The question submission deadline is March 19, 2026 at 10:00 a.m., with proposals due electronically through the OpenGov procurement platform by March 31, 2026 at 3:00 p.m. Proposal responses must not exceed 75 pages and must include vendor qualifications, three references from similar-sized accounts with five years of comparable experience, completed Excel worksheets for plan design and financial requirements, and a signed Business Associate Agreement.

Qualified proposers must meet specific vendor requirements including PBM licensure in all 50 US States and territories, management of at least one million Rx lives, a minimum of eight years of experience as a full-service PBM or health plan carrier, publicly traded status or willingness to disclose recent financial statements and SOC 2 reports, and established business relationships with 3-5 government or public sector clients in Florida or neighboring states. Vendors must utilize their own claims processing system or lease a nationally recognized system, agree to provide annual Gag-Clause Attestation Letters, and comply with the 2023 Florida SB 1550 Prescription Drug Reform Act and Florida Statutes Section 626.8825(2). The incumbent vendor is Express Scripts Inc. (ESI). Pricing must be submitted as a five-year lump sum total on a per employee per month (PEPM) basis with detailed pricing for retail, mail order, retail 90-day, and specialty pharmacy claims. Annual pricing adjustments after the initial twelve months are permitted but cannot exceed the Consumer Price Index or 3%, whichever is less, with all pricing guarantees and rebates reconciled and paid within specified timeframes, and vendors assuming dollar-for-dollar risk on any shortfalls.
