About this file

This document is an Attachment F Small Business Participation Commitment Document (SBPCD) for Naval Facilities Engineering Systems Command Hawaii's Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architect-engineer services. The solicitation (N6247825R5050) requires all offerors, both large and small businesses, to demonstrate a minimum 20% small business subcontracting commitment. Offerors must complete a detailed participation table specifying dollar values and percentages for various small business categories, including Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), HUBZone, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).

The document provides a structured template for contractors to outline their small business subcontracting strategy, requiring firms to list specific small business subcontractors with firm commitments, including the nature of those commitments (such as teaming agreements or letters of commitment). Large businesses must provide a detailed explanation if they do not intend to subcontract, while the response deadline is set for Wednesday, April 30, 2025, at 2:00 p.m. Hawaii Standard Time. The contract will cover various waterfront and other projects primarily under the Navy's facilities engineering command in Hawaii.
