About this file
This is an Attachment D specification document for Request for Proposal (RFP) No. 260000001627 issued by the Michigan Department of Transportation (MDOT) regarding the installation of foundations and cabling for an AWOS IIIP system relocation/installation at an airfield. The specification addresses airfield electrical work, specifically the locating of existing circuits and splicing of FAA L-824 cable used in airfield lighting systems. The contractor is responsible for locating, verifying, protecting, and documenting all existing airfield lighting circuits within 100 feet of excavation, trenching, or heavy equipment work areas, and performing splices on FAA L-824 underground cable where approved by the Engineer. The scope of work encompasses pre-activity coordination with Airport Operations, locating methods using electromagnetic locators and ground-penetrating radar, investigation of unknown cables, temporary protection at crossings, and submission of final as-built cable plots and splice locators for all impacted cabling.
The specification establishes detailed technical and safety requirements for L-824 cable splicing work, mandating the use of FAA-compatible materials including compression connectors, XLPE-compatible tapes, adhesive-lined heat-shrink sleeves, and 3M ScotchCast or equivalent splice protectors. Execution must follow industry-accepted L-824 splicing practices encompassing preparation, electrical joint work, insulation and jacket recovery, and post-splice testing including insulation-resistance and acceptance testing. Integrated safety precautions are paramount and include de-energization and Lockout/Tagout procedures, use of insulated tools and arc flash-rated personal protective equipment, establishment of controlled work zones, proper handling of series circuits, controlled heating and cooling protocols, and maintaining safe distance during testing procedures. The work must comply with FAA standards including AC 150/5345-7F and AC 150/5370-2, as well as TSEWG TP-21 guidance.

Request for Proposal (RFP) No. 260000001627
Installation of foundations (Vaisala Bi-Pad configuration) and cabling for AWOS IIIP system re-location/installation
Airfield Electrical: Locating Existing Circuits and Splicing FAA L-824 Cable
1. Scope
1.1 Work Area Envelope. Contractor shall locate, verify, protect, and document all existing airfield lighting circuits within 100 ft of the project’s excavation, trenching, or heavy equipment work areas.
1.2 Splicing Work. Where approved by the Engineer, contractor shall perform splices on
FAA L-824 underground cable supporting airfield lighting circuits, following the practices and safety precautions in this section.
2. References
• FAA AC 150/5345-7F – Specification for L-824 Underground Electrical Cable for Airport
Lighting Circuits.
• FAA Airport Design & Engineering Standards – Includes AC 150/5370-2 for construction operational safety.
• TSEWG TP-21 – Visual Air Navigation Facilities: Air Facility Equipment Inspection and
Testing.
• ACRP Sample LOTO Policy – Airport electrical Lockout/Tagout guidance.
• Section 68 – Airfield Electrical Work – Requirements to maintain and verify existing airfield electrical facilities.
3. Definitions
L-824 Cable: FAA-specified underground cable used on airfield lighting circuits.
Series Lighting Circuit: High-voltage, constant-current circuit serving runway/taxiway lighting.
LOTO: Lockout/Tagout procedures for de-energizing/isolation during service.

4. Contractor Responsibilities – Locating Existing Circuits (100 ft)
4.1 Pre-Activity Coordination. Coordinate with Airport Operations and maintain operation of existing airfield electrical facilities unless otherwise directed.
4.2 Locating Methods. Use electromagnetic locators and GPR; hand-expose at conflicts.
4.3 Unknowns & Conflicts. Investigate unknown cables; do not disturb until directed.
4.4 Protection. Provide temporary guards or sleeves at crossings.
4.6 Documentation. Submit final as-built cable plot and splice locator for all impacted cabling.
5. Materials – Splicing L-824 Cable
Materials shall be compatible with L-824 cable and rated for the circuit. Use compression connectors, XLPE-compatible tapes, adhesive-lined heat-shrink sleeves, and 3M
ScotchCast (or equivalent) splice protector.
6. Execution – Industry Accepted L-824 Splicing Practices
6.1 Preparation: Square-cut ends; strip insulation; clean conductors; verify tool calibration.
6.2 Electrical Joint: Compression splice conductors; rebuild semiconductive layer.
6.3 Insulation & Jacket Recovery: Restore insulation; apply adhesive lined heat-shrink tubing and outer splice protector.
6.4 Post Splice Testing: Perform insulation-resistance and acceptance testing.
7. Integrated Safety Precautions
7.1 Electrical Safety Fundamentals: De-energize and apply LOTO; verify absence of voltage;
coordinate with Airport Operations.
7.2 Personnel & PPE: Use insulated tools, arc flash-rated PPE, and UL-approved meters.
7.3 Work Area Controls: Establish controlled zone; protect splice area from moisture.
7.4 Series Circuit Handling: Keep conductor ends isolated; use protective caps.
7.5 Thermal & Mechanical Safety: Use controlled heating; allow cooling before handling.
7.6 Testing Safety: Maintain distance during IR/withstand tests; re-energize per procedure.
