About this file
This is a cost proposal attachment for the City of Gainesville's promotional testing process for sworn members of the Gainesville Police Department (GPD), covering three rank classifications: Corporal, Sergeant, and Lieutenant. The solicitation seeks comprehensive promotional testing services including a 100-item multiple-choice written examination, assessment center exercises comprising an in-basket oral presentation and administrative writing review, candidate orientation presentations, and assessor training. The scope of work encompasses job description review with site visits and interviews, candidate preparation, examination design and administration with scoring and appeals processes, and assessment center development and scoring. The contract term extends from execution through July 31, 2027, with an optional one-year extension available through July 31, 2028. Vendors must submit separate cost proposals for each promotional process (Corporal/Sergeant and Lieutenant), with a proposal submission deadline of January 26, 2026, at 3:00 p.m., and attendance at a mandatory pre-solicitation meeting is required.
The cost proposal requires vendors to provide itemized pricing for each activity within the promotional process components. Vendors must also provide contingent pricing for the supply of external personnel to evaluate in-basket exercises if GPD elects not to use in-house assessors. The City will reimburse approved travel expenses including flights, hotel, and per diem in accordance with City of Gainesville policies and GSA rates. The solicitation incorporates living wage requirements and encourages participation from local, small, and service-disabled veteran-owned businesses, with potential preference extended to vendors holding a valid City of Gainesville business tax receipt issued at least six months prior to the bid opening and maintaining a physical business address within city limits. Vendors must demonstrate at least three years of experience in police promotional processes and complete a Consolidated State Law Affidavit addressing Florida statutory compliance requirements.
