About this file
This is a Vendor Statement of Qualifications document for Pinellas County Board of County Commissioners' RFP 26-0408 for comprehensive Pharmacy Benefit Manager (PBM) Services covering approximately 3,200 eligible county employees. The procurement seeks a qualified PBM firm to provide full-service pharmacy benefit management including claims processing, mail order and specialty pharmacy dispensing, clinical management programs, member services, and retail network management. The RFP process requires proposal submission by March 31, 2026 at 3:00 p.m., with a question submission deadline of March 19, 2026 at 10:00 a.m. The contract will commence January 1, 2027, and will span five years with two optional one-year renewal periods.
Qualifying vendors must meet specific criteria including PBM licensure in all 50 states and territories, management of at least one million Rx lives, a minimum of eight years in business as a full-service PBM or health plan carrier, and current business relationships with 3-5 government or public sector clients in Florida or neighboring states. Vendors must provide a minimum five-year rate guarantee with strong financial competitiveness, be publicly traded or willing to disclose recent financial statements and SOC 2 certifications, utilize their own claims processing system or lease a nationally recognized system, and comply with all elements of Florida's 2023 SB 1550 Prescription Drug Reform Act. Additional requirements include annual Gag-Clause Attestation Letters per the Consolidated Appropriations Act and demonstrated excellent customer service capabilities with performance guarantees around service quality, accuracy, and timeliness. The incumbent vendor is Express Scripts Inc. (ESI). Pricing must be submitted as a five-year lump sum total on a per-employee-per-month (PEPM) basis, with annual adjustments thereafter not exceeding the Consumer Price Index or 3%, whichever is less, and vendors assume dollar-for-dollar risk on pricing shortfalls.
