey for any weapons shortages or damages, which occur while in his or the detachment’s sub-custody. The EST OIC will provide a final signed report of survey for all assigned OIC Force Protection Equipment to the

Vessel’s Master at the time small arms and ammunition custody is returned to the Master.

The Master or a designated representative shall notify the Ordnance Accounting Ashore Office via classified email of any ammo that is missing, expended or degraded.

H-1(f) Small Arms and Ammunition. The Government will provide the vessel types and quantities of small arms and ammunition in accordance with MSC’s standard vessel Allowance Equipage List.

The Contractor must maintain the security and stowage of the weapons and ammunition in accordance with OPNAVINST 5530.13 (series) DON Conventional Arms, Ammunition, and Explosive Physical

Security Manual and COMSCINST 5530.3 (series) Afloat Force Protection Manual. Small arms and ammunition shall only be utilized onboard the ship to protect MSC assets, crew, and when authorized by N47 to support Small Arms sustainment training. The contractor shall issue small arms and ammunition only to those crewmembers who are trained on their use. In accordance with

NAVSEAINST 8370.2 (series), MSC N47 will coordinate annual small arms asset verification.

H-1(f)(1) Ammunition Allowance. Ammunition Allowance. Ammunition allowance quantities will be consistent with the type and quantity of Government-furnished weapons authorized. The

Government will supply an exact amount of ammunition that is to be maintained on board for the

Embarked Security Teams (EST). No ammunition shall be expended for training unless previously authorized and directed by MSCHQ N47. Ammunition requisitioning and transaction reporting shall be accomplished in accordance with current MSC Ordnance Bulletins and MESG Process C-008 “EST

Support to MSC”.

H-1(f)(2) Security and Stowage. The Master shall maintain the security and stowage of the weapons and ammunition in accordance with OPNAVINST 5530.13 (series) DON Conventional Arms, Ammunition, and Explosive Physical Security Manual and COMSCINST 5530.3 (series) Afloat Force

Protection Manual.

H-1(g) Small Arms Training. The Contractor shall ensure mariners designated to bear small arms in the performance of their duties standing bridge, roving patrol or gangway watch have successfully completed a U.S. Navy or MSC-approved small arms training course in accordance with OPNAVINST

3591.1(series) and COMSCINST 5530.3 (series) Afloat Force Protection Manual. The Contractor shall ensure those mariners who will employ warning shots are certified in accordance with COMSCINST

12410.50 (series). All costs associated with training crew in small arms are for the account of the

Contractor and shall be included within the fixed per diem rate.

H-1(g)(1) Small Arms Sustainment Training. The contractor shall ensure all mariners designated to bear arms in the performance of their duties have successfully completed semi-annual refresher training consisting of:

A qualified instructor conducting the prescribed course of fire. Familiarization fire (Fam fire) is not authorized to extend or count as sustainment.

The ATO can conduct simulator training (Beam-Hit kit) in accordance with OPNAVINST

3591.1 (series) Small Arms Training and Qualification and COMSCINST 5530.3 (series)

Afloat Force Protection Manual.

H-1(h) Force Protection (FP) Equipment. The Government will provide the vessel FP equipment per

FP AEL 2-32MSC4362. The Contractor shall designate a separate space for stowage and maintenance of this equipment. The equipment shall be considered Government Furnished Property in accordance with FAR clause 52.245-1 Government Property. The contractor shall contact MSCHQ PM5L to request replacement FP equipment that has been expended, damaged, exceeded its shelf life or requires calibration. The Master shall submit an inventory of all FP equipment to MSCHQ PM5L on an annual basis or whenever requested by the Government.

H-1(h)(1) Ready Service Locker. The U.S. Government will provide the vessel a high security Ready

Service Locker (RSL)/stowage container to be located in the Master’s stateroom, office, or other secure and appropriate space. This RSL will normally contain the ship’s force weapons and ammunition ready for issue.

H-1(h)(2) EST Ready Service Locker. The Government will provide the vessel a high security Ready

Service Locker (RSL) for the stowage of EST ammunition. The container has a 5-foot by 7-foot footprint and cannot be placed below the weather deck or in the ship’s house. The RSL must be secured to the deck and provided an electrical and alarm hook up in as easily and accessible weather deck location as possible without interfering with cargo or ship operations.

