1. SCOPE
1.1 These Detail Specifications contain the requirements for
general repairs and piping upgrades on the NOAA Ship Thomas Jefferson (formerly USNS Littlehales T-AGS 52).
1.1.1 The National Oceanic and Atmospheric Administration
(NOAA) operates a fleet of research vessels that supports research and mapping for the National Marine Fisheries Service, National Ocean Service, Office of Atmospheric Research and the National Weather Service, as well as provides support to other Federal agencies. These research missions are time sensitive and therefore the data must be collected at specific times during the sailing season to be meaningful. At the end of each sailing season the vessels enter a repair period (drydock or dockside) to address repairs that have been previously identified, perform upgrades to mission systems or ship systems that either extend the life of the ship or provide new data collection capabilities or for safer operations of ships systems as well as address any emergent work that would adversely affect the ships ability to safely perform its mission on schedule , while meeting all regulatory body requirements (American Bureau of Shipping and United States Coast Guard) and all habitability requirements, including any that may be required as a result of contracts for personnel to augment ship staff.
1.1.2 The work items in the repair specification are
identified well in advance of the performance period in order meet the contracting lead times. Additional work items (emergent work) may arise during the period between the work package submittal, contract award, or even prior to the start of or during the contract performance period. In accordance with Commerce Acquisition Regulation (CAR) clause 1352. 271- 72, the Contracting Officer may order additional changes during the contract period of performance to address any additional work items identified as necessary to ensure the intent of the drydock or dockside repair contract is met; that is, that the vessel shall be able to safely perform its mission, that it will meet all habitability requirements and regulatory body requirements, and that such repairs will be timely performed to ensure to the maximum extent practicable that the ship's schedule is not adversely impacted.

a. Provide an electronic copy, in Adobe Portable Document Format (PDF), and two hard copies of all Condition Reports.
b. Include in the Safety Plan detailed procedures for the following:
1. Confined and Enclosed Spaces and Other Dangerous Atmospheres – All confined spaces must be considered to have a hazardous atmosphere until demonstrated to be safe via testing by the Competent Person. Confined spaces may contain high concentrations of harmful gases and other environmental conditions that can cause injury, illness, or death. Include in this section the procedures for personnel to enter and work within confined spaces.
2. Control of hazardous energy (lockout/tagout (tags-plus)) – All machines, equipment, and pressurized systems are to be isolated from their energy source and at a minimum tagged out in addition to locking out (if the equipment can be fitted with a locking device) before any servicing or repair work is performed where the unexpected start up or release of energy could cause injury or death. In addition, lockout/tagout
3 | P a g e shall be used whenever personnel are required to remove a guard or other safety device or required to place any part of personnel’s body in a danger zone of any machine, equipment, or system. 2.4 Notes
2.4.1 Hazardous Materials:
a. NOAA Ship Thomas Jefferson was constructed between 1988 and 1991. There was no asbestos used during the construction and any asbestos requirements contained in the referenced Standard Specifications do not apply.
b. Several items in this specification require gas freeing of tanks, in order to accomplish the required work.
Prospective bidders should be careful not to duplicate the costs of gas freeing where tank(s) are required to be gas freed to perform work in more than one item.
c. The contractor is responsible for the control, handling, and disposal of any hazardous materials generated during accomplishment of this contract.
2.4.2 Reference 2.1.4 was used in the identification, location, and naming of spaces within these Detail Specifications. Even though reference 2.1.4 has been modified since construction, differences still exist.
2.4.3 Ship’s force may schedule work items to be
accomplished by ship’s force concurrent with these Detail Specifications. Ship’s force work items will be scheduled and coordinated with the contractor to not interfere with the work required in these Detail Specifications.
2.4.4 Ship Safety Procedures. NOAA Ship Thomas Jefferson has
her own safety procedures to include Confined Space Entry Program, Lockout/Tagout, Hotwork Operations, and Marine Operations Fall Protection Program. Ship’s force will continue to use the ship’s safety procedures during accomplishment of ship’s force work items.
2.4.5 Habitability
a. The ship shall be deemed uninhabitable when any one or a combination of the following conditions exist and it is impossible for management to correct the problem in a timely manner (4 hours or as noted below):
1. Heat and/or air conditioning is not furnished.
2. Potable water (hot or cold) is not provided for a period of 12 or more consecutive hours.
7 | P a g e
E
3. When a working toilet shower and sanitary drainage are not furnished.
4. At all times when the vessel is in drydock overnight, unless the ship is fully habitable with all facilities including heat and/or air conditioning, lights, hot and cold running water, shower and sanitary facilities (working toilets and sanitary drainage). Portable toilets do not meet the requirements for sanitary facilities.
5. Work such as chipping, welding, riveting, hammering and/or pounding, or other noises of a similar nature are being performed in or around vessel personnel quarters or noxious fumes are present that disrupts the employees’ ability to rest for more than three (3) hours. Note: Wage mariners not assigned to a watch, are assigned to work during eight (8) hours of duty between 0800 and 1700. Monday through Friday.
6. Flooding of quarters or common areas due to bilge or sewage backup not repaired within 24 hours.
b. When a vessel is in port and declared uninhabitable, no employee will be allowed to live on board. Individual quarters may be deemed uninhabitable when the respective quarters have been painted, the paint is not absolutely dry, and other suitable quarters are not furnished aboard. It is also not intended that any wage mariner shall be assigned to sleep in a flooded berthing area.
