About this file
This is a cost proposal attachment for a promotional testing process solicitation issued by the City of Gainesville for the Gainesville Police Department (GPD). The City seeks proposals to design and administer a comprehensive multi-component promotional assessment for three ranks: Corporal, Sergeant, and Lieutenant. The services include job description review with site visits and interviews, candidate orientation presentations, design and administration of a 100-item multiple-choice written examination with scoring and appeals procedures, and design and development of assessment center exercises comprising an in-basket oral presentation and administrative writing review component. Each assessment center element requires formatting, scoring program development, appeals procedures, and assessor training for GPD in-house personnel. The contract term extends from execution through July 31, 2027, with an optional one-year renewal through July 31, 2028. The proposal submission deadline was January 26, 2026, at 3:00 p.m. through the City's OpenGov procurement portal.
The cost proposal requires vendors to provide separate pricing for each promotional process component (Corporal and Sergeant combined versus Lieutenant). Vendors must submit contingent pricing for external personnel to evaluate in-basket exercises if the City opts not to use in-house assessors. The City will reimburse approved travel expenses including flights, hotel accommodations, and per diem according to City of Gainesville policies and standard GSA rates. The solicitation incorporates living wage requirements and preferences for local and small business vendors holding a valid City business tax receipt issued at least six months prior to bid opening with a physical address within city limits. Vendors are also encouraged to participate as Small or Service-Disabled Veteran Business enterprises.
