5.3 Evaluation Factors for Award

Quotes will be reviewed and evaluated in accordance with FAR 13.106-2 utilizing comparative evaluation. Award will be made on the basis of best value that meets the technical requirement contained in this solicitation. The technical quote will be evaluated separately from the price Quote. Quotes will be evaluated utilizing comparative analysis to determine the offer that best meets the needs of the government Technical Capabilities

1. Past Performance will be evaluated and will be used as part of the overall tradeoff analysis in the best value determination. References will be evaluated, along with any other information obtained by the contracting office, to evaluate the Offeror’s past performance. The Government may also consider information obtained through other sources, including Past Performance Information Retrieval System (PPIRS). Past performance information will be utilized to determine the quality of the Offeror’s past performance as it relates to the probability of success of the required effort.

Price/Cost

2. You are placed on notice that any Quote which is unrealistic in terms of technical approach or unrealistically low in price may be deemed reflective of an inherent lack of technical competency or indicative of failure to comprehend the complexity of the requirements and may be grounds for the rejection of the submission.

3. The offeror is expected to propose a reasonable price. An evaluation of your cost/price quote will be made to determine if it is reasonable for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the technical proposed solution.

4. Your price Quote will be assessed to identify potential risk. Cost/price risk refers to any aspect of a Quote which could have significant negative cost/price consequences for the Government. Where risk is assessed it may be described in qualitative terms or used as a best-value discriminator.

5. The Technical Evaluation Committee reserves the right to revise a Technical consensus score based on information within the Price Volume when the Technical Evaluation Committee feels that content within the Price Volume will have an impact on technical evaluation factors or subfactors.
