a. Evaluation Factors and Basis for Award. The Government will award a contract to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This will be done by a comparative evaluation of the offers.

b. The following factors will be evaluated as part of the comparative analysis: (1) Factor 1 – Past Experience. This factor will be used to assess the Offeror’s experience on contracts or Task Orders providing Temporary Housing Services or other services of a similar nature, size, scope, dynamic environment, and complexity, utilizing a comparable number of personnel with like skills. (2) Factor 2 – Past Performance. This factor will be evaluated as a measure of the Government’s confidence in the offeror’s ability to successfully perform based on previous and current contract and/or task order efforts. (3) Factor 3 – Price. This factor shall be used to assess the fairness and reasonableness of the Offeror’s proposed price.

c. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:

(1) FACTOR 1 – Technical Capability/Past Experience. This factor will be used to assess the Offeror’s experience providing Temporary Housing Services. The proposal will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to offerors section of the solicitation.

(2) FACTOR 2 – Past Performance. Past Performance will be evaluated as a measure of the Government’s confidence in the offeror’s ability to successfully perform based on previous and current contract and/or task order efforts. The Government will evaluate the past performance data submitted for recency, relevancy, and confidence. Relevancy of past performance data will be determined by considering performance on contracts and/or task orders of a similar nature, size, scope, dynamic environment, and complexity, utilizing a comparable number of personnel with like skills. Some past performance data may be considered more relevant to this RFP than other data. The offeror shall demonstrate satisfactory performance under contracts with similar requirements, similar being defined in terms of size and complexity of this solicitation. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Recency of past

AND COMMERCIAL SERVICES (NOV 2021)

Offerors should address in detail their Technical Capabilities by describing their proposed approach to each factor. All factors will be considered based solely on the proposal provided, to the extent in which the proposal demonstrates a clear understanding of the requirements, and the contractor’s ability to meet those requirements.

performance will be determined by the submission of past performance examples that occurred within the past ten (10) years. Offerors that fail to submit the requirements in the 52.212-1

INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021) and the ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS— COMMERCIAL ITEMS (MAR 2020) may not be considered for award.

(3) FACTOR 3 – Price. One copy of the following documents must be submitted:

a. Signed SF1449 and any SF30’s – if any Amendments

b. Completed Price Schedule of all Line Items (for the location being proposed)

c. Representations and Certifications from System of Award Management (SAM.gov)

Submitted prices will be evaluated for fairness and reasonableness.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Evaluation Approach: The Government will evaluate offers using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where offers will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider an offer other than the lowest price that provides additional benefit(s). Offers may exceed minimum requirements of the solicitation. The Government reserves the right to select an offer that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is NOT requesting or accepting alternate offers. The offerors shall follow the instructions in FAR 52.212-1 and Addendum to FAR 52.212- 1 in submitting their offers.

THE GOVERNMENT RESERVES THE RIGHT TO AWARD TO OTHER THAN THE LOWEST

PROPOSED PRICE. The degree of importance of price as a factor in determining award could become greater depending upon the equality of the offers evaluated in the non-price factors.

The greater the equality of offers within the non-price factors, the more important price becomes in selecting the best value to the Government.

Failure to provide a complete offer can constitute an offer being found as non-responsive.

(d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this contract to the quoter's total price. For example, if the contract includes option periods that are exercisable under FAR 52.217-9, the quoter's total price for the purpose of evaluation will include the base period, all option periods, and an additional six months of the last option period. Quoters must price only the base and option periods specified in the contract line-item numbers (LINs), and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s). (End of Provision)
