About this file

This is a Mandatory Requirements Checklist for RFP 758 2700000012 issued by the Commonwealth of Kentucky for an HCM ERP System Replacement - Phase 1 project. The checklist establishes structural and partnership requirements for proposal submission, mandating that offerors provide both software and implementation services as an integrated solution. The RFP requires Software Service Providers (SSPs) to partner with exactly one Systems Integrator (SI), with each SI partnering with only one SSP, and each SSP submitting a single proposal. All software components must be fully integrated and provided by the same SSP. The proposal must address all mandatory components outlined in Sections 3.1.A.1.1 and 3.1.A.1.2, including FedRAMP compliance and hosting services for at least five infrastructure instances covering sandbox, development, preview, production, and training environments. Responses to RFP Section 3.2.7 must be provided in a combined Excel workbook using the supplied Attachment F format.

The mandatory requirements further stipulate that Systems Integrators must provide fixed-fee pricing for implementation and deployment services, with the Statement of Work to be finalized as part of the final agreement. All proposed solutions must incorporate Business Analytics & Reporting and Mobility functionality while ensuring security, compliance, and integration with the Commonwealth's enterprise systems. Vendors must comply with the Commonwealth Office of Technology's AI Policy CIO-126, with AI usage requiring approval from the COT and AI committee. Additionally, all awarded vendors must cooperate fully with the Independent Verification and Validation (IV&V) vendor, providing timely access to project artifacts, environments, documentation, and personnel; participating in IV&V meetings and checkpoints; and responding to IV&V findings and recommendations within mutually agreed timeframes.
