About this file

This document is a Special Project Specifications file for Dam Mowing and Dam Maintenance work performed on National Forest Service lands.

The work encompasses vegetation management and debris removal on dams, spillways, and designated adjacent areas using both mechanical and hand treatment methods. Mechanical operations include tractor/skid steer mowing with bush hog attachments, specialized equipment such as track excavators with brush cutters, and mini-excavators for debris removal. Hand treatment covers inaccessible areas including riprapped sections, wet areas, hillsides, and work around structures using weed eaters, brush cutters, chainsaws, and rakes. All grass, brush, shrubs, and small trees must be cut to no higher than 6 inches, while vegetation around fences, signs, and structures must not exceed 4 inches in height. The treatment area extends from the water's edge or top of riprap on the upstream side to the dam toe on the downstream side, including full spillway width and adjacent mowed areas. Debris disposal methods include piling (maximum 10 feet height), chipping (maximum 4 inches thickness), scattering outside mowed areas, removal from the project with documentation, or burial in designated areas. Hazardous materials, tires, and non-woody materials must be disposed of off National Forest lands according to federal, state, and local regulations. Additional requirements include seeding and mulching disturbed areas with Kentucky 31 fescue, placing orange warning signs (minimum 24"x24") before work begins, providing personnel trained in chemical handling and first aid, managing all spills at contractor expense, protecting archaeological sites, and cleaning all equipment prior to transport. Routine Dam Maintenance is measured by acre, while non-routine maintenance is measured by acre, each, or lump sum. Contractors must provide 48-hour notice before beginning work, and mobilization costs are not separately compensated. Payment is made at the contract price per unit for work meeting all specified requirements, with no additional compensation for incomplete or non-compliant work.

Requirements

Routine Dam Maintenance

Treatment Method.

a) Mowing. This work will consist of cutting the vegetation on the dam faces, areas below the dam, spillway(s), and other areas shown on drawings or attachments. Grass, brush, shrubs, and small diameter trees shall be cut to a height no higher than six (6) inches. Mowing shall be done by mechanical means, normally with a tractor and bushhog, or by hand. The mowing operation should be done in a manner to not create berms, piles and/or wind-roles of cut material that could damage the vegetation in or around the treatment area.

b) Hand Treatment. Trees that fall within the mowing areas and are too large to be mowed shall be cut flush with the ground by hand and removed. Vegetation along fences, signs, benches, concrete and other manmade structures shall be cut to a height not to exceed 4” in height.

Treatment Area. Routine dam maintenance treatment area is from the edge of the water or top of the riprap, on the upstream side, to the toe of the dam on the downstream side, spillways, and adjacent mowed areas. Spillways will be mowed across their full width and length including all berms and 10’ above the spillway floor on the uphill side, unless otherwise shown or directed. The mowed areas below or adjacent to the dam shall also be treated to their current full widths and lengths. An area with riprap or smaller stone that is accessible with a tractor or skid steer with a mower is included as part of the mowing area when shown on the exhibits. Some areas may be extremely wet in the spring and may require hand treatment to prevent rutting and vegetation damage.

Debris Treatment. Logs, trash, tires, and other debris that are deposited on the upstream face of the dam or in the spillway(s) during high water events are to be removed. Remove logs, trash, and other debris off of, within, and around the inlet structure. Constructed fire rings, within the treatment area, made of rocks or other material shall be disassembled with rocky material placed in riprap areas. Trees along the edge of the mowed areas that have come down and are partially or wholly within the maintenance area are to be removed. Cans, tires, glass and other non-woody material, excluding rocks, shall be disposed of off

National Forest lands. Debris shall be treated as described in the Disposal Section and as shown on the

Drawings, the Description of Work, or as directed by the Forest Service.

Disposal Methods

Woody material shall be disposed of by one or more of the following disposal methods as shown on the

Drawings, Description of Work, or as directed by the Forest Service. Hazardous materials, tires, metal, aluminum, plastics, and other non-woody materials shall be disposed of off National Forest lands.

Dispose of materials as shown below:

a) Piling. Pile woody debris in areas designated on the drawings, staked on the ground, or designated by the Forest Service. Material shall not be piled against standing timber, placed on the dam, or within the spillway, and shall not exceed a height of ten (10) feet.

b) Chipping. Chip woody material in area(s) designated by the FS or as shown on the drawings.

Chips shall be spread evenly over the area with a thickness not to exceed four (4) inches.

c) Scattering. Scatter trees and other woody material outside the mowed areas.

d) Remove from project. Dispose of material legally off the project area. Furnish a statement documenting the nature and quantity of material processed or sold for recycling. Otherwise, furnish a signed copy of the disposal agreement before disposal begins.

e) Bury. Bury debris in trenches or pits in areas designated by the Forest Service. Tires and hazardous material shall not be buried.

f) Hazardous material and tires. Furnish a copy of all disposal permits. Dispose of material off

National Forest land and according to Federal, State, and local regulations.

Seeding and Mulching

Areas in which the ground has been disturbed and bare soil is present shall be seeded and mulched to re-establish ground cover. Fertilizer is not required unless shown on the Plans or stated in the Description of

Work. Seed shall be Kentucky 31 fescue or equivalent while mulch shall be weed free. Do not seed or mulch during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, hard pan, or not friable. Seed and mulch are to be applied using a dry method which can be accomplished by hand or mechanical means. Mulch shall be applied within 48 hours after seeding.

Public Safety

This work consists of protecting the public by placing temporary warning signs adjacent to and within the project area. Trails within the treatment area shall be signed on all access points to warn users of work in progress. Furnish and install warning signs before the start of maintenance work. Signs shall be black lettering on an orange background and shall be a minimum size of 24”x24”.

Protection of Personnel, Property and Landscape.

Perform all operations in a prudent, conscientious, safe, and professional manner. Ensure that all personnel involved in dam maintenance are trained for the level of expertise required for the proper performance of the task in the areas of chemical incompatibility, general first aid procedures, and spills.

Provide personal protective equipment appropriate to the task and to ensure safe handling of hazardous materials. Notify the Forest Service of all hazardous material that may be brought onto or found on the

National Forest.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Spills or leaks shall be cleaned up to the satisfaction of the Forest Service and in a manner that complies with Federal, state, and local laws and regulations.

Protect existing facilities, features, signs, markers, structures, vegetation, and improvements. Damage to any or all shall be repaired at contractor’s expense.

Do not disturb the area(s) beyond the treatment area unless otherwise shown on the Drawings or directed by the Forest Service.

Do not excavate, remove, damage, alter, or deface any archeological or paleontological remains or specimens. Control the actions of employees and subcontractors on the project to ensure that protected sites are not disturbed or damaged. Should any of these items be encountered, suspend operations at the discovery site and notify the CO. Operations can continue in other areas of the project away from the discovery site. The CO will inform the Contractor when operations may resume at the discovery site.

Mobilization

Mobilization consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the obtaining of permits, insurance, and bonds.

All equipment and trailers shall be “washed” with all mud, debris, weeds, grasses, and seeds removed prior to being allowed on the project. The Forest Service shall inspect all equipment prior to being unloaded off the transport vehicle.

Mower decks and equipment shall be cleaned of grasses, weeds, and seeds prior to leaving each dam area and moving to another. This process can be completed by manual cleaning, using air form a compressor or leaf blowers.

The Contractor shall give the Forest Service a minimum of 48-hour notice prior to beginning any work.
