About this file

This is a Pre-Proposal Inquiry (PPI) submission form containing contractor questions and requests for clarification regarding solicitation N4008525R0144 for a generator installation project at Building 31 for NMCI. The inquiries span multiple technical and operational areas related to the proposed work.

The inquiries address critical specification gaps and ambiguities across several disciplines. Structural concerns include clarification on automatic transfer switch inclusion, vertical rebar detailing (hook requirements), rebar mat configuration (single versus double mat), and conflicting foundation specifications referencing both 12-inch thick mat foundations and 18-inch elevated slabs. Foundation and site work questions seek confirmation on PVC drain tie-in requirements, manhole cover specifications and load ratings, soil bearing pressure verification requirements (1,500 psf assumed), and brick veneer flashing details. Operational and traffic management inquiries request confirmation regarding roadway blockage and parking space utilization near Building 30, outage scheduling restrictions (after-hours/weekend only), maximum allowable outage durations, temporary generator requirements for shipyard operations continuity, and acceptability of water-filled barriers in lieu of concrete jersey barriers. Additional clarifications address cross-hatch paint application scope (approximately 50 linear feet in front of generator platform), electrical storage stanchion responsibility (government-furnished versus contractor-furnished) with cable rack sizing and finish specifications, and integral fuel tank sizing parameters relative to the 100-percent load for 24-hour operational requirement. These inquiries indicate the contractor's need for refined technical specifications and operational parameters before finalizing proposal responses.

Spec Section 26 36 23 Automatic Transfer Switch is not included in the Specs, please provide revised specs.
S-301A1Section A1 on S301 Wall rebar: IS the vertical rebar intended to have a hook at the top and bottom?
S-301A1 & A2Key Note #1 calls for rebar to be 12” OC EA way, EA Face, but the details (A1 & A2) on sheet S-301 shows a double mat of rebar. Is the intent to have a double mat of rebar or a single mat for the foundation?
Please confirm whether we will be allowed to block off the roadway and utilize the parking spaces up against Bldg 30 for one way traffic.
Please confirm that all outages are to be performed after normal working hours or during the weekend as stated on the drawings.
Please confirm that water filled barriers are acceptable in place of concrete jersey barriers
Please confirm that cross hatch paint is to only be applied in front of the new generator platform up to building 885 and no further. (Approx 50 LF)
Can a brick veneer detail be suppiled to detail flashing, weeps, and termination details?
S-101, S-201, S-202, S-301Sheets (S-101, S-301) reference both a 12" thick mat foundation and an 18" thick elevated slab. Please clarify.
S-101The foundation drawings show 6" PVC drain holes in the mat slab . Please confirm if these drains are to be tied to the site storm system, daylighted, or left open to subgrade.
S-101Sheet S-101 references a ductile iron, light-duty, waterproof manhole cover with hinge and pick-hole. No manufacturer or NAVFAC standard detail is provided. Please clarify the acceptable product and load rating.
General notes require outages to be conducted on nights/weekends . Please confirm the maximum allowable outage durations and whether a temporary generator must be provided to support shipyard operations.
Electrical notes specify storage stanchions for portable generator/load bank cables . Please confirm whether the stanchions are Government-furnished or contractor-furnished, and provide details for cable rack sizing and finish.
Does the Government have an integral fuel tank size expected for this project or is this to be determined by the 100% load for 24 hour requirement?
The foundation design assumes allowable soil bearing pressure of 1,500 psf . Please confirm if the contractor is required to verify soil capacity prior to construction.
