About this file

This document is a vendor question and response attachment related to RFP 758 2500000122 issued by the Kentucky Department of Corrections (KYDOC) for Halfway Houses and Recovery Kentucky Centers. The RFP addresses the establishment and operation of Reentry Service Centers (RSCs) and Recovery Service Centers to support individuals under probation and parole supervision or inmates with reduced custody status. Vendors are expected to be prepared to accept clients immediately upon contract approval rather than developing facilities post-award. The facilities are not required to have security infrastructure such as barbed wire, as they will house lower-custody individuals under community supervision. There are no minimum or maximum bed requirements specified; instead, KYDOC will fill available beds based on regional needs and facility capacity as provided by vendors.

The document reflects KYDOC's operational approach of working with vendors who report available bed capacity, which the department then utilizes according to programmatic and geographic demand. This responsive format allows for flexibility in service delivery across the state's reentry and recovery services network. The technical requirements referenced in Appendix B of the RFP establish the framework for facility standards and operational expectations, though specific pricing terms, funding mechanisms, contract duration, and renewal options are not detailed in this vendor question response attachment.

Example -Section 30.060.nnnRFP 758 2500000122##
Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
