About this file
This is a Public Entity Crimes Statement form required by the Florida Department of Citrus as part of a Request for Proposal (RFP #25-01) for a Japanese Marketing and Trade Representative. The RFP seeks vendors to manage trade representation and promotional programs for Florida Grapefruit in Japan, with proposals due February 19, 2026, at 1:00 PM EST. The selected vendor will operate under an initial two-year contract with one potential three-year renewal option. The anticipated contract award date is July 1, 2026. The contract requires vendors to demonstrate expertise in market research, marketing, public relations, advertising, and trade representation targeting consumers, media, and trade channels including importers, wholesalers, retailers, food manufacturers, and foodservice operators. Evaluation criteria include a 100-point scoring system assessing marketing and PR experience, trade experience, strategic approach, agricultural and food industry experience, geographic coverage capability, measurement and reporting, USDA-FAS funding program experience, cost-value proposition, and financial control assessment.
The total annual budget is approximately $800,000 for Florida Grapefruit marketing in fiscal year 2026-27. Vendors must propose a monthly retainer fee covering staff time, in-country travel, and administrative expenses, with a separate line-item budget for program expenses and third-party vendor payments. The contract includes a 1% MyFloridaMarketPlace transaction fee, and payments will be made after services are rendered and invoices are submitted with proof of performance, subject to a 40-day billing cycle. This sworn statement document requires vendors to attest under oath that neither they nor their affiliates have been convicted of public entity crimes as defined under Florida Statutes Section 287.133, with the form valid through December 31 of the filing year. The statement must be executed before a notary public and submitted as a mandatory attachment to the proposal, along with vendor certification forms, conflict of interest documentation, and financial control assessments.