H-1(i) Crew-Served Weapon Gun Mount Base Plate. The contractor shall deliver the vessel outfitted with crew-served weapon gun mount base plates in sufficient types and quantities to provide the vessel

360 degree coverage with overlapping fields of fire. Operating Company needs to coordinate placement with MSCHQ N7 to verify that Contract Architect lay-down plan will support US Military requirements.

This will normally require between eight (8) to twelve (12) base plates. There are two types of base plates; one is triangular-shaped, is deck-mounted and supports the Mark 16 Mod 9 tripod; the other is circular, is bulwark-mounted and supports the Mark 16 Mod 8 stand. Specifications for the Mark 16, Mod 8 and Mark 16, Mod 9 are outlined in Appendix 1 Mark 16 Mod 9 Stand Assembly to Attachment

H. The amount of deck space available shall be considered when determining the type of mount most suited for a crew-served weapon position. The vessel shall deliver outfitted with any platforms needed by a two-man gun team to see and fire over the bulwark. Tripod and bulwark base plate fabrication shall be IAW Appendix 2 NAVSEA Drawing PHST 11392 Gun Mount Template to Attachment H. Cost to fabricate base plates and crew-served weapon position platforms shall be included within the fixed per diem rate.

H-1(j) Shipboard Security System. The contractor shall deliver the vessel outfitted with the following

AT/FP equipment:

H-1(j)(1) Hull Perimeter Lighting. Sufficient fixed or portable Hull Perimeter Lighting (HPL) such that, pierside or at anchor, the entire hull is lit at the waterline. There shall be no unlit areas. The lighting shall provide, at minimum, light of 5 foot-candles, measured from the hull's waterline horizontally outwards to a 30-foot distance. The HPL shall be capable of being turned on either entirely, lighting the entire hull waterline, or separately, lighting either the port or starboard hull waterline. Cost of HPL shall be included within the fixed per diem rate.

H-1(j)(2) Closed Circuit TV. A Closed Circuit TV (CCTV) system consisting of cameras that cover all entrance/egress points and restricted areas identified in the ship’s Vessel Security Plan (VSP), and monitors. At a minimum, cameras shall monitor fantail, foc’sle, the main deck, access to the main engine space, master’s cabin, small arms locker, radio room and any other restricted area identified in the ship’s VSP. The CCTV will be capable of being monitored from the gangway when in port and the bridge when underway. Cost of CCTV system shall be included within the fixed per diem rate.

H-1(j)(3) Intrusion Detection System. An Intrusion Detection System (IDS) consisting of motion sensors to detect movement in the areas covered by the CCTV system, and an audible alarm. When activated, the IDS will sound an audible alarm where the CCTV system is monitored. The motion sensors will be integrated within the CCTV system so that when a motion sensor alarms, the CCTV system automatically displays the area causing the alarm. Cost of IDS shall be included within the fixed per diem rate.

H-1(j)(4) Audible Warning System. An Audible Warning System (AWS) capable of producing at least 85 DB at 500 yards from the ship. The system will be capable of playing recorded messages via a removable CD and possess a microphone for either loud hailing or sending a warning burst. An AWS with characteristics equal to systems such as LRAD or Hyperspike would be appropriate for this application. The AWS will be capable of recording and storing up to 24 hours of video. Cost of AWS shall be included within the fixed per diem rate.

H-1(j)(5) High Intensity Xenon Searchlight. One (1) high intensity xenon searchlight kit. Cost of searchlight kit shall be included within the fixed per diem rate.

H-2 AT/FP Vulnerability Assessments. The Government will conduct an Individual Ship Assessment

(ISA) once every three years. This triannual AT/FP Vulnerability inspection will be reported to MSCHQ and the MSC Area Command. Ship will coordinate with the MSC Area Command ATO to conduct an

FP Spot Check annually except the year an ISA is conducted. The contractor must conduct an AT/FP

Self-assessment annually using the assessment checklist contained in COMSCINST 5530.3 (series).

H-3 AT/FP Training Requirements. The below table identifies AT/FP crew training requirements. All training shall be accomplished IAW COMSCINST 5530.3 (series). The Contractor shall include all costs associated with training in their fixed per diem rate.

MK16 MOD 9 STAND ASSEMBLY

The MK16 MOD 9 is a stainless steel fabricated assembly that is the basic and most often used stand configuration for mounting most conventional small arm weapons on shipboard platforms. The assembly consists of two main parts, the MK16 MOD 8 stand and the tripod. The stand can be mounted independent of the tripod as well.
