About this file
This file is a Small Business Subcontracting Plan template that contractors must complete when responding to Federal Housing Finance Agency (FHFA) solicitations that include small business subcontracting requirements. The template is designed to comply with FAR 52.219-9 and provides a standardized format for offerors to document their subcontracting strategies and commitments. FHFA's overall subcontracting goals include 23 percent for small businesses (SB), 3 percent for veteran-owned small businesses (VO), 3 percent for service-disabled veteran-owned small businesses (SDVO), 5 percent for small disadvantaged businesses (SDB), 5 percent for women-owned small businesses (WO), and 3 percent for HUBZone small businesses (HUB).
Offerors must complete eleven sections including: type of plan selection (individual, commercial division-wide, or commercial company-wide), specific dollar and percentage goals for each small business category, identification of products and services to be subcontracted, goal development methodology, methods for identifying potential sources, treatment of indirect costs, designation of a program administrator, good faith efforts to ensure equitable opportunity for small businesses, flow-down clause requirements to subcontractors exceeding $900,000, and recordkeeping procedures. Contractors are required to submit compliance reports using SF 294 forms within 30 calendar days following each reporting cycle (October 1-March 31 and April 1-September 30) and a final report within 60 days after contract completion. The template provides guidance on maintaining source lists, documenting outreach efforts, and tracking subcontract awards exceeding $350,000 to demonstrate compliance with stated subcontracting goals.

Attachment E This template is to help offerors comply with the requirement outlined in Federal Acquisition Regulation (FAR) 52.219‐9 entitled "Small Business Subcontracting Plan."
While this template is intended to be consistent with FAR 52.219‐9, other formats of a subcontracting plan may be acceptable. However, failure to include the essential information as exemplified in this model may be cause for either a delay in acceptance or the rejection of an offer where the clause is applicable. Further, the use of this model is not intended to waive other requirements that may be applicable under FAR 52.219‐9 or that may appear in the Government’s solicitation. "SUBCONTRACT," as used in this clause, means any agreement (other than one involving an employer‐ employee relationship) entered into by a federal government prime contractor or subcontractor calling for supplies or services required for performance of the contract or subcontract.
Guidance, instructions, or other clarifying statements are included in bold, italicized or highlighted font and should be deleted prior to submission.
The following are FHFA’s overall subcontracting goals and the Small Business Administration’s guidance. This information is provided to be informative, but contractors should propose subcontracting goals that are meaningful and realistic for the specific requirement.
· 23 percent for small businesses (SB)
· 3 percent of prime and subcontracts for veteran‐owned small businesses (VO)
· 3 percent for service‐disabled veteran‐ owned small businesses (SDVO)
· 5 percent for small disadvantaged businesses (SDB)
· 5 percent for women‐owned small businesses (WO)
· 3 percent for HUBZone small businesses (HUB)
