About this file

This document is a vendor question and response log for RFP 758 2500000122, issued by the Kentucky Department of Corrections (KYDOC) for the establishment of Reentry Service Centers and Recovery Kentucky Centers to provide halfway house services. The RFP solicits vendors to develop and operate residential facilities that house individuals under probation and parole supervision or reduced-custody inmates who do not require secure facility placement. Vendors are expected to be prepared to accept clients immediately upon contract award and approval. There is no specified minimum or maximum bed capacity requirement; vendors propose available beds and KYDOC fills them based on regional needs. The facilities do not require secure perimeter features such as barbed wire, as residents do not pose an escape risk given their custody classification.

The vendor question and response format addresses key operational clarifications regarding facility readiness, capacity planning, and security requirements. KYDOC's responses indicate flexibility in vendor capacity offerings while maintaining readiness standards for client placement upon contract execution. The document does not specify pricing terms, set-asides, funding amounts, contract duration, renewal options, or other financial details in the available content.

Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
