About this file

Attachment D is a photographic document prepared by Sacramento County's Department of Waste Management & Recycling depicting the four extraction wells requiring destruction at the closed Elk Grove Landfill located at 9660 Ecology Lane in Sacramento, California. The attachment contains ten photographs showing the external and internal conditions of extraction wells EW-1, EW-4, EW-5, and EW-6, providing visual documentation of the vault structures, casing dimensions, sidewall distances, and residual compressed air piping and supports that must be removed during decommissioning. These images serve as reference materials for bidders to assess the scope of work required for comprehensive well destruction, including pressure grouting, overdrilling, vault removal, and debris management. The non-mandatory pre-bid meeting is scheduled for November 13, 2025, at 10:00 a.m. on-site, with questions due by November 20, 2025, at 5:00 p.m. and responses published by November 26, 2025. Sealed bids must be electronically submitted via the Sacramento County Electronic Bidding Portal by December 4, 2025, at 2:00 p.m., with the contract term set at 45 calendar days and work permitted between 7 a.m. and 6 p.m. seven days per week, excluding legal holidays.

The estimated construction cost is $100,000.00, with award based solely on the base bid. Bidders must provide bid security of at least 10 percent of the aggregate bid sum and will be required to execute material and labor Payment Bonds and Performance Bonds for 100 percent of the contract price. The successful bidder must be a California C-57 licensed drilling contractor registered with the California Department of Industrial Relations and compliant with prevailing wage requirements. Additional requirements include providing valid Certificates of Reported Compliance for vehicles subject to California Air Resources Board Advanced Clean Fleets regulations and submitting a Contract Specific Safety Plan and Water Pollution Control Plan within 15 calendar days of contract execution. Liquidated damages are assessed at $500 per calendar day for project delays. The procurement does not specify set-aside designations for disadvantaged enterprises.
