About this file

This is a Security Assessment Questionnaire template for external vendors processing, storing, or transmitting Controlled Unclassified Information (CUI) for the Federal Housing Finance Agency (FHFA). The questionnaire does not address specific products or services but rather serves as a compliance and risk assessment tool for vendor evaluation.

The questionnaire is organized into two primary sections. Section 1 addresses Organizational Controls and requires vendors to describe information usage and sharing practices, recurring security audits, IT service management structure, background screening procedures, security awareness training requirements, incident response plans, privacy policies, network infrastructure, end-user device protection measures, network boundary protections, and vulnerability scanning practices. Section 2 addresses Control Scoping and requires vendors to identify all systems and environments where FHFA information will be processed, stored, or transmitted, and then provide detailed responses for each system regarding user access and approval processes, authentication and account management controls, data backup procedures, encryption technologies for data in transit and at rest, access audit and data loss prevention capabilities, and data sanitization procedures. Vendors are instructed to provide supporting documentation such as policies, procedures, and reports as attachments to substantiate their responses. This questionnaire is a standard security compliance requirement for the Litigation & Other Legal Advisory Services solicitation (FHF-26-R-0004).

2.2 Can FHFA information be accessed from a personal device? If yes, please explain how.

Please answer questions 2.3 – 2.8 uniquely for each system or operating environment listed in question 2.1. This includes external cloud-based systems (e.g., cloud-based email, file storage, document management solution, etc.).
