About this file
This is a Statement of Work for routine dam maintenance services for the Tell City Ranger District of the U.S. Forest Service.
The project requires contractors to perform routine maintenance on seven Forest Service dams located in Perry and Crawford Counties, Indiana: Celina Lake, Indian Lake, Saddle Lake, Tipsaw Lake, U-38 Lake, German Ridge Lake, and Branchville Pond. Each dam requires two complete mowing cycles, with the first mowing to be completed prior to June 15th and the second prior to August 30th. Total treated acres across all dams equal 111.4 acres (calculated by multiplying individual dam acreage by two mowing cycles). Maintenance work includes mechanical and hand mowing of dams, spillways, and surrounding open areas; removal of logs, debris, and trash; cutting of briers, grass, and shrubs; removal of fallen trees; disassembly of constructed fire rings; and protection of signs, benches, fences, and early warning systems. Vegetation adjacent to structures and outlet pipes must be cut to a 20-foot minimum clearance. Contractors must provide manufactured warning signs measuring at least 24" x 24" at both ends of each project area to warn hikers and the public. Upon completion of all scheduled maintenance, contractors must request a final Forest Service inspection to confirm all work items have been completed. A formal pre-bid meeting is scheduled for 9:00 a.m. CST on a date to be announced at the Tell City District office, with questions also accepted via email to Jason.harrison@usda.gov. Award selection will be based on price and technical acceptability of the proposal.

Perry County – German Ridge Lake, Saddle Lake, Tipsaw Lake, Celina Lake, Indian Lake, and Branchville Pond.
Crawford County – U38 Lake
Routine Dam Maintenance:
• The work consists of mowing the dams, spillways, and open areas below and around the dams.
• Removal of logs and debris.
• Cutting of briers, grass, and shrubs by hand or mechanical means within areas shown on the attached Exhibits and described in the Dam Maintenance Specifications.
• Work will also include removing fallen trees in and along the edge of the mowed areas.
• Removal of trash, logs, and other debris from the face of the dams, spillways, associated mowed areas, and inlet and outlet structures.
• Misc. logs that are partial in the rip rap and mow area should be removed and not pushed back into the rip rap, lake or wooded area.
• Constructed fire rings, within the maintenance area, made from rocks or other materials shall be disassembled with rocks placed back on rip rap areas.
• Signs, benches, fences, Early Warning System and other markers shall be protected and vegetation around them cut by hand.
Mowing of vegetation shall be done by mechanical means or, in areas inaccessible by mechanical equipment, by hand. Vegetation adjacent to structures and outlet pipes shall be cut 20’ minimum around the structures (including rip rap or rocked areas). Debris deposited on the dam structures shall also be removed and placed in an area designated by the FS.
Riprap areas, inaccessible with a tractor and mower, are not included in routine dam maintenance, except areas around the inlet and outlet structures. Other work not shown above as routine maintenance will not be part of the project.
The dams shall have routine maintenance completed on them as shown on Table 1.
The contractor is required to complete all work items listed in the Routine Dam Maintenance at all scheduled mowing. After all scheduled routine maintenance has been completed the contractor will request a final inspection from the Forest Service, the FS will inspect the project areas to confirm all items have been completed.
Most of the dams for this project have trails that run along the top or they are considered a recreation area. The contractor will need to provide warning signs at both ends of the project to warn hikers and the public. The warning signs will be manufactured sign with a size of at least 24”x24”, temporary stands are acceptable.
