DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01000 - SPECIAL PROVISIONS
1.01 BACKGROUND
Sacramento County Department of Waste Management & Recycling (DWMR) plans to destroy four extraction wells on the perimeter of the closed (1978) Elk Grove Landfill. The extraction well locations are shown on Attachment C.
A well drilling contractor (Contractor) will be engaged per this contract to destroy and remove the vaults associated with these four extraction wells.
1.02 PROJECT LOCATION
Elk Grove Landfill west of Waterman Road, 0.3 mile south of intersection of Waterman and Bond Roads Elk Grove, CA 95624
1.03 SCOPE OF WORK
SACRAMENTO COUNTY WELL PERMIT REQUIRED – Prior to the Contractor’s mobilization to the Project site, the Contractor will prepare the extraction well destruction permits and will provide the Engineer with a copy of the application for review prior to submittal to the Sacramento County Environmental Management Department (EMD). The Contractor shall make corrections as necessary.
Following submittal to the EMD, the Contractor will provide a copy of the signed permit to the Engineer.
The Contractor shall sign a statement to the Engineer at that time that the Contractor understands that the Retention (see Section 8-7 of the Sacramento County Standard Construction Specifications) will not be paid to the Contractor until the provisions of Section 8-7 are satisfied and until the Contractor provides completed copies of the State of California Well Completion Reports. The fee for the permit issued by the EMD will be paid for by the Contractor.
GENERAL PROVISIONS – The work under this contract includes the pressure grouting, overdrilling, and removal of the vault boxes and associated equipment within the vault for four extraction wells. The extraction wells are designated EW-1, EW-4, EW-5, and EW-6. Access to water will be from a hydrant at Kiefer Landfill or hose bib at the Sheriff station adjacent to Elk Grove Landfill at 9250 Bond Road and will need to be transported to each drill site, as needed.
Following procurement of permits and prior to any field activities, the drilling contractor will contact Underground Service Alert (USA) for clearance of underground utilities. The County will mark the location of the wells prior to the Contractor contacting USA.
The methods and procedures to be used during the pressure grouting, overdrilling, and removal of the vaults for the project is presented in the following sections.
WELL DESTRUCTION AND DRILLING – The extraction wells will be destroyed using pressure grouting methods and the upper five feet of the borehole will be overdrilled using hollow stem auger.
Disposal of drill cuttings and any refuse generated is discussed in Section 1.25. Construction details for each extraction well are included in Attachment E.
The four extraction wells will be pressure grouted by a California C-57 licensed drilling contractor. A tremie device or equivalent will be lowered to the bottom of the well casing and raised as neat cement grout is placed into the well to the surface. Approximately 25 pounds per square inch of pressure will be applied for five minutes to force the grout through the screened interval and into the sand pack. Using a hollow stem auger, the upper 5-feet of the well will be over drilled to remove the well casing and annular material. The subsequent hole will be backfilled with neat cement grout and the upper six inches will be covered with soil or equivalent to match the existing and surrounding surfaces.
VAULT REMOVAL – The vaults associated with each of the extraction wells will be removed by the Contractor and backfilled with soil or equivalent to surface grade to match the existing and surrounding surfaces. Residual small diameter compressed air piping and its supports in two of the vaults must also be removed. Photos for each extraction well vault are included in Attachment D. Since the EW-6 vault is located in a parking lot, its vault can remain, in which case the vault must be filled with grout to just below the vault lids, which can be left in place. Otherwise, the EW-6 vault will have to be removed and proper road base and pavement constructed.
Waste associated with the well destructions will be disposed of by the drilling contractor.
