About this file
This is a Financial Control/Risk Assessment attachment to RFP #25-01 issued by the Florida Department of Citrus for a Japanese Marketing and Trade Representative position. The RFP seeks proposals from companies to manage trade representation and promotional programs for Florida Grapefruit in Japan. The assessment form requires responding contractors to provide detailed information about their financial management practices and internal controls as part of the evaluation criteria outlined in Section 5 of the RFP.
The Financial Control/Risk Assessment evaluates three primary areas: (1) the frequency and availability of published financial statements upon client request; (2) the contractor's engagement of outside accounting firms to audit annual financial statements and review internal control systems, with the ability to provide these reports upon request or, alternatively, a detailed description of internal controls if no outside audit is conducted; and (3) the contractor's capacity to pay third-party vendors with reimbursement from the Florida Department of Citrus following within 30 days, as the department is prohibited from making direct payments to entities other than the primary contractor. Prospective bidders must demonstrate financial stability and adequate cash flow capabilities to support operations under these payment terms.
