About this file
This document is the Commonwealth of Kentucky's response to the first set of vendor questions for RFP 758 2500000122, concerning Reentry Service Centers and Recovery Kentucky Centers operated by the Department of Corrections (DOC). The project seeks to establish residential facility-based reentry and recovery services for the DOC population. The facilities must be single, facility-setting locations on one property (not multiple house settings) and can be located anywhere in Kentucky based on DOC population needs, though no minimum participant guarantee is provided per location. Vendors may be nonprofit organizations, small businesses, or multiple organizations operating through subcontractors. Facility operations must be ready to commence at the contract effective date with no specified execution period provided.
The compensation structure consists solely of a daily per diem fee invoiced to the state, with vendors permitted to collect up to 25 percent of participant gross pay upon employment as the only additional permissible charge to participants. Current per diem rates are listed on page 29 of the cost section of the solicitation. Vendors may pursue additional funding opportunities only with prior DOC approval. Multiple contractors currently operate similar facilities under existing contracts at the same per diem rates specified in this solicitation. The contract does not establish a minimum participant requirement, and facility design requirements are detailed in Sections 1 through 8 of the RFP technical specifications.
