About this file

This is a Mandatory Requirements Checklist for RFP 758 2700000070 issued by the Kentucky Department of Education (KDE) for KETS Network Products & Services. The RFP seeks qualified original equipment manufacturers (OEMs) to provide network products and services to Kentucky public school districts through the E-Rate program. Vendors must bid directly and may submit only one bid per OEM, with each manufacturer allowed to designate no more than three agents or resellers. All proposed solutions, including user-facing interfaces and dashboards, must comply with Section 508 of the Rehabilitation Act of 1973 and Web Content Accessibility Guidelines (WCAG) 2.0 at conformance level Double-A or greater. Vendors must identify Internal Connections and Managed Internal Broadband Services (MIBS) allocation percentages at the individual SKU level and disclose whether MIBS functionality is performed by Artificial Intelligence. Changes to reseller assignments are restricted to April 1 through September 30 annually to ensure continuity during the E-Rate application season.

Vendors must establish an account team including a Single Point of Contact (SPOC), pre-sales engineer, and post-sales support staff knowledgeable in KETS contract details, the E-Rate program, and Kentucky's public school system. All equipment deliveries must occur within thirty calendar days of purchase order receipt, and customers have thirty calendar days from delivery to report any issues. Vendors shall include one year of Primary Service Coverage Timeframe (PSCT) maintenance and warranty in the initial purchase cost, with optional extended coverage available up to 24/7 service. Contract holders must provide and maintain an active link to current pricing lists clearly distinguishing E-Rate eligible and non-eligible products and services. Leasing agreements exceeding $100,000 require KDE approval and must comply with Kentucky procurement and USAC E-Rate requirements. Vendors must provide sales and activity data to KDE quarterly and as directed.
