About this file
This Responsibility Inquiry document supports the Oregon Secretary of State's Office Request for Quotes for Independent Quality Management Services for the Oregon Centralized Voter Registration Replacement Project, involving Marion County and the City of Salem. The procurement seeks a quality assurance consultant to deliver comprehensive services including risk assessment, quality planning, quality control, quality assurance, and independent solution testing across multiple project phases. Key deliverables include a Risk Assessment report, Quality Standards and Checklists, a Quality Management Plan, Quality Control Reviews, Security Reviews, Quality Status Reports, and Quarterly Quality Assurance Status and Improvement Reports, along with an Independent Master Test Plan with associated testing reports. A voluntary pre-offer conference was scheduled for July 2, 2020, with quotes due by July 13, 2020. The period of performance is estimated from January 2021 through June 2023, with potential for date adjustments. Contract award will be determined based on "Best Value" criteria, evaluating the offeror's experience, qualifications of key personnel, and pricing considerations.
The procurement is exclusively limited to consultants who currently hold a State of Oregon Master Price and Services Agreement to perform iQMS services, significantly restricting the eligible applicant pool. The contract will be funded through federal Help America Vote Act grant funds, with the Maximum Not-to-Exceed Cost serving as the primary pricing consideration. A structured deliverable-based payment schedule is anticipated. No specific set-aside designations for disadvantaged enterprises were identified in the documentation. The project requires comprehensive integration with existing voter registration infrastructure and demands sophisticated quality management oversight throughout the project lifecycle, with Gartner previously identified as demonstrating significant strength in the elections domain based on prior evaluation scores.
