About this file

This document is the Commonwealth of Kentucky's response to the first set of vendor questions for RFP 758 2500000122, which concerns the establishment of Reentry Service Centers and Recovery Kentucky Centers operated by the Department of Corrections (DOC). The RFP solicits proposals for residential facility-based reentry and recovery services for the DOC population throughout Kentucky. While the Commonwealth will not guarantee a minimum number of participants per location, the facility must be a single facility setting located on one property rather than multiple house settings, and it must be operational at the contract effective date with no execution period granted. The Commonwealth will consider proposals from nonprofit organizations, small businesses, and vendors operating through multiple organizations with subcontractors, provided all additional funding sources are approved by DOC prior to execution.

Compensation for services is structured as a daily per diem fee, which represents the sole invoicing mechanism to the state; current per diem rates are specified on page 29 of the cost section of the solicitation. Vendors may collect up to 25 percent of participant gross wages upon employment as the only additional permissible charges to participants beyond the state-funded per diem. The Commonwealth has declined to identify current contractors or provide a specific current contract budget amount, instead directing interested parties to submit open records requests and referencing the per diem rates listed in the current solicitation. The facility design requirements are detailed in Sections 1 through 8 of the RFP, and fiscal management provisions are outlined in Section 3, with operational and participant enrollment requirements addressed in Sections 5.5, 9.5, and 10.32(D).
