About this file

This is a Statement of Work (SOW) for the Tell City RD Dam Maintenance project issued by the US Department of Agriculture (USDA) Forest Service.

The project involves maintenance work on seven dams and ponds located on the Hoosier National Forest in Indiana: Celina Lake Dam (11.2 acres), Indian Lake Dam (11.0 acres), Saddle Lake Dam (9.5 acres), Tipsaw Lake Dam (15.0 acres), U-38 Dam (8.0 acres), German Ridge Lake Dam (0.5 acres), and Branchville Pond (0.5 acres). The scope of work consists of three primary tasks: (1) dam mowing and trimming to maintain vegetation at 6 inches or less on dam structures, auxiliary spillways, and surrounding areas, including trimming around inlet and outlet structures up to 20 feet; (2) dam maintenance involving removal of trash, logs, debris, and disassembly of unauthorized fire rings; and (3) roadway mowing of access roads and 3 feet along both sides during the first project entry each year. Work must be performed Monday through Friday between 0630 and 1700 EST, with no weekend or federal holiday work permitted. The contractor must provide appropriate equipment such as tractors with mowers, skid-steer loaders, and excavators; metal tracked machines are not acceptable. The Forest Service will provide contractor access keys for closed gate areas and conduct site inspections and final inspection upon project completion. The contractor must notify the Contracting Officer Representative (COR) 48 hours prior to starting work, designate a Point of Contact, and secure all equipment onsite in existing parking areas. Performance standards require mowing all areas to 6-inch height without piling or windrow damage, complete removal of all trash and debris to designated disposal areas, and visual 100% measurement surveillance for all three work categories.

Project Tell City RD Dam Maintenance

General Information

1.0 Scope of Work

Dam Maintenance on this project consists of mowing the dams and areas around the dam, clearing debris on and around the dam and inlet/outlet structure and brushing designated areas.

2.0 Background

The Hoosier NF has several lakes and ponds located on the forest. The lakes and ponds were mainly constructed for flood control and recreation as side use. The dams were constructed between 1939 and up to 1988. The dams in this project have regularly been maintained including mowing, structure repairs and improvements. Access to the dams is provided by FS roads.

Contractor Requirements

3.0 Technical Requirements / Tasks

Describe the specific tasks or work the contractor must perform. Provide directions on any specific methodologies.

• Project work items list.

o Dam Mowing/trimming consists of mowing the dam structure, auxiliary spillways and areas below and around the dam structure. Vegetation to be mowed to a height of 6” or less. Contractor is responsible for trimming vegetation around the inlet and outlet structure up to 20’ including the rip rap areas. Trimming also includes all signs, benches, fences, Early Warning Systems and any other structure located within the mowing areas.

o Dam maintenance consists of removal of trash, logs and other debris located on the face of the dam, spillways, associated mow areas and the inlet and outlet structures. Constructed fire rings within the mow areas will be disassembled with rock placed back in rip rap area and burned waste removed. Misc. logs and debris located in the mow areas will be moved to disposal areas including ones that are partially in the rip rap areas, water and wooded areas. Disposal area will be identified by the COR for the project.

o Roadway Mowing consists of mowing the roads during the first entry of the project each year. The mowing consists of mowing the roadway and 3’ +/- along both sides of the roads to provide clear access to the project area.

o Mobilization will not be a separate work item. Mobilization includes the cleaning of all equipment to be used on the project with inspections of equipment required prior to unloading the equipment.

o Dam maintenance projects follow attached Project Specifications.

• Project equipment requirements. The following equipment is what is anticipated to complete the project. The project work should be completed using the appropriate equipment for the task.

o Mowing type work required mowing equipment (Tractor with Mower, Skid-steer with mower attachment, mowers, etc.) Metal tracked machines will not be acceptable for the project.

o Clearing and Debris requires equipment designed for the work (excavator w/attachment, skid steer, tractor with loader, etc.). Manual labor could be required for this portion of the project.

• The following are the dams to have work completed on this project. A detailed description of work will be attached for each dam’s project work areas.

o Celina Lake Dam (11.2 Acres) o Indian Lake Dam (11.0 Acres) o Saddle Lake Dam (9.5 Acres) o Tipsaw Lake Dam (15.0 Acres) o U-38 Dam (8.0 Acres) o German Ridge Lake Dam (0.5 Acres) o Branchville Pond (0.5 Acres)

• Project Timeframe, work hours and work area.

o Project timeframe will be between Monday and Friday (workweek) between the hours of 0630 to 1700 EST. No work will be done on weekends or Federal holidays.

o Equipment may be stored onsite during the project but is required to be removed when the project is completed and accepted.

4.0 Government Furnished

• The project will require access behind closed gates on the Forest. The contractor will be provided with a contractor key for accessing closed areas for the use on the project.

• Forest Service will make site visits for inspections and monitoring the progress. A final inspection will be completed once the contactor has completed all the project work and made a request for Final Inspection

5.0 Deliverables / Schedule

• Contractor will notify the COR 48 hours prior to starting the project. This allows scheduled time for equipment inspections.

6.0 Contractor’s Key Personnel

The contractor will inform the Forest Service COR of the “Point of Contact” for the project prior to starting and work.

7.0 Security Requirements

Contractors are responsible for securing their equipment and supplies for the project. The FS will not provide special parking areas and/or storage areas for the contractors and/or subcontractors’ equipment and/or supplies. Equipment storage will be onsite in existing parking areas or locations that are acceptable to the FS.
